The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District is conducting an open recruitment for the position of Principal Air Quality Specialist. This is an open recruitment for one (1) full-time, represented position, in the Rules & Strategic Policy Division.

About the Position 
The Rules and Strategic Policy Division work with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Specialist for the Rules and Strategic Policy Division will:  

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned.   

Definition

Under direction, performs the most complex and highly specialized level of program assignments in the areas of inspection, investigation, air monitoring instrument and equipment operation, air quality planning, rule development, enforcement and compliance operations, and other air quality program areas; may provide project supervision or team leadership on a project specific basis; performs related work as assigned.

Distinguishing Characteristics

This class provides the most complex and specialized program assignments in support of the Air District's goals and objectives. Incumbents are responsible for providing project leadership for coordinating and developing programs that require considerable technical knowledge and use of independent judgment. This class is distinguished from Supervising Air Quality Specialist, in that the latter assigns, supervises, reviews and evaluates the work of assigned staff on a continuing basis and conducts performance appraisals. This class is also distinguished from manager levels in that the latter performs management duties with responsibilities for a program or defined functional area.

Coordinates and carries out the most complex assignments relating to the development, review and approval processes for the Air District's new or revised rules and regulations; equipment operation and maintenance; data collection and analysis; technical review; the development of technological justifications; and/or other special projects as assigned. 

Develops, recommends and implements Air District policies and programs to enforce statutory and regulatory requirements for enforcement; develops and recommends the Air District's position on various enforcement matters such as hearing board actions and settlement conferences.

Rule Development 

Leads the review and development of regulatory language.

The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Executive Office. This is open recruitment for one (1) full-time, represented position.

As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.

DEFINITION
Under direction, provides lead direction and performs the more complex specialized technical and administrative projects and studies; serves as the District's liaison with other agencies; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the management level in this specialized class. Incumbents provide lead direction and perform the more difficult and complex technical and administrative work in a variety of areas for the District. Incumbents perform project-oriented assignments requiring considerable professional knowledge and significant independent action and judgement. Incumbents may represent the District in strategic situations and speak with the authority of the District. Supervision of others may be assigned to this classification for special projects for a limited duration.

Under the direction of the Recreation and Community Engagement Department, the position is responsible for Reception/Cashier duties at City Hall and assisting with City events.

Human Resources Technician I

The Human Resources Technician I is the entry level class in the Human Resources office support series responsible for performing assignments within an established procedural framework where there are minimal consequences of error. Human Resources Technician II

The Human Resources Technician II is the full working level position in the Human Resources office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including, as applicable, lead responsibilities over Human Resource Technician I, organization and coordination of workload, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Human Resource Technician I by the greater complexity of assignments and higher degree of independent action.

ESSENTIAL FUNCTIONS

Senior Human Resources Analyst

The Department

The South San Francisco Fire Department currently has a Fire Chief, a Deputy Fire Chief, a Fire Marshal, 4 Battalion Chiefs, an Emergency Medical Services Battalion Chief, an Emergency Services Captain, 15 Fire Captains, 15 Engineers, 39 Paramedic/Firefighters, Deputy Fire Marshal, 2 Safety Inspector II, 2 Safety Inspector I, 2 Safety Inspectors (hourly/contract), 2 Management Analysts, an Administrative Assistant I, an Administrative Assistant, Senior and an Accounting Assistant II.

The South San Francisco Fire Department provides residents, businesses and visitors with service in fire suppression; emergency medical and ambulance transport; hazardous materials response; urban search and rescue; marine rescue; fire prevention, investigation and public education.  The Department operates five (5) fire stations throughout the City, plus and Emergency Operations Center, Live-Fire Training Tower and is comprised of 92 dedicated staff members.

Accountant I

Hourly Range: $38.87 - $52.09

The Accountant I role is an entry-level position focused on technical and professional accounting tasks. This includes hands-on experience in areas such as general ledger account analysis, reviewing financial statements and reports for accuracy and compliance with government accounting regulations, and supporting full-cycle payroll and accounts payable processing. Proficiency with ERP accounting systems is essential, while hands-on experience with payroll systems (e.g., ADP) and knowledge of payroll/benefits regulations is desirable. The incumbent will gain exposure to various functions within the Finance department, including general ledger reconciliation, payroll processing and reporting, accounts payable, and financial statement reviews. Ensuring compliance with governmental accounting standards, payroll rules, and agency policies is a key responsibility.

DESCRIPTION:

The Department:

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.

The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). 

The Position:

The Buyer is a hands-on, front-line, customer service driven position. The position will perform necessary purchasing procedures for the acquisition of goods and services, which include (a) reviewing and prioritizing requisitions and proposed specifications; (b) preparing, developing, and issuing solicitations of moderate complexity; (c) processing requisitions and purchase orders; and (d) applying City purchasing policies and procedures. The ideal candidate will have knowledge of (a) current principles, practices, and methods of purchasing, (b) cost reduction techniques; and (c) pricing and cost analysis.

Education and experience equivalent to graduation from an accredited college with a Bachelor's degree in public or business administration or related field.

Minimum Experience Requirements:

Two years of experience in purchasing of materials, supplies, and equipment, preferably in the public utility field.

Acceptable Substitution:

Experience may be substituted for education on the basis of one year full-time paid responsible purchasing experience for each year (30 semester units) of education.

License/Certifications:

Possession of an appropriate, valid California driver's license is required.

Other Requirements:
