The City of Sebastopol is seeking an engaging, inclusive, and talented leader who enjoys rolling up their sleeves and materially participating in current and long-range planning, affordable housing, and is well-versed in development activities, including economic development. The Community Development Director oversees all functions and activities of the Community Development Department.  The current focus is on planning and economic development activities.  In the future, the position's duties may also include oversight of the City's building, inspection, and code enforcement functions. 

This position coordinates Community Development Department activities with other City departments, officials, contractors, consultants, outside agencies, and the public to ensure cohesive and efficient development and planning processes. The Community Development Director reflects a demonstrative cultural competency in collaborating with all community members regardless of cultural differences or circumstances including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional consult to the City Manager to advance the City's planning, housing, economic development, and building and development goals and objectives and may serve as the City Manager or Assistant City Manager in either manager’s absence or as assigned. 

This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

Summary

Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of technical tasks relative to assigned areas of responsibility.

Distinguishing Characteristics

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. Employees at this level are required to be fully trained in all procedures and able to perform the full scope of duties of the Account Clerk II and have a more in-depth knowledge specific to assigned area.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

The General Manager is responsible for the day-to-day operations of the District and reports to a five member board. The ideal candidate will have a Bachelor’s Degree or higher from an accredited college or university in engineering, business, public administration or a closely related field; a Master’s Degree is desirable. Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer position is based on meeting minimum qualification standards and satisfactory performance in the academy.

The Project Development Manager is responsible for participating in project development through working with developers, feedstock providers, financing agencies, public agencies, and other organizations related primarily to the
development of biomass facilities. The Project Development Manager assumes a high level of responsibility for difficult, complex and varied duties, works with a high degree of independence, and represents Pioneer Community Energy to a
variety of stakeholders and outside entities. Duties include:

• Developing biomass power generation facilities within California.
• Managing and supporting all aspects of biomass project development from initial site selection through operations.
• Managing contractors, vendors, and consultants to maintain project timeline and value optimization.
• Communicating and syncing cross-functionally, including with developers, procurement team, legislative/regulatory, and legal team members regularly to minimize project risks.
• Identifying, proposing, and implementing creative or alternative project development approaches that reduce exposure to permitting risks, optimize development schedules or drive additional project value.
• Managing and facilitating development services agreements with local or regional development partners.
• Working with developers on exploring project funds and financing alternatives during financial feasibility analysis, evaluation, and during the project debt and tax equity financing processes.
• Traveling to site locations to meet with landowners and evaluate sites.
• Engaging the community, local, state, and federal institutions for project support.
• Where necessary, helping secure permits and ensure environmental compliance throughout the development, construction, and operation of projects.
• Helping coordinate and provide input to project interconnection requests, load-flow and congestion studies, and other necessary aspects of securing project transmission.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.
• Working with Pioneer legislative/regulatory staM in utilizing BioMAT and FIT programs for biomass projects.

The Information Technology Analyst is responsible for performing a variety of duties in support of information technology operations including researching, configuring, installing, operating, monitoring, repairing, and maintaining hardware and software for computer workstations, mobile computers, mobile phones, telephone systems, and other related equipment and programs. Duties include:

• Maintaining and updating integrated systems; designing and implementing enhancements and revised functions developing various integrated solutions for database functions; documenting system changes.

• Installing, configuring, upgrading, troubleshooting, and repairing personal computers, laptops, mobile computers, computer components, software, and peripheral devices; maintaining, installing, and upgrading file servers and other network hardware.

• Providing information system user support; responding to questions and inquiries on various hardware and software issues; investigating user problems; identifying source of problem; determining possible solutions and implementing and testing solutions.

• Testing, diagnosing, and repairing computer systems and peripheral equipment including printers, modems, and network devices; troubleshooting equipment to ensure functional operation.

• Evaluating new hardware, software and related equipment to identify modifications and enhancements for assigned systems.

• Assuring functionality, compatibility and stability of assigned systems; monitoring resources, updating and upgrading the software and operating system, and resolving downtime and connectivity issues.

• Maintaining and updating internet site; creating web pages and developing basic intranet and internet upgrades and solutions; analyzing website use and recommends solutions.

• Installing configuring and troubleshooting hardware and software applications and equipment.

• Assisting in the maintenance of telephone systems; completing moves, adds, and changes; diagnosing and resolving phone system issues.

• Testing and troubleshooting local area networks (LAN) as necessary.

• Assisting in developing training or conducts training in computer systems and software as needed.
