The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

The annual salary range for this position is $213,185.04 - $275,895.96.  This position will be filled at or near the minimum of the salary range.
 

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

Senior Transportation Planner (New Position)

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.
 

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.

Minimum Qualifications

Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field, and five (5) years of increasingly responsible experience in transportation development programs including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.
 
License and Certification:

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.

The Programs Team is responsible for designing and implementing customer programs for SJCE that fall under six areas: vehicle electrification, building electrification, Distributed Energy Resources, energy efficiency, program-specific rates, and resiliency. City Council recently approved an SJCE Programs Roadmap that includes a budget expansion of $12 million for FY 2024-2025 and a programs portfolio that is anticipated to result in over $18.5 million in lifetime customer savings and 44,000 metric tons of CO2 reductions. SJCE's programs largely focus on driving equitable access to clean energy technologies and improving affordability. SJCE has a goal of investing at least half of program incentive funds into "priority communities," defined according to income, pollution, and climate burden.

Senior Power Resources Speci alist - Distributed Energy Resources

The Energy Department is seeking to fill one (1) full-time Senior Power Resources Specialist to focus on Distributed Energy Resources for our Programs Team.

Distributed Energy Resources (DERs), such as customer-sited solar, battery storage, demand response, smart thermostats, and electric vehicles and chargers, are important tools to flatten the net demand curve and make bills more affordable as the electric grid transitions to 100% clean energy. SJCE has the additional long-term goals of using DERs to lower power procurement costs, ensuring equitable participation in the clean energy transition by improving access to DERs among San José's priority communities, and contributing to a more resilient grid.

Reporting to the Senior Environmental Program Manager, the Senior Power Resources Specialist will serve as the Senior Decarbonizations Programs Specialist - DERs, to oversee and expand SJCE's DER programs. In FY2024-2025, SJCE will expand its demand response program, Peak Rewards, to residential customers and will deploy options to enroll DERs. SJCE will also launch a telematics-based managed charging program, pilot a new super off-peak charging rate for residential customers, design and implement a battery storage incentive program, apply to grant opportunities to bolster program funding, and expand its Disadvantaged Communities Green Tariff program, Solar Access. The Senior Decarbonizations Programs Specialist will manage a Decarbonizations Programs Specialist (Power Resources Specialist I/II) that implements various DER programs and supports the team with data analytics, greenhouse gas reduction calculations, and modeling load curves.

The ideal candidates will have experience designing, planning, implementing, and evaluating Distributed Energy Resources programs for residential or commercial customer segments.

Duties include the following, but are not limited to:

- Manage the implementation of SJCE's current and upcoming DER programs, including overseeing consultants, leading solicitations, coordinating with staff in other City departments, working with SJCE's Accounts team and marketing team to analyze commercial and residential customer uptake, and verifying results and impact through analysis of meter and other data

- Identify future DER programs based on community needs and City Council feedback, alignment with SJCE's programs prioritization framework, and funding opportunities

- Supervise and motivate staff

- Work with the Equity and Community Engagement Programs Specialist and SJCE marketing team on education and outreach campaigns to increase program participation as well as support surveys, focus groups, and interviews to understand barriers to program participation and understand community needs

- Track and apply for federal, state, and local grant opportunities and federal tax incentives that align with SJCE's current and future programs, including in partnership with other Community Choice Aggregators

- Coordinate with SJCE's Regulatory and Legislative teams on advocacy for funding opportunities and proceedings affecting programs that arise through the California Public Utilities Commission and California Energy Commission

- Track DER adoption in San Jose across neighborhoods and demographics to identify target audiences for programs and marketing

- Prepare memos and presentations and present to the City Council, Climate Advisory Commission and other stakeholder groups

- Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims.

Power Resources Specialist I/II - Building Electrification

The Energy Department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Programs Team's building electrification efforts.

Buildings account for over 30% of San Jose's greenhouse gas emissions. The City Council-approved Pathway to Carbon Neutrality identified that for buildings, the primary focus should be on electrifying space and water heating equipment in residential buildings. SJCE has additional goals for building electrification:

• Electrifying buildings efficiently by complementing electric technologies with energy efficiency and Distributed Energy Resources , and prioritizing upgrades that lead to lower utility bills
• Electrifying both residential and commercial buildings

Reporting to the Senior Decarbonization Programs Specialist who leads SJCE building electrification, the Power Resources Specialist I/II will serve as the Decarbonizations Programs Specialist - Building Electrification, to help oversee and expand SJCE's building electrification and efficiency programs. The Decarbonizations Programs Specialist - Building Electrification will work with the Senior Decarbonization Programs Specialist to coordinate SJCE programming that supports an equitable transition to a decarbonized building stock. This position will support the implementation of SJCE's existing and upcoming building electrification and efficiency programs:

• Heat pump incentive program
• On-bill financing pilot
• Workforce development programs
• Future residential and commercial energy efficiency programs
• Marketing and education campaigns around building electrification
• Research into program designs that support participation from renters
• Future commercial building electrification program design
• Future energy advisor concierge service program
• Future water heater loaner pilot program

The position will also be instrumental in coordinating applications for state and federal building decarbonization grant opportunities. The Decarbonization Programs Specialist - Building Electrification will play a key role in identifying, designing, and implementing current and future building electrification program offerings. SJCE has received approval to implement a heat pump incentive program, on-bill financing pilot, and workforce development programs in FY 2024-2025, and the Decarbonization Programs Specialist will play a key role in the development and implementation of these programs.

