Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

The Sunnyvale City Attorney's Office seeks a qualified attorney to fill one vacancy. The position will provide complex professional legal services supporting City departments, boards and commissions, and City Council, and may represent the City in administrative and judicial actions.  Significant experience in the practice of general municipal law, including working knowledge in at least one or more of the following areas, is required: environmental regulation and compliance (including CEQA), stormwater regulation, Clean Water Act, election law, Brown Act, the Public Records Act, Conflict of Interest law, public contracting, real estate transactions, land use, housing, public sector labor and employment, law enforcement, code enforcement, and/or municipal litigation. The Sunnyvale City Attorney’s Office consists of five attorneys, including the City Attorney, and two support staff. The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health is seeking a Clinical Services Manager I/II- Adult Licensed Facilities and Utilization Management to plan, coordinate, implement and oversee comprehensive countywide mental health programs, including a county-operated utilization management program for contracted mental health facilities (e.g. inpatient psychiatric programs, locked skilled nursing facilities, mental health rehabilitation centers, residential social rehabilitation and treatment facilities, and licensed board and cares). Program services include service authorizations, assessments, treatment and discharge planning, case management, medication management, mental health treatment and therapy, crisis intervention and stabilization services, care coordination, support groups, and related residential, rehabilitation, wellness and recovery services for adults and older adults with serious mental illness within an adult specialty mental health system of care.

This individual will also recommend, develop, implement and evaluate goals, objectives, policies and procedures related to contracted mental health facility services; oversee utilization management and service authorization of licensed facility services for individual consumers; oversee county-operated mental health services to support clients in out-of-county facilities; provide leadership and coordinate with community groups, public and private agencies, mental health consumers and family members, and volunteers in planning and implementing programs; maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies, advocacy groups, and client organizations; consult with other managers on relevant program issues; develop alternative strategies for dealing with community mental health needs and assist in the implementation of solutions as necessary; contribute to Request for Proposal development, participate in selection and monitoring oversight of contracted service providers; prepare, administer and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions; conduct targeted focus groups with clients, family members, service providers, and other relevant community stakeholders at least annually to obtain feedback/input on needs/concerns/gaps in assigned program and service areas; provide highly complex staff support to senior level management, related commissions and advisory boards on program issues within assigned area of specialization; and select, supervise, train and evaluate clinical, professional, technical and clerical subordinates.

Qualifications

Licensure/Certification :

Clinical Services Manager I – Mental Health: Two years of experience in a mental health or related health services program that included responsibility for program planning, client services, program evaluation, budget administration, or community resource coordination, of which at least one year included responsible supervisory experience.

Clinical Services Manager II – Mental Health: Three years of increasingly responsible experience in a mental health or related health services program, including at least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation.

THE POSITION

Tri-City is looking for an individual to serve as a Bilingual Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides professional mental health outpatient evaluation, consultation, and treatment services to individuals and groups.
• Performs client intake procedures.
• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists clients with the resolution of problems.
• Observes clients on-site at schools, etc., as necessary; conducts home visits as necessary. Consults with psychiatrist and other clinical staff about treatment planning for clients.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.
• Performs performance outcome measures and completes related administrative work.
   

This position is located in the Glenn County Health and Human Services Agency, Behavioral Health Division, Substance Use Disorders Services Unit and provides community outreach advocacy services, presents informational sessions, performs prevention, and outreach for at-risk populations; prepares, researches, and presents health system materials; and performs related duties as assigned. The position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Plans and conducts community outreach programs, workshops, and discussion groups to promote health education, risk reduction, and healthy behavior.
• Plans, organizes, and coordinates community events; assures compliance with department policies and procedures.
• Develops and gives presentations on programs and studies to providers, local schools, community groups, and state wide audiences.
• Advises contacts and clients of community resources available for resolution of behavioral health problems; acts as an advocate for individuals to help them understand their rights and advocate for their expressed wants.

• Coordinates and facilitates youth activities and awareness programs; provides safe learning environment for adolescents.
