The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE
Possession of a valid California Class C driver's license is required at time of application and for the duration of employment.

Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the City in matters of economic development; and performs related work as required.

This is a department head position und the direction of the City Administrator and coordinator of the City’s efforts in promoting community and economic development. The incumbent reports to the City Administrator who also serves as Executive Director of the Successor Agency to the Redevelopment Agency. The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures.

Position Description:

• Provides governance & oversight of projects and programs to ensure project goals or objectives are accomplished within approved time frame, scope and budget.
• Responsible for the planning and on boarding of projects and programs.
• Maintains and communicates overall portfolio financials.
• Responsible for maximizing resource allocation based on resource availability and prioritized projects.
• Provides leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline work plan.
• Acts as a coach to junior project managers, executives and others who need assistance and advice regarding project management practices.
• Establishes work plan and staffing for project activities, iterations or phases and arranges for recruitment or assignment of project personnel.
• Reviews and analyzes project proposals or plans to determine time frame, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available departmental resources to various project phases.
• Reviews/approves work plan of external service provider or consultancy contracted to execute project.
• Implements project communication plan.
• Conducts risk assessment and mitigation.
• Monitors project activities, ensuring the currency, quality and integrity of the information, while providing consistency in content and "look and feel" across the enterprise.
• Ensures that project goals are accomplished and in line with business objectives.
• Assigns duties, responsibilities and scope of authority to project personnel.
• Directs and coordinates activities of project personnel to ensure project progresses on schedule and within budget.
• Reviews status reports prepared by project personnel and modifies schedules or plans as required.
• Establishes standards and procedures for project reporting and documentation.
• Continuously benchmarks project management performance to identify improvements and achieve higher capability maturity in Project Portfolio Management (PPM).
• Performs related duties as assigned.

Minimum Qualifications:

1. Possession of a bachelor's degree from an accredited college or university; AND
2. Six (6) years of professional-level experience overseeing enterprise-level technology projects. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

• Distinctive blend of business, technology, systems engineering, financial and communication skills, as this is a highly visible position with substantial impact
• Experience implementing the Federal Highway Administration (FHWA) Systems Engineering Guidebook for Intelligent Transportation Systems (ITS) or experience implementing other systems engineering methodologies.
• Knowledge of project management methodology and experience or familiarity with major defined project management approaches (for example, waterfall, PMI, Prince II or agile) knowledge of project planning, scheduling and control tools with demonstrated experience.
• Clear and concise communication skills; expertise in setting and managing customer expectations.
• Effective influencing and negotiating skills in an environment where this role may not directly control resources.
• Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence.
• Ability to support a tactical resource plan by mapping future demand to forecast project completions in the project portfolio.
• Experience managing contracts over $10 million and multiple vendors on multi-year projects.

The Town of Los Gatos is accepting applications for the Planning Manager position in the Community Development Department. 

The Planning Manager reports to the Director of Community Development and is responsible for the direct supervision of long-range and current planning activities and functions to guide the physical growth, development, and preservation of the Town of Los Gatos. The Planning Manager supervises a team of four employees, including professional, technical and clerical staff.  The Planning Manager serves as staff liaison to the Planning Commission, and attends Town Council and community meetings. About the Department
The Community Development Department is comprised of Planning and Building Divisions. The services provided by the Department include current and advanced planning; affordable housing; code compliance; building permits and inspections; and other land use services. In coordination with the Town Manager’s Office, the Department also supports the Town’s Economic Vitality Program.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services. The Town’s fiscal year 2024/2025 General Fund budget is $56.9 million.  

 

Education and Experience

• Bachelor’s Degree in Urban Planning, Administration, Architecture, or Urban Design from an accredited college or university; and seven (7) years of increasingly responsible significant professional planning experience, including experience supervising Planning staff involved with the General Plan, Zoning, or Development Services. 
• Valid Class C California drivers license. 
• Master's Degree in Urban Planning, Public Administration, Architecture, or Urban Design; AICP Certification and/or Historic Preservation experience are desirable.
