THE POSITION

Under general direction of the Administrative Services Director, the Human Resources Manager will plan, organize, direct, and supervise the Human Resources Division of the Administrative Services Department; coordinate activities with other divisions/departments, internal and external customers, and other stakeholders; and perform advanced level, professional human resources work.

Qualifications: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by specialized training in criminal justice or a related field.
  • Two years related clerical or technical support experience in a law enforcement agency. Experience working in property or evidence is highly desirable.

This is a part-time civilian position that is responsible for assisting the support services division of the San Rafael Police Department.

THE POSITION:

The City of San Rafael Police Department is seeking a part-time/temporary Police Evidence and Property Technician.  General supervision is provided by the Police Civilian Supervisor.  Responsibilities include processing, storing, and controlling evidence and other property received or confiscated by the Police Department; classifies and compares fingerprints; maintains property and evidence files and records.

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Receives, logs, stores, and maintains property and evidence in accordance with Department procedures; transports evidence for forensic examination; maintains evidence rooms in an organized condition.
• Verifies inventories of evidence and property received and/or confiscated by Police Department.
• Reviews evidence and analysis forms for errors and omissions and assists with corrections.
• Determines purge dates for property and evidence; releases or disposes of property and evidence in accordance with applicable laws and court orders; prepares and sends letters to property owners for claim; releases property to rightful owner; prepares surplus and unclaimed property for disposal or auction.
• Prepares property and evidence for court trials; releases property to authorized persons; tracks chain of custody of evidence items; testifies in court regarding evidence chain of custody.
• Assists in determining evidence analysis requirements; provides training in proper evidence and packaging procedures.
• Evaluates suitability of latent fingerprints for automated system.
• Reviews and files photographic evidence.
• Responds to outside agency requests for evidence, status and chain of custody.
• Prepares a variety of property and evidence reports.
• Assists in other police service support work.
• Establishes and maintains inventory systems.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO: 

• Property and evidence storage, filing, retrieval and recordkeeping systems.
• Laws related to processing, storage, release and disposal of property and evidence.
• Information technology, personal computers and related software applications.
• Fingerprinting techniques and procedures.
• Photography and photographic equipment.
• Store, track and retrieve property and evidence.
• Maintain accurate logs, records, and files.
• Operate camera and various other photographic equipment.
• Prepare a variety of reports.

EDUCATION/CERTIFICATION/EXPERIENCE:

• High school graduate or equivalent.
• Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record. 
• Two years police support service experience preferred and/or training or equivalent combination of education and experience.

• Ability to read and interpret documents such as rules, operating and maintenance instructions and procedure manuals.
• Ability to write routine reports and correspondence.

What You'll Do

The Dispatch Services Supervisor will plan, organize and supervise the operation of the Dispatch Services Unit in the Technical Services Division of the Police Department.  This position will also assist in the preparation and monitoring of the Unit’s budget, coordinate the Emergency Mobile Communications Van activities, and provide technical staff assistance to Department staff. The primary duties of this position may include, but are not limited to the following:

• Coordinate and assist in formulating policies and procedures for the Dispatch Unit, including the incorporation of procedures required by other local jurisdictions served.
• Direct, coordinate and review the work plan for Dispatch Services, and develop methods for improvement of service delivery.
• Assume responsibility for all dispatch personnel matters including: selection, assignment and prioritization of work; training; evaluation; and effective input concerning disciplinary matters.
• Prepare work schedules to provide for adequate coverage on all shifts; prepare and approve time off and overtime schedules.
• Respond to inquiries and complaints concerning dispatch operations and personnel.
• Perform dispatch duties as needed
• Assist in the development of the Unit budget; monitor and, as appropriate, approve expenditures.
• Establish and maintain effective communications with other Department units, other City departments and applicable agencies at all government levels; and assist in the development of emergency-related plans and procedures.
• Coordinate the maintenance and repair of dispatch equipment with other City personnel, contractors and vendors.
• Prepare various reports of operations and activities; supervise maintenance of operational records and files.
• Serve as the Custodian of Records for Dispatch Services.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. About the Sheriff’s Department :

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

DEFINITION

Under general supervision of the Director of Human Resources, performs a wide variety of confidential clerical and administrative support assignments on behalf of the department, provides direct service to the public, and to performs related other work as required or assigned.

EXAMPLES OF DUTIES

Promptly and appropriately answers telephone calls and responds to electronic correspondence and walk-in inquiries; assists with recruitments as needed; maintains and updates employee personnel files and records and other Human Resources documents on a regular basis; May administer the documentation requirements of the 1986 Immigration and Control Act and processes associated Department of Motor Vehicles and California EDD reports.  As assigned, prepares and processes official Human Resources forms such as hourly employee action forms, maintains and updates City-wide Department of Motor Vehicles (DMV) Pull Program files, employee benefits documents, and retiree documents and processes invoices.    Receives, distributes, and dispatches intra-office and US mail.  Regularly maintains and orders needed office supplies.  Processes departmental petty cash reimbursements.  Operates a variety of current office machines, including but not limited to computers, printers, typewriters, copiers, adding and facsimile machines. 

MINIMUM QUALIFICATIONS

Knowledge of:  Office machines and equipment including computers; computer software PC based word processing and spreadsheet applications (e.g., Microsoft Word and Microsoft Excel); appropriate English grammar, spelling, and current business formats; modern office equipment and methods including operation of personal computers, filing and recordkeeping practices and basic arithmetic.

Ability to:  Communicate effectively both orally and in writing; follow written and oral instructions; take accurate messages, produce accurate work and provide appropriate information and referral.  Establish and maintain cordial, effective working relations with general public, co-workers and other City personnel and provide excellent internal and external customer service; handle confidential information with good judgment, etc.; work harmoniously with respective staff; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.  Formal office work training and/or college-level course work desirable.

Experience:  Two years of experience in responsible general clerical work that involved regular contact with general public. Human Resources experience desirable.

License:  Possession of a valid Class C California Driver's License

Under the direction of the Controller, provides accounting and fiscal support, including budget tracking, income and expenditure reports, revenue billing and collection, payroll, reviews and reconciles a variety of complex financial transactions for the Peninsula Library System and its multiple contracted agencies.

Distinguished from the Accounting Assistant I by the amount of accounting experience required. An Accounting Assistant II works under general supervision and, within a framework of established procedures, is expected to perform a variety of more complex accounting duties with only occasional assistance.
