To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:
• Maintains records and prepares daily reports related to work performed.
• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.
• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.
• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.
• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.
• Serve as custodian of the city seal and city archivist for official records.
• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.
• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.
• Assist City Manager in responding to various inquires related to city operations, policies, and programs.
• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.
• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.
• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. The Executive Director receives general direction from the assigned senior level manager and will exercise direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service providers.

As the Executive Director, your responsibilities will include:

Education and Experience:

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. Position:

The role of the Resilience Coordinator position will be to support the Mission of the Office of Emergency Management, which is “To provide leadership of the City of San José’s emergency management responsibilities through planning and coordination of programs, functions, and supporting activities to prepare for, respond to, and recover from all emergencies and disasters.” The position will assist in coordinating multi-hazard planning efforts in the City of San José, including reviewing documents with an intentional lens of Access and Functional Needs (AFN) and racial equity considerations in emergency.  This position requires high levels of analysis, document development, understanding of the State of California’s Standardized Emergency Management System principles and integration with response plans. This is the fully experienced level in the unclassified Executive Analyst series and requires an individual to work under the general direction of an assigned executive in the Office of Emergency Management with full professional independence.

·        Assist in the coordination of programs to integrate existing emergency preparedness and comprehensive operational plans and procedures with internal city offices and departments, other government agencies, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies to ensure that established programs and plans comply with state and federal guidelines.

·        Plan and coordinate emergency management operational activities, drills, and events with all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies with disaster response administration.

Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs. The position will also track available training through Bay Area, state, and federal resources. 

 Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Distinguishing Characteristics

This is the entry into higher levels of the emergency management classification, where expertise is gathered in a specific field in order to progress into the more specialized class such as Emergency Planner.  Initially, supervision and training are given in detail, but as an incumbent becomes more capable, he/she works with a higher degree of independence.

DESCRIPTION/RESPONSIBILITIES:
Position and Duties:
The Mass Care Executive Analyst (EA) position will work out of the City Manager’s Office of Emergency Management (OEM) located at 855 N. San Pedro Street, San José.  

This EA position responsibilities include, but are not limited to:
• Participates in the organization, administration, operations, and functions of the Office of Emergency Management (OEM)
• Work directly with Council Offices, City Departments and outside agencies to develop a City of San José Mass Care Plan
• Develop, implement, and manage a shelter inventory procedure for both City-owned and privately-owned locations
• Conduct periodic training for both City employees and outside agencies to ensure that the Mass Care Plan is implemented seamlessly during an emergency
• Confer with staff in various City departments on administrative matters and coordinates responses to questions and concerns for the City Manager
• Recommend and write procedures, oversee the implementation of program policies and procedures, provide training on program requirements and best practices and conduct continuous process evaluation and improvements
• Monitor and assist in the development of reports on how to implement state and federal guidance on emergency planning
• Assist in presentations and trainings on community preparedness, City preparedness activities, outreach and technical skills to operate in the Emergency Operation Center (EOC)
• Provide technical skills for identified tasks, such as EOC activities, communications systems, information technology systems, etc.

The department is seeking to fill two (2) full-time Power Resources Specialist I/II positions. The positions will support the Risk Management, Contracts and Administrative Services Division (1 position) and Account Management and Marketing Division (1 position).

Power Resources Specialist I/II – Risk Management, Contracts and Administrative Services Division 

This position will report to the Division Manager and support risk management and power contract oversight.  Under general supervision this position will support a variety of risk management functions in support of the department’s energy portfolio. The Risk Management, Contracts and Administrative Services Division is responsible for providing independent oversight of the risks assumed in the course of transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, tracks signed energy contracts, and manages the invoicing process.

Duties include the following but are not limited to:

• Verifying that power supply agreements are authorized and executed appropriately and resolving contracting issues; 
• Developing mark-to-market analysis for SJCE power supply portfolio totaling over $1 Billion dollars; and recommending actions to reduce risk and power supply costs.
• Overseeing power supply settlement functions, including verifying power supply deliveries, contract performance, and approval of power supply invoices, totaling approximately $30 million per month;
• Reviewing invoices for accuracy, resolving issues with power suppliers, and providing quality assurance for complex energy-specific contracts;
• Providing analytical support for power supply audits and analysis of power purchases and sale agreements;
• Provide risk management analysis for medium- and long-term contracts;
• Utilize energy trading risk management database to prepare a variety of reports for the power contracts portfolio, utilize data visualization
• Approve energy purchases subject to the risk management policies;
• Provide analysis on emerging technological and procurement options for supply (e.g. distributed energy resources, renewable or storage technologies.)
• Conduct studies and develop analytical models related to energy risk management and forecasting;
• Perform other related duties as required.

Power Resources Specialist I/II - Account Management and Marketing Division

This position will report to the Deputy Director overseeing the Account Management and Marketing. This division is responsible for customer care, billing, marketing and customer outreach, and community programs for San José Clean Energy. This position will support a number of analytical functions related to customer rates and electricity usage.  The ideal candidates should be well versed in PG&E rate structures including residential and commercial rate schedules and have strong analytical skills.

Duties include the following but are not limited to:

• Analyze customer electricity usage and impact of rate changes;
• Analyze revenue collection compared with plan;
• Support division with analysis of financial and greenhouse gas emission impacts of decisions on new product offerings.
• Respond to customer inquiries and interface with and support call center and billing operations contractor;
• Support cost-benefit analysis of potential new Department programs;
• Assist in launch of SJCE’s DAC-GT and energy efficiency programs, in accordance with SJCE’s Programs Roadmap, while incorporating stakeholder input, industry best practices, and market trends to ensure program success;
• Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims;
• Assist with program compliance requirements and reporting;
• Provide financial analysis on impact of alternative contract structures with customers
• Provide quantitative analysis support for City Council and Community Advisory Commission presentations.
• Help develop tools and processes to analyze the potential impact of alternative rate structures (e.g. new time of use variants, low income discounts, etc.)
• Help articulate and implement a strategy for more fully incorporating Distributed Energy Resources (DERs), including Demand Response programs, into SJCE’s business activities.
• Assist in preparation of bids and specifications, and monitoring the timely fulfillment of deliverables by consultants and service providers; Perform other related duties as required.

Salary Information:

The current salary range for Power Resources Specialist I is: $82,867.20 - $100,963.20

The current salary range for Power Resources Specialist II is: $90,168.00 - $109,844.80

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Power Resources Specialist I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
