THE POSITION

The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others. Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area. This is a management classification located in the City’s central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact. The Human Resources Division is comprised of 4.0 FTE (1) Human Resources Manager, (1) Senior Human Resources Analyst, (2) Human Resources Analysts, who come together to support the full-service City-wide efforts of over 200.75 FTE and approximately 30 – 120 PTE.

 

Duties may include, but are not limited to the following:

• Interview, select, hire, train, supervise, and evaluate program staff.
• Write and review policies, procedures and methods relative to assigned program; formulate, recommend and/or implement actions for program improvement;
• Meet with department management and staff on human resource issues.
• Interpret and explain provisions of applicable laws, rules, policies and agreements to City management, employees, employee organizations and the public.
• Assist in the selection and management of vendors, consultants and service providers; oversee compliance of consultants and vendors with contract provisions.
• Advise managers and employees on City procedures, benefits, and existing policies relative to assigned program.
• Coordinate and administer program activities such as open enrollment, Citywide classification studies, and executive recruitments, among others.
• Participates in the establishment of strategic short-term and long-range program plans.
• Assist in the development of the program budget.
• Prepare detailed and professional reports and other written communications, including policies and procedures, policies, executive summaries and statistical data.
• Prepare and deliver oral presentations designed to educate and explain program services.
• Meet and/or negotiate with representatives of employee organizations.
• Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.
• Represent the department in meetings with the board, the executive team, labor organizations, and other community organizations or committees.
• Respond to inquiries, problems and complaints from applicants and hiring managers.
• Perform other related tasks as necessary.

What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.

San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

 

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

 

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

 

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. The City of Foster City is seeking a highly skilled and experienced Principal Management Analyst to join the Public Works Department. The position will perform high-level management analysis work and strategic support which requires comprehensive knowledge of the City's political environment, policies, and procedures. Selection Process

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers

Work Environment:  This position is part of the Land and Facilities Services Department assigned to a primary field office and will visit other Midpen field sites. Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:   

 

Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in park maintenance, resource management, or a related field and three (3) years of experience in construction, maintenance, and/or repair of parks, open spaces, and/or related facilities, and/or resource management.

 

Licenses & Certifications Required:    

• Possession of a valid California Class C Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.
• Depending on assignment, possession of, or ability to obtain, a valid California Class A Driver’s License and required endorsements within the probationary period.
• Depending on assignment, possession of, or ability to obtain, a valid Grade I Water Treatment Operator Certificate and Grade I Water Distribution Operator Certificate issued by the California Department of Public Health (CDPH).
• Depending on assignment, possession of, or ability to obtain, a California Qualified Applicators Certificate with Landscape Maintenance (Category B) for pesticide application within (12) months of employment.
• Depending on assignment, possession of, or ability to obtain, a District approved Fire Suppression Certification within (12) months of assignment into the District’s fire program.

The City of Seal Beach is seeking a Senior Community Services Officer to enforce all laws and ordinances pertaining to assigned area of responsibility including Records, Parking and Traffic, Property and Evidence, Custodial Facility Operations, IT/Crime Analyst, and Animal Control.

ESSENTIAL FUNCTIONS:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Traffic Division: Under direct supervision, the selected individual is assigned to the Traffic Division in the Seal Beach Police Department. Duties include: enforcement of parking regulations; assists with traffic control; documents front counter and over the phone crime reports; provides assistance as directed; performs other related duties as assigned. Records Division: Under direct supervision, the selected individual is assigned to the Records Division in the Seal Beach Police Department. Detention Center: Under direct supervision, the selected individual is assigned to the Detention Center in the Seal Beach Police Department. Duties include: booking, housing and transportation of arrestees to Seal Beach Jail, Orange County Jail and other detention facilities; preparation of booking paperwork; Livescan fingerprinting; provides assistance as directed; performs other related duties as assigned.

IT/Crime Analyst: Under direct supervision, the selected individual is assigned to the IT/Crime Analysis Unit in the Seal Beach Police Department. Duties include: designing, maintaining and updating reports associated with crime patterning and officer productivity; Maintaining and managing information technology systems. This includes managing access control system and surveillance systems, mobile computer systems, and mobile device management systems; assisting the Detective Division with analysis of intelligence from a multitude of sources. This includes surveillance system video extraction, cell phone analysis, and cell tower analysis; Calibrating, maintaining, and operating unmanned aerial vehicles (UAV). This includes managing UAV firmware updates, maintaining and testing UAV equipment, and piloting UAVs as needed.

Animal Control: Under direct supervision, the selected individual is assigned to the Animal Control Services Unit in the Seal Beach Police Department. Duties include: responding to calls for service; providing care or impounds healthy, injured, sick, dangerous and deceased animals; issuing citations or investigates violations pertaining to animal control codes and regulations; performs related duties and responsibilities as required.