The ideal candidates will have experience designing, planning, implementing, and evaluating electrification, Distributed Energy Resources, or energy efficiency programs for residential or commercial customer segments. Duties include the following, but are not limited to:

- Assist with managing the implementation of SJCE's upcoming building electrification programs, including overseeing consultants, supporting solicitations, coordinating with staff in other City departments, working with SJCE's Accounts team and marketing team to analyze uptake, and working with the marketing team and community-based organizations on education and outreach campaigns to increase adoption of building electrification technologies among low-income households

- Track building electrification program participation in San Jose across neighborhoods and demographics to identify target audiences for programs and marketing

- With the Equity and Community Engagement Programs Specialist and SJCE marketing team, support surveys, focus groups, and interviews to understand barriers to building electrification adoption and understand community needs

- Help track federal, state, and local funding opportunities that align with SJCE's near-term and long-term programs, including the federal Inflation Reduction Act and Bipartisan Infrastructure Law

- Participate in advocacy for funding opportunities that arise through the California Public Utilities Commission and California Energy Commission

- Present to the Climate Advisory Commission and other stakeholder groups as needed and help prepare materials for the City Council

- Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims.

- Other duties as assigned

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

• Plan, assign, determine priorities, and supervise work of sub- professional and professional engineering personnel; ability to make independent investigations in the review of engineering problems; ability to determine adherence to engineering specifications on a variety of public works improvement and construction projects.
• Explain technical issues to non-professional people and to deal effectively with developers, civil engineers, consultants, City staff, City Council, Commission members and general public.
• Interpret diagrams, drawings, specifications, contracts, technical journals and other information pertaining to assigned areas of responsibility.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Four years experience in professional engineering work in area of assignment including one year of supervisory experience.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a closely related field.                           

LICENSE OR CERTIFICATE

Possession of a Certificate or Registration as a professional engineer in the state of California.  Possession of, or ability to obtain, an appropriate California driver's license and a satisfactory driving record.

SELECTION

THE POSITION

The City is seeking an Assistant Engineer to perform and assist varied civil engineering work in the design, review, construction, and inspection of a variety of municipal and development projects, and to act as a general assistant to senior level departmental staff.  The ideal candidate is committed to public service and excels in and fosters a team environment.

EXAMPLES OF DUTIES

Under direction of the Public Works Director or designee, duties may include, but are not limited to, the following:

• Coordinate the development of plans, specifications, and estimates (PS&E) for construction and major repair of public works systems.
• Confer with supervisors and staff regarding project priorities and major repair of public works systems.
• Check subdivision plans for conformance to City standards.
• Administer construction contracts by coordinating with consulting engineers'; inspect project sites to assist in solution of difficult problems; and interpret specifications.
• Participate in the preparation of special engineering studies and reports.
• Coordinate public works systems activities with other City departments, divisions, and sections and with outside agencies.
• Assist in the preparation of the division's budget.
• Review and check tentative and final land division and subdivision improvement plans and agreements for accuracy and conformance with City codes, ordinances and policies.
• Participate in the development of Conditions of Approval for private development projects.
• Assist in the preparation of the Capital Improvement Program (CIP).
• Attend City Council meetings and represent division as required.
• Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering as applied to public works and construction projects.
• Methods and techniques used in the design and construction of a variety of public works projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable federal and state laws and regulations.
• Applicable laws and regulatory codes related to development and construction.

Ability to:

• Plan, direct and coordinate public works engineering projects.
• Communicate clearly and concisely, orally and in writing as an agent of the City with residents, business partners, and elected officials.
• Prepare specifications, cost estimates, work schedules, plans, maps and reports.
• Make complex engineering computations and check, design, and inspect the construction of a wide variety of public and private facilities.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

• Experience:  Two years of experience in the performance of engineering work.
• Education:  Equivalent to a Bachelor's degree from an accredited college or university with major course work in engineering.      

LICENSE OR CERTIFICATE

Possession of, or ability to obtain, an appropriate California driver's license, and a satisfactory driving record.        

