The District is recruiting for the position of Human Resources Technician I/II in the Human Resources Office. Please note that this is a temporary position expected to be 12 months in duration, not to exceed 06/30/2025.
  

DEFINITION
Under general supervision, provides technical and administrative support work in a variety of Human Resources functions, including benefits, onboarding/offboarding and other human resources programs.

 

Examples of Duties for this Position

• Assists in the administration of employee benefits and leaves, retirement and health insurance programs; informs and advises employees regarding these programs: contacts insurance carriers and third-party administrators involved with the District's programs to resolve problems and answer employee questions.
• Processes District personnel actions and benefits in District’s Human Resources Information Systems or other computer software programs.
• Conducts new employee orientations and offboarding and provides information regarding District programs and policies.
• Maintains and updates personnel files, procedures, forms and records.
• Prepares various special and periodic reports.
• Maintains a current knowledge of District policies and procedures and applicable laws and updates information as required.
• Assists in coordinating human resources projects and programs as needed, including recruitment and selection, classification and compensation, training and organizational development, and safety and wellness.

Human Resources Technician I: Equivalent to three years of general clerical support or office assistant experience.

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

The Program Manager will direct the work of the staff in these units and support the team in the fulfillment of their duties in these program areas including their communication with employees, managers, insurance carriers, medical personnel, lawyers, and vendors. This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.
• Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Human Resources - Offering learning opportunities by following a full recruitment and onboarding process. Assist with website updating; maintaining employee records; the conversion of physical records/forms to electronic format; and conducting research and analysis on HR-related topics.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. The City of Belmont Human Resources Department is seeking a collaborative, innovative, enthusiastic individual with great interpersonal skills to join the Human Resources team as a Human Resources Management Analyst.  The candidate may be hired at the Management Analyst I or II level depending on experience.

The Human Resources Management Analyst will serve as a business partner to departments for a variety of Human Resources programs and projects including recruitment, job analysis, training and development and benefit administration.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

THE DEPARTMENT

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which includes moving furniture, set-ups, and many other miscellaneous tasks as required.
