The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work
• Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications
• Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance
• Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures
• Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems
• Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams
•  Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices
• Direct contract employees performing electronic or electrical installations and repairs
• Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Education/Training: Equivalent to completion of the twelfth grade supplemented by college level course work in biology, microbiology, chemistry or a related field. A Bachelor’s degree from an accredited college or university with major course work in biology, chemistry, microbiology, or a related field is highly desirable.

Experience: Two years of experience conducting a variety of tests in a physical, chemical, or biological laboratory.

This position is located in the Glenn County Health and Human Services Agency, Behavioral Health Division, Substance Use Disorders Services Unit and provides community outreach advocacy services, presents informational sessions, performs prevention, and outreach for at-risk populations; prepares, researches, and presents health system materials; and performs related duties as assigned. The position is scheduled for forty (40) hours per week.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health is seeking a Clinical Services Manager I/II- Adult Licensed Facilities and Utilization Management to plan, coordinate, implement and oversee comprehensive countywide mental health programs, including a county-operated utilization management program for contracted mental health facilities (e.g. inpatient psychiatric programs, locked skilled nursing facilities, mental health rehabilitation centers, residential social rehabilitation and treatment facilities, and licensed board and cares). Program services include service authorizations, assessments, treatment and discharge planning, case management, medication management, mental health treatment and therapy, crisis intervention and stabilization services, care coordination, support groups, and related residential, rehabilitation, wellness and recovery services for adults and older adults with serious mental illness within an adult specialty mental health system of care.

This individual will also recommend, develop, implement and evaluate goals, objectives, policies and procedures related to contracted mental health facility services; oversee utilization management and service authorization of licensed facility services for individual consumers; oversee county-operated mental health services to support clients in out-of-county facilities; provide leadership and coordinate with community groups, public and private agencies, mental health consumers and family members, and volunteers in planning and implementing programs; maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations; consult with other managers on relevant program issues; develop alternative strategies for dealing with community mental health needs and assist in the implementation of solutions as necessary; contribute to Request for Proposal development, participate in selection and monitoring oversight of contracted service providers; prepare, administer and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions; conduct targeted focus groups with clients, family members, service providers, and other relevant community stakeholders at least annually to obtain feedback/input on needs/concerns/gaps in assigned program and service areas; provide highly complex staff support to senior level management, related commissions and advisory boards on program issues within assigned area of specialization; and select, supervise, train and evaluate clinical, professional, technical and clerical subordinates.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.

THE POSITION

The Fiscal Analyst I/II/III position at the Glenn County Health and Human Services Agency performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;
• Conduct economic analysis of current resource options and market opportunities;
• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

SPECIAL CONDITIONS
• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.
• Candidates hired into this position may have to pass an initial and periodic, comprehensive background checks, which include fingerprinting, to meet Federal, State and/or industry security requirements.  Incumbents will have to meet any Federal (FERC and NERC) and State (CPUC) mandated certifications.
• Must be able to perform all of the essential functions of the job assignment.

Knowledge of:
• Wholesale and retail electric utility business, Hydro reservoir monitoring for optimum SW dispatch, dispatch of generation resources, production costs of energy by fuel type, system load characteristics and load curves;
• Market applications, including but not limited to ICE and CISO;
• Real-time evaluation and optimization procedures for generation dispatch, capacity needs, energy, transmission and ancillary services, purchases and sales;
• WECC/NERC policies and SW Business Practices;
• Trading procedures, systems to track and analyze capacity, energy, transmission, and ancillary service transactions, market strategies for wholesale purchases and sales of electricity and relevant trading directives;
• Schedule transactions, scheduling procedures, management directives, and how to solve scheduling conflicts;
• Scheduling and tagging procedures based on SW, CISO, WECC contract requirements and reporting requirements;
• Integrated power system operations and SW, NERC, FERC, and CISO policies, procedures, protocols and business practices;
• Research, planning and technical analysis for complex scheduling projects and preparation of reports including recommendations;
• Research methods and statistical analysis, complex spreadsheets and database applications and project and workload planning;
•  Work-related computer applications, including e-mail, word processing, spreadsheets, databases and the internet;
• Applicable laws, regulations and permits affecting the electric utility industry;
• Customer energy requirements and real-time weather forecasting, and
• Business practices, contract principles, financial statements, and economic analysis techniques.
Ability to:
• Apply the principles of power generation and transmission systems, including interconnected utility operations;
• Implement the integration of purchases and sales to economically reduce overall costs of energy and energy management systems;
• Interpret, explain and apply complex contracts, policies, protocols and business practices, implement strategies associated with short-term trading, and negotiate transactions;
• Interpret and explain complex contracts, policies, protocols, and business practices;
• Evaluate capacity, energy, and transmission transactions, implement market strategies to complete wholesale purchases of electricity, and perform economic analysis to determine benefit/cost of wholesale power market purchases and sales;
• Draw conclusions and project consequences of decisions and recommendations;
• Establish and maintain positive and effective relationships with City employees, contractors and other governmental representatives;
• Work as team player and be willing to deliver excellent customer service to both internal and external City clients;
• Communicate effectively both orally and in writing to consistently represent facts and situations accurately, transmit information concisely and in an effective manner, and present a balanced picture of situations;
• Prepare and present highly technical and complex written and oral reports;
• Work effectively in time-sensitive situations and meet deadlines; coordinate multiple projects and complex tasks simultaneously;
• Review and analyze important detailed and highly complex technical Electric Utility records and reports;
• Train and supervise the work of others in a team environment; and
• Walk or stand for extended periods of time and bend, stoop, reach, carry, crawl, climb, and lift as necessary to perform assigned duties.
