The City is currently accepting applications to fill two positions in the Landscape Division at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.
 

Primary responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with the cleanup of encampment and abandon property cleanup efforts 
• Support police personnel in non-enforcement and enforcement situations involving unhoused individuals, including posting, documentation, and storing private property 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

In this role, you'll perform a variety of challenging and rewarding tasks, including installing, maintaining, and repairing mechanical and electrical equipment critical to the plant’s operations. Primary Responsibilities

• Identifies and performs a variety of maintenance, troubleshooting, repairs, installations, and modifications on wastewater treatment plant mechanical equipment and facilities, including but not limited to:
  • Mechanical grinders, pumps, valves, engines, blowers, motorized valves actuators, lab equipment, air compressors, etc.
  • Industrial grade machinery, boilers, digester equipment, bulk chemical storage and delivery systems, hydraulic and pneumatic systems and devices.
  • Fabricates and or modifies equipment mounts, brackets, supports, utilizing welding, drilling, milling, tapping, etc. 

• Coordinates activities with operations personnel and contractors to ensure efficient and streamlined operations
• Completes and maintains maintenance logs on the City's Computerized Maintenance Management System (CMMS)
• Responds to night and weekend emergency calls as needed

The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II! 

This position may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour) or Combination Building Inspector II ($39.7935 - $53.3271 per hour), depending on candidate experience and qualifications.  

The Combination Building Inspector I/II plays a crucial role in protecting public health, safety, and welfare by reviewing construction projects to ensure compliance with minimum standards. Their inspections cover not only the structural stability of buildings but also key safety aspects such as fire protection, life-safety features, energy efficiency, and the proper functioning of plumbing, mechanical, and electrical systems. 

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing, mechanical and electrical.  

PRIMARY RESPONSIBILITIES 

• Conducts inspection work to enforce building, fire and life safety, mechanical, plumbing, electrical, energy, accessibility, and other related codes and regulations that govern the construction, alteration, repair, and use of buildings and structures.  

• Reads and interprets plans and specifications for inspection on commercial, industrial and residential buildings. Performs pre-construction inspections on complex permits to get familiarized with the project milestones and establish communication channels with the contractor and the design team. 

• Participates in the development of policies and procedures; recommends programs and projects to the inspector supervisor and the inspection team.  

• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values. 

• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations.

The Deputy Public Works Director/City Engineer will work closely with the Public Works Director, the Deputy Public Works Director/Operations, departmental staff, and City management to provide a wide range of comprehensive services to the City and the organization.  This position assists in the management and day-to-day operation of the engineering divisions, serves as the City’s Chief Engineer, and acts in the absence of the Public Works Director.  The Deputy Director directly supervises the activities of the engineering services, capital, and sustainability divisions, as well as transit and emergency preparedness programs, with approximately 50 professional and paraprofessional staff.

The incumbent is a key liaison between the Public Works Department and other City departments, elected officials, residents, businesses, and other public and regulatory agencies.  This highly visible position serves as a point-of-contact for regional issues within Ventura County, including water resources, water quality and transportation.

Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.

The City of Thousand Oaks is seeking an experienced and accomplished professional with expertise in the following programs: Drinking Water Quality, Stormwater Quality, and Pretreatment (Industrial Waste). There is currently one full-time vacancy at the Senior level in the Water Utilities Division – Environmental Compliance Section of the Public Works Department. This vacancy will be filled at the Environmental Inspector Senior, II or I level, depending on qualifications and experience.

The Environmental Compliance Team consists of five full-time employees, including the Water Quality Supervisor, the Environmental Compliance Associate Analyst (Analyst), the Senior Environmental Compliance Inspector (Sr. Inspector), and two Environmental Compliance Inspectors (Inspectors) at the I or II level.   

Examples of the job duties the Environmental Compliance Team performs include but are not limited to:

Drinking Water Quality Program:

• Per State requirements, sample/test the water distribution system, water tanks (reservoirs), water mains after repairs and new water mains before installation 
• Respond to water quality complaints
• Comprehend and apply Federal, State and local drinking water quality regulations
• Ensure all sample/testing/reporting deadlines are met
• Work with in-house and contract lab

Pretreatment Program:

• Comprehend and apply Federal, State and local Pretreatment regulations
• Sample/inspect the current five permitted industrial dischargers biannually
• Inspect grease removal devices at commercial facilities for the FOG program
• Sample/test sewer system at one location quarterly
• Review quarterly Self-Monitoring Reports from industries and manage data while maintaining industry files
• Conduct industrial site surveys
• Inspect/track Dental facilities per the Dental Amalgam Rule

Stormwater Quality Program:

• Comprehend and apply the Ventura County MS4 Permit and State Industrial General Permit requirements
• Respond to and complete investigations for Illicit Discharge complaints
• Inspect commercial businesses (restaurants/auto repair) per the MS4 Permit
• Attend monthly Illicit Discharge and Business Inspection subcommittee meetings

This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.