COMPENSATION AND BENEFITS

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of 1 year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly salary: $7,718 to $9,974 and appointment will be based on the qualifications and experience of the selected applicant.  Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($7,969 to $10,555/month).  Effective 11/1/2025: 3.5% COLA ($8,248 to $10,924/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision Coverage: City-paid for employee and eligible dependents.

SELECTION

SUMMARY DESCRIPTION OF POSITION

Under direction, provides high-level administrative assistance to a department head; performs a full range of varied complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions of a general or specialized nature with only occasional instruction or assistance; exercising judgment and initiative, relieves department head of technical, as well as general administrative details; serves as a liaison with other City departments and staff, outside agencies, and the general public; and may assign and review the work of assigned clerical personnel.

DISTINGUISHING CHARACTERISTICS

The Administrative Secretary classification is the advanced journey level in the administrative support series. The Administrative Secretary classification is distinguished from the Secretary class in that incumbents in the Administrative Secretary class perform more difficult and complex administrative support tasks involving a thorough knowledge of the policies and procedures for their functional areas with a significant degree of independent judgment. Incumbents in the Administrative Secretary class are assigned significant responsibility for carrying out administrative and office secretarial duties, frequently of a complex, highly sensitive, and confidential nature in an assigned functional area, often in a rapidly changing environment. Incumbents may also lead a small number of staff and perform technical duties in support of assigned operations.

REPRESENTATIVE DUTIES 

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a wide variety of varied, complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions in support of assigned department with only occasional instruction or assistance; relieve department head of administrative work including investigating and answering complaints and providing assistance in resolving operational and administrative problems.

2.      Plan and organize work activities; recommend improvements in work flow, procedures, and use of equipment and forms; implement improvements as approved; develop and revise office forms and report formats as required; organize and maintain filing systems.

4.      Proofread, verify, and review materials, applications, records, and reports for accuracy, completeness, and conformance with established standards, regulations, policies, and procedures; ensure materials, reports, and packets for signature are accurate and complete.

8.      Maintain accurate and up-to-date offices files, records, and logs for assigned areas; develop, prepare, and monitor various logs, accounts, and files for current and accurate information including manual and computer logs other specialized or technical documents processed; maintain and process payroll records.

9.      Compile, prepare, and enter data into a computer from various sources including accounting, statistical, and related documents; create and maintain computer based tracking information and reports including assigned databases, records, and lists; create standard statistical spreadsheets; input corrections and updates; assist in the compilation of reports.

10. Utilize various computer applications and software packages; develop, enter data, maintain, and generate reports from a database or network system; create and administer mailing lists; design, maintain, and utilize data to develop reports using spreadsheet software; create, format, and revise charts, graphs, flowcharts, worksheets, booklets, brochures, and forms using appropriate software.

11. Assist in assembling and preparing the annual budget for assigned area; monitor expenditures against budget; prepare purchase requisitions and requests for payment.

19. Provide lead supervision and direction to assigned clerical and office support staff; prepare work schedules; provide work assignments, instruction, and training; provide information and feedback to appropriate supervisory staff regarding performance of assigned staff.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health is seeking a Clinical Services Manager I/II- Adult Licensed Facilities and Utilization Management to plan, coordinate, implement and oversee comprehensive countywide mental health programs, including a county-operated utilization management program for contracted mental health facilities (e.g. inpatient psychiatric programs, locked skilled nursing facilities, mental health rehabilitation centers, residential social rehabilitation and treatment facilities, and licensed board and cares). Program services include service authorizations, assessments, treatment and discharge planning, case management, medication management, mental health treatment and therapy, crisis intervention and stabilization services, care coordination, support groups, and related residential, rehabilitation, wellness and recovery services for adults and older adults with serious mental illness within an adult specialty mental health system of care.

This individual will also recommend, develop, implement and evaluate goals, objectives, policies and procedures related to contracted mental health facility services; oversee utilization management and service authorization of licensed facility services for individual consumers; oversee county-operated mental health services to support clients in out-of-county facilities; provide leadership and coordinate with community groups, public and private agencies, mental health consumers and family members, and volunteers in planning and implementing programs; maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations; consult with other managers on relevant program issues; develop alternative strategies for dealing with community mental health needs and assist in the implementation of solutions as necessary; contribute to Request for Proposal development, participate in selection and monitoring oversight of contracted service providers; prepare, administer and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions; conduct targeted focus groups with clients, family members, service providers, and other relevant community stakeholders at least annually to obtain feedback/input on needs/concerns/gaps in assigned program and service areas; provide highly complex staff support to senior level management, related commissions and advisory boards on program issues within assigned area of specialization; and select, supervise, train and evaluate clinical, professional, technical and clerical subordinates.

Qualifications

Licensure/Certification :

Clinical Services Manager I – Mental Health: Two years of experience in a mental health or related health services program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.

Clinical Services Manager II – Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.

About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. Researches, develops, and documents guidance for calculating emissions.
