The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

The Building Division is divided into the following four sections:

Major Responsibilities

Engineering Technician-Inspector -Limited Term Duration - 06/30/2025

The Town of Moraga is a small, family-oriented bedroom community offering a quiet semi-rural lifestyle within easy reach of big city amenities. Located 22 miles east of San Francisco and 10 miles from Oakland, Moraga offers a unique blend of residential areas, two shopping centers and open hillsides. Moraga is also the home of Saint Mary’s College.

Under general supervision, the Engineering Technician/Construction Inspector position provides a variety of paraprofessional engineering and transportation support; performs a variety of technical and administrative duties relating to the maintenance, plan check, engineering design, development of PS&Es, construction bidding, contract management, construction management, construction quality assurance, inspection, surveying, and ordinance enforcement regarding public infrastructure and private land development under public works review; receives, investigates, and responds to complaints; maintains and updates engineering maps, drawings, records, and files; and performs related duties as required.

Distinguishing Characteristics: Incumbents will provide technical assistance and support to professional staff and construction inspection on encroachment permits, land development and construction projects. The Engineering Technician/Inspector class is distinguished from the Assistant Engineer by more routine tasks and duties received and by less independence with which to perform.

Equipment, Methods and Guidelines

Uses Federal, State, County, and local standard plans, specifications, rules and regulations; personal computer for word processing, spreadsheets, time card entry, and similar applications; motor vehicle, hand levels, pocket scales, engineering tapes, calculators, printer, copier, telephone, personal protective, hand tools, and engineering and survey equipment.

Working Conditions

Office and inspection site environment in all types of weather. Work may involve inconsistent work schedules to accommodate construction activities and may include work during weekends, holidays, and overtime as required.

Physical Demands

Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work will include exposure to various conditions encountered in a construction environment, such as steep slopes; various plants and natural environments; moving machinery; marked changes or extremes in temperature/humidity; dust, fumes, smoke, gases, odors, mists, or other irritating particles; excessive noise; slippery or uneven walking surfaces; working below ground and in confined spaces; vibrations; radiation or electrical energy; solvents, greases, oils, or chemicals; flames or burning items. (Some specific tasks may require specialized training by the Town prior to undertaking said activities, such as confined space entry.) Work is performed at various remote locations. Positions may require occasional overtime and weekend work and travel is rare.

Supervision Received and Exercised

Works under close supervision and follows established procedures; work is reviewed frequently by the Senior Civil Engineer, or designated personnel, for progress and accuracy. Independently applies applicable codes and ordinances to ensure conformance. Control over work methods is general, rather than detailed in nature; makes independent decisions when issuing permit authorizations, approving construction start dates, stopping or rejecting work, or issuing citations for violations. Work assignments, including written reports and communications, are reviewed upon completion but before submission or distribution.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

• Performs field, office, and computer-aided basic engineering studies and activities.
• Prepares plans, specifications, and cost estimates under direction of engineer.
• Conduct construction inspections for Capital Improvement Projects, encroachments in public right of way, public facilities improvements, stormwater facilities, and land development projects.
• Performs measurements, staking, topographical work, leveling and other related land surveying duties.
• Performs field work such as conducting observations, making traffic counts, and analyzing traffic flow.
• Reviews accident reports and other documentation.
• Researches records and other data used to compile information for decision making.
• Assists in receiving sealed bids, attends bid openings as a public works representative, reviews bids for general completeness and responsiveness, and tabulates bids.
• Maintains engineering and traffic/transportation files, including plans, studies, inspections, surveys, maps and other data related to engineering and transportation projects; updates traffic maps, engineering drawings, standard details, and information recorded in GIS.
• Receives and responds to requests from developers, contractors, private engineers, title companies, real estate brokers, and others for base maps, property line information, encroachment permits, benchmarks, copies of maps, confirming street information and other geographical data.
• Provides excellent customer service; responds to routine citizen inquiries and complaints relating to the Town’s infrastructure, including researching archival information from the Town’s files, seeking input from other departments as necessary, and communicating issues to appropriate supervisory or management staff for feedback or direction.
• Processes encroachment permits to ensure compliance with Town policy, codes, and regulations and fee, insurance, and bond requirements; coordinates and communicates with contractors, residents, other agencies, and other Town staff.
• Uses clearly defined practices and procedures to inspect the methods and materials used in encroachment permit work, construction projects, construction surveys, construction safety precautions, traffic control, and erosion and sediment control.
• Coordinates material testing and analyzes material test results including relative compaction tests, graduation of aggregates, slump tests, and resistant value of soils; Inspects producers of construction materials and its sources.
• Reviews and interprets construction plans, specifications, encroachment permits, and other documents affecting assigned projects; maintains daily diary and field records of construction activities, contractor crew, equipment, materials and quantities.
• Participates in meetings to discuss construction details and resolves issues with contractors, other departments, other agencies, and the public; identifies construction problems, monitors the corrections of project deficiencies, and recommends approval of necessary contract change orders and plan adjustments.
• Conducts compliance review of public’s maintenance responsibilities of sidewalk, curb, gutter, private storm drainage conveyance systems, and creeks; posts liens, required repairs, and construction notices.
• Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position.
• Assists in the administration of public works contracts including contract costs, materials verification, and compliance with State and Federal regulations.

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

• All phases of land surveying and map preparation, including GPS and GIS;

THE POSITION

This announcement is for one (1) position as described below: 

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Associate Engineer: $9,825 - $11,943 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

MINIMUM QUALIFICATIONS

Any combination of experience & training that would likely provide the required knowledge, skills, and abilities to perform the job.  A typical way to obtain the knowledge and abilities would be:

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Associate Engineer - Three (3) years of increasingly responsible engineering experience. 

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.  

Associate Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Registration as a Professional Engineer in the State of California is required at time of appointment and for duration of employment.

Must be able to perform all of the essential functions of the job assignment.

The City of Sunnyvale is recruiting for one Environmental Engineering Coordinator position in the Solid Waste Division of the Environmental Services Department.
