We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism. The Code Compliance Officer I/II will be responsible for conducting inspections related to the enforcement of building codes and investigations pertaining to violations of the municipal code provisions in zoning ordinances, sanitary regulations, business license regulations, and nuisance abatement ordinances.  The Code Compliance Officer I/II must possess excellent interpersonal and communication skills, be self-directed, exercise discretion, and excellent judgment.

PRIMARY RESPONSIBILITIES

• Conduct technical field inspections and investigations to determine compliance of residential, commercial, and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits
• Receive and investigate public concerns; conduct on-site inspections and determine existence and type of code violations
• Prepare cases for court proceedings and legal review, mediation, warrants, etc. in coordination with the City Attorney's Office
• Testify or represent the City as a subject matter expert in court actions, depositions, and proceedings as necessary
• Issue corrective notices, administrative citations, and orders to comply with code violations; interpret and explain municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups
• Input case notes into the Tyler Technologies platform

DEFINITION

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs. 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Staff Liaison and administrator to Street Smarts Program and Traffix program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., TVTC, CCTA, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related CIP projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

Ability to:

• Interpret and explain transportation programs; identify and respond to issues and concerns of the general public, Town Council, and other boards and commissions.
• Provide exceptional customer service and maintain effective relationships with co-workers, management, elected officials, and the general public.
• Read and understand technical drawings and specifications and conduct an analysis of transportation and planning related documents.

EXPERIENCE AND EDUCATION

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

The Department

The Housing Department supports two of four City Council Focus Areas:

» Attracting Investments in Jobs and Housing.

The City Government

While the Deputy Director provides leadership across the Housing Department, the position plays the integral role leading and sustaining an accomplished team in supporting the Reducing Unsheltered Homelessness City Council Focus Area. The Deputy Director reports to the Director and works collaboratively with Housing Department Leadership and City Management.

The Ideal Candidate

The Deputy Director will be an energetic, self-directed, forward-thinking leader who has a keen eye for details, is very organized, is an excellent writer, and understands or is curious about financing regulations. The Deputy Director will have a high legal, ethical, and moral compass and is one who thrives in a fast-paced, often-changing, and very busy environment. The ideal candidate will be comfortable talking in public to various audiences and conducting community engagement. Master's degree in business administration or closely related field is desirable.

Experience : Six (6) years of increasingly responsible, directly related experience in senior level administrative and/or analytic work in a public or private agency.
 

• Ten (10) or more years of commercial lending, banking, or financing experience is strongly preferred.
• Ten (10) or more years' experience with rent subsidized multifamily or senior real estate development or redevelopment projects that achieved financial closing is strongly preferred.
• Experience managing a business unit equivalent to a major division within a public or private agency is strongly preferred.

Licenses :
Possession of a valid license authorizing operation of a motor vehicle in California may be required.

The Deputy Director salary range is currently $154,506.30 - $249,425.80 placement within this range will be dependent upon the qualifications and experience of the individual selected. The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. Under the direction of the County Counsel and Chief Deputy County Counsel, attorneys in this series perform professional legal work by preparing and trying civil cases and providing legal counsel and assistance to the County, it’s officers, associated boards and commissions, as well as outside agencies; assist departments in interpreting regulations on a wide range of topics; represent officers and employees in litigation; and perform duties as assigned.  The Deputy County Counsel I/II/III classification is flexibly staffed and depending on background and experience, may be filled directly at the Deputy County Counsel II or III level. • Researches, interprets and applies laws, court decision, statutes, ordinances and other legal authorities for use in the preparation of legal opinions, briefs, pleadings, notes, and memoranda; prepares legal reports, opinions, briefs and appeals of average difficulty under general supervision.  
• Represents, confers with and advises County officials, employees and district representatives on legal questions pertaining to their respective powers, duties, functions and obligations; may attend meetings of boards and commissions in order to provide legal advice and counsel.  
• Represents, confers with, and advises clients of the Office of the County Counsel with respect to all aspects of civil law, including litigation in the area of probate, police powers, zoning, planning, social services, health care, child welfare, disciplinary appeals and grievances, real and personal property, assessment and taxation, and other civil areas of public law.  
• Researches and prepares formal written ordinances, resolutions, contracts, agreements, leases, conveyances and other legal documents.

Examples of Duties Level II (in addition to the above):

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.  
• Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.

This recruitment is for an hourly/temporary (at-will), non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30) with an approximately 16 hours per work week. Days and hours worked may be flexible, depending on the department's operational needs.

The Town of Los Gatos is recruiting for a temporary/hourly Code Compliance Officer as part of the Town's Code Compliance team in the Community Development Department. Under direction, the Code Compliance Officer performs a variety of duties and assignments including patrol, which is principally the performance of a variety of routine, nonhazardous municipal law enforcement duties for which sworn personnel are not required.

This position reports to and is supervised by the Town's Building Official. The successful candidate will receive appropriate training in the collection of information, the use of noise meters and other equipment, compliance tactics and strategies, and other matters consistent with the Town's high degree of respect and courtesy to all parties.
 
THE IDEAL CANDIDATE
The Code Compliance Officer must be able to communicate clearly and effectively with the public and exercise sound judgment, tact, and integrity. The Code Compliance Officer must possess a calm demeanor and remain alert and coherent while under routine or stressful situations. The successful candidate must understand how to respond appropriately to changing field situations and work well with staff from Police, Community Development, and other Departments.

EXAMPLE OF DUTIES

• Patrols the Town on assigned shifts for the purpose of enforcing and preventing violations of applicable codes and ordinances and reporting unsafe conditions and other related conditions.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING 
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. 

• Bachelors Degree in planning or a related field. 
• One year experience in investigation, zoning administration, law enforcement or related field. 
• Additional related experience may be substituted year for year for the education requirement provided the minimum attainment is high school graduation.
• Possession of a valid California Class C driver’s license.
• Desirable experience interpreting policies and ordinances and demonstrated work experience in code compliance and preferably with a municipality.
