This recruitment is for an hourly/temporary (at-will), non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30) with an approximately 16 hours per work week. Days and hours worked may be flexible, depending on the department's operational needs.

The Town of Los Gatos is recruiting for a temporary/hourly Code Compliance Officer as part of the Town's Code Compliance team in the Community Development Department. Under direction, the Code Compliance Officer performs a variety of duties and assignments including patrol, which is principally the performance of a variety of routine, nonhazardous municipal law enforcement duties for which sworn personnel are not required.

This position reports to and is supervised by the Town's Building Official. The successful candidate will receive appropriate training in the collection of information, the use of noise meters and other equipment, compliance tactics and strategies, and other matters consistent with the Town's high degree of respect and courtesy to all parties.
 
THE IDEAL CANDIDATE
The Code Compliance Officer must be able to communicate clearly and effectively with the public and exercise sound judgment, tact, and integrity. The Code Compliance Officer must possess a calm demeanor and remain alert and coherent while under routine or stressful situations. The successful candidate must understand how to respond appropriately to changing field situations and work well with staff from Police, Community Development, and other Departments.

 

EXAMPLE OF DUTIES

• Patrols the Town on assigned shifts for the purpose of enforcing and preventing violations of applicable codes and ordinances and reporting unsafe conditions and other related conditions.
• Focuses on public disturbance, or other nuisance behaviors.  Documents field observations and actions accurately.
• Implements Town procedures in collecting information, responding to the public's inquiries or complaints, and reporting of fieldwork.
•  Meets with businesses to understand late night offerings and to assess compliance with Town permits.  Prepares necessary reports using computer databases, word processing, or other tools.
•  Appears in court to present evidence and testimony as required.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING 
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. 

• Bachelors Degree in planning or a related field. 
• One year experience in investigation, zoning administration, law enforcement or related field. 
• Additional related experience may be substituted year for year for the education requirement provided the minimum attainment is high school graduation.
• Possession of a valid California Class C driver’s license.
• Desirable experience interpreting policies and ordinances and demonstrated work experience in code compliance and preferably with a municipality.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

The Authority is currently recruiting for a part-time position of Environmental Compliance Inspector to support the West Valley cities/Town stormwater inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with federal and local water quality regulations.

The Authority is currently working to advance multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs. The Environmental Compliance Inspector may support these initiatives. An Environmental Compliance Inspector also responds to complaints of illegal discharges or connections to stormwater collection systems per federal, state, and local requirements.

Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance and replacement of Town water, sewer, street and storm drainage facilities and systems.

ESSENTIAL DUTIES
Typical duties include but are not limited to:
•    Perform required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.

PROGRAM LEADER (SPORTS AND FITNESS)

Salary Range: $17.37 to $23.15/hour, DOE

 

This is a part-time, temporary, non-benefitted position; 15-20 hours per week (not to exceed 950 hours per calendar year); predominantly afternoon/evening schedule, some weekends.

 

DEFINITION

 

The Town seeks gym monitors, scorekeepers, and leaders for a variety of youth and adult sports. Sports may include, but are not limited to basketball, softball, and bocce ball. Sports knowledge is preferred. All staff will be cross-trained for multiple sports. CPR/FA certification is recommended but not required.

 

SUPERVISION RECEIVED AND EXERCISED

 

Program Leader receives supervision from the Program Coordinator and/or Program

Assistant.

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Scorekeeping and gym monitoring.
• Completing program score sheets, reports, and timesheets according to deadlines.

This temporary position is desired to fill an existing staff’s planned personal leave. The desired start date is mid September 2024, and tentative end date of March 2025. The temporary assignment may be extended on a monthly basis.

 

Under general supervision, in a fully computerized accounting setting, provides complex or specialized financial, statistical, and accounting office support for general accounting functions and performs related work as assigned.

 

CLASS CHARACTERISITICS:

This is a specialist and/or lead level class in the finance office support series.  Responsibilities include the performance of complex or specialized accounting functions requiring the use of independent judgement and the application of technical or related skills.  May train others in work procedures or direct the work of others on a project or lead basis, do financial spreadsheets and analysis that require computer skills. Duties that are normally filled by advancement from the two levels of Revenue Collection, and Disbursement of Funds.

 

EXAMPLES OF DUTIES (illustrative only):

Payroll

1. Assist Lead Payroll Technician or other personnel in processing the bi-weekly payroll and special payrolls as required.
2. Audit payroll data submitted: review for accuracy, resolve discrepancies, and reconcile data to generate payment to employees and vendors.
3. Interpret and apply official requests related to garnishments of wages, including salary intercepts requested by the IRS or Franchise Tax Board.
4. Interpret and implement Memorandum of Understanding for each bargaining unit.
5. Interpret and implement changes related to the Public Employees Retirement System (CalPERS).
6. Reconcile and ensure timely deposit of bi-weekly payroll tax deposits of federal and state income taxes and Medicare taxes. 
7. Reconciliation of the bi-weekly CalPERS report and associated payment to CalPERS. 
8. Reconciliation of health-care invoices and payment of same.
9. Reconcile/audit account activity in the Payroll Fund and other accounts, as assigned.
10. Process retiree medical insurance reimbursements for ACH deposit or check issuance.
11. Answer questions regarding pay, benefits and leave.
12. Reconcile payroll and tax records in preparation of issuance of year-end W-2s.

Collection of Revenue

1. Properly record receipts of revenue over the counter and from the mail and prepare daily bank deposits.
2. Process application for business license and animal license, determine applicable fees, send out renewal and delinquency notices and maintain files.
3. Analyze and balance accounts and provide relevant internal and external reports as required.
4. Provide information to City staff, the public and other agencies that may require the use of judgement and thorough comprehension of the City’s revenue code, ordinances, policies and procedures.

Disbursement of Funds

1. Verify invoices, receiving reports and other requests for payment with purchase orders or contract documents; contact vendors or contractors for clarification as required; ensure proper authorization for payments and compliance with City policies and procedures.
2. Establish systematic, efficient and fiscally responsible cash disbursement process.
3. Communicate to, and train staff on established disbursement procedure.
4. Analyze accounts, reconcile ledgers and provide accurate financial information to City staff, the public and other agencies as required.

Complex Revenue Collection

1. Communicates with taxpayers and their representatives in person, on the telephone and in writing to resolve problems.
2. Review audit findings and explain pertinent laws, regulations, codes and procedures to ensure correct tax reporting of gross payroll, and taxable revenue; summarizes and documents audit determinations.
3. Ensuring that all businesses in town, who should be obtaining a business license, do so annually.
4. Educating businesses about their requirements for obtaining a business license.
5. Performing transient occupancy tax audits; evaluate hotel/motel record keeping practices, maintain confidentiality, make recommendations on strategies to resolve issues/finding, and communicate with hotel operators to ensure they are in conformity with UC business license requirements.
6. Performing unlicensed businesses discover work by reviewing and identifying BOE, FTB reports, inter-departments potential leads, Chamber of Commerce reports, newspaper ads, filed canvasses or any of the other resources available to bring businesses into compliance with our business licensing requirements and work cooperatively with other departments, City officials, and outside agencies on sensitive issues in area of responsibility.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in.
