The work assignments can vary from field maintenance to the office environment. Incumbents are encouraged to use various software programs and applications for field verification, audits and reports. Our service area is “right sized” for a wide range of field activities. Ideal candidates will be exposed to small maintenance and customer service tasks to complex system improvements and repairs. Water System Operators will be exposed to GIS use and training in addition to regulatory structure and reporting. You will find a supportive atmosphere that will assist in reaching common goals in water distribution and service. Upward mobility is encouraged through training and education and recognizing the individual’s strengths and experience.

Water System Operator I

This is the entry-level class in the Water System Operator classification series. This class is responsible for providing support for assigned water operations and programs. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems and facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Water System Operator II

This is the journey-level class in the Water System Operator classification series responsible for performing the full range of technical duties required to ensure that City infrastructure, systems, and facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Water System Operator in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and for performing the most complex duties assigned to the series.

The Water System Operator class series is flexibly staffed and positions at the II level are normally filled by advancement from the I level; progression to the II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the II level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the II level of the series.

MINIMUM QUALIFICATIONS:

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

      Water System Operator I

• Equivalent to the completion of the twelfth (12th) grade.
• One (1) year of experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances, including the use of hand and power tools.

      Water System Operator II

• Equivalent to the completion of the twelfth (12th) grade.
• Two (2) years of increasingly responsible experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances or one (1) year of experience equivalent to Water Systems Operator I at the City Menlo Park.

Licenses and Certifications

     Water System Operator I

• Possession of, or ability to obtain, a valid California driver’s license by time of appointment.
• Possession of, or ability to obtain, a valid Grade I Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB) within one (1) year of employment.

     Water System Operator II

• Possession of a valid California Class B driver’s license with the appropriate endorsements may be required.
• Possession of a valid Grade II Water Distribution Operator Certificate issued by the SWCRB.
• Possession of, or ability to obtain, a valid Backflow Device Tester Certificate issued by the American Water Works Association (AWWA) or an equivalent association.
• Possession of, or ability to obtain, a valid Grade II Water Treatment Operator Certificate issued by the SWRCB may be required if treating water

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 80 pounds, or heavier weights with the use of proper equipment.

The duties of the Wastewater Plant Operator II includes conducting regular on-site inspections of plant and system operations making appropriate adjustments to process controls ensuring that operational problems are identified and corrected; ensures that the plant is operating within safety standards established by the City's National Pollutant Discharge Elimination System (NPDES) permit, administered by the Federal Environmental Protection Agency (EPS) and State Water Resources Control Board (SWRCB).

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization: 
  • Electrical Inspector certification
  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

What You’ll Do

The Code Enforcement Officer I/II performs investigative abatement work and enforcement work for State and City codes, ordinances, and approval conditions related to use, maintenance and safety of land and structures. The position receives supervision from the Code Enforcement Manager or Senior Code Enforcement Officer or higher-level department personnel.  The Code Enforcement Officer II may exercise technical and functional supervision over lower level staff.

The current vacancy may be filled at either level based on experience. Depending upon class level and assignment, duties may include, but are not limited to, the following:

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Work independently, as needed. 

Requires a High School Diploma or equivalent and two years of full-time experience in a wastewater treatment facility in a position equivalent to a Wastewater Operator I. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

About the Engineering Group Manager - Facility
 
The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.

The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job.
