The Public Works Department is recruiting to fill the Event Services Representative ( Recreation Leader - Part Time Unbenefited ) position to support the coordination of events occurring at City Hall. The position requires excellent judgment, initiative, independence, integrity, organizational skills, flexibility, and written and verbal communication skills.

Event Services Representatives assist in monitoring and providing customer/client support for special events . Event Services Representatives may be required to provide technical assistance and set up of equipment on day of event, assist in resolving customer issues and complaints, and respond to emergency situations during events. The on-site Event Services Representative coordinates with event staff such as ushers, ticket takers, security, crowd control, outside contractors, and performs facility safety checks which may include enforcing Safety and Fire Marshall Regulations.

Due to the nature of the job responsibilities, Event Services Representative s must be able to:

• Work extended/irregular hours including nights, weekends, and holidays, as needed .
• Stand and/or walk for extended periods of time .

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

The work2future division of OEDCA is seeking a Senior Accountant in its fiscal unit. The successful candidate will assist the work2future Fiscal Manager (Senior Executive Analyst) for the accounting, budgeting, and federal, state, local, grant management functions of the OEDCA work2future Unit. What You’ll Do
The Housing Specialist performs professional level work to implement varied housing programs and policies, grant and City loan management, and community engagement. The current vacancy may be filled at either level based on experience.

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review, analyze, and administer federal, state and local programs to meet City housing and community development needs; structure and modify programs to meet specific City circumstances.
• Act as project manager for City sponsored affordable housing projects, carrying such projects from site acquisition through financing to construction and lease-up.
• Conduct outreach and organize and lead in-person and virtual workshops with the public about housing needs in the community and policy related to housing production, preservation, and protection; attend meetings as a City representative, as assigned.
• Support the Housing & Neighborhood Services Manager with implementation of the policies and programs in the City’s 2023-31 Housing Element. 
• Process housing and commercial loans and grants from application through construction completion and loan servicing; determine property improvement needs; originate loans; prepare specifications and coordinate project bidding and management stages; conduct progress inspections and authorize disbursements; mediate disputes between the property owner and the contractor.
• Publicize and prepare marketing information for the City's various housing and redevelopment projects; meet with individuals and groups to disseminate such information.
• Conduct various studies and analyses regarding project feasibility and economic returns; prepare statistical, financial, environmental, and other technical analyses and reports.
• Assist with the acquisition and disposal of real property; assist in the administration of the resale program for City sponsored affordable housing.
• Maintain accurate records and files of assigned projects and cases; monitor funds expended; prepare a variety of periodic and special reports related to grant, loan and City sponsored programs; may provide input into annual budget requests and assist with monitoring the budget.

POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field.

The Position
Under general or direct supervision, performs a wide variety of law enforcement duties involving crime prevention and investigation, protection of life and property, and enforcement of laws, codes, and ordinances; performs investigation duties, assists in the preparation of cases and testifies in court; cooperates with other law enforcement agencies and City departments; may provide lead direction for subordinate departmental employees and volunteers; provides information and assistance to the public; and performs related duties as assigned.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. There is an expectation that all employees will provide excellent service to the public, every call, every contact, every day. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to completion of the twelfth (12th) grade; successful completion of 30 semester units of college course work at an accredited institution.  An Associate's degree or higher is desirable. The minimum education requirements may be met by the possession of an Intermediate Post Certificate.

Experience: Possession of a POST Basic Certificate at the time of application. 

Licenses and Certifications:

• Possession of a valid California Driver’s License, and a good driving record, to be maintained
  throughout employment.
• Possession of a valid Basic Certificate issued by the Commission on Peace Officer Standards and Training (POST). 
• Possession and maintenance of firearms qualification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

• Plan, assign, determine priorities, and supervise work of sub- professional and professional engineering personnel; ability to make independent investigations in the review of engineering problems; ability to determine adherence to engineering specifications on a variety of public works improvement and construction projects.
• Explain technical issues to non-professional people and to deal effectively with developers, civil engineers, consultants, City staff, City Council, Commission members and general public.
• Interpret diagrams, drawings, specifications, contracts, technical journals and other information pertaining to assigned areas of responsibility.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Four years experience in professional engineering work in area of assignment including one year of supervisory experience.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a closely related field.                           

LICENSE OR CERTIFICATE

Possession of a Certificate or Registration as a professional engineer in the state of California.  Possession of, or ability to obtain, an appropriate California driver's license and a satisfactory driving record.

SELECTION

The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application.
