What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

DEFINITION

Under general supervision of the Director of Human Resources, performs a wide variety of confidential clerical and administrative support assignments on behalf of the department, provides direct service to the public, and to performs related other work as required or assigned.

EXAMPLES OF DUTIES

Promptly and appropriately answers telephone calls and responds to electronic correspondence and walk-in inquiries; assists with recruitments as needed; maintains and updates employee personnel files and records and other Human Resources documents on a regular basis; May administer the documentation requirements of the 1986 Immigration and Control Act and processes associated Department of Motor Vehicles and California EDD reports.  As assigned, prepares and processes official Human Resources forms such as hourly employee action forms, maintains and updates City-wide Department of Motor Vehicles (DMV) Pull Program files, employee benefits documents, and retiree documents and processes invoices.    Receives, distributes, and dispatches intra-office and US mail.  Regularly maintains and orders needed office supplies.  Processes departmental petty cash reimbursements.  Operates a variety of current office machines, including but not limited to computers, printers, typewriters, copiers, adding and facsimile machines. 

MINIMUM QUALIFICATIONS

Knowledge of:  Office machines and equipment including computers; computer software PC based word processing and spreadsheet applications (e.g., Microsoft Word and Microsoft Excel); appropriate English grammar, spelling, and current business formats; modern office equipment and methods including operation of personal computers, filing and recordkeeping practices and basic arithmetic.

Ability to:  Communicate effectively both orally and in writing; follow written and oral instructions; take accurate messages, produce accurate work and provide appropriate information and referral.  Establish and maintain cordial, effective working relations with general public, co-workers and other City personnel and provide excellent internal and external customer service; handle confidential information with good judgment, etc.; work harmoniously with respective staff; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.  Formal office work training and/or college-level course work desirable.

Experience:  Two years of experience in responsible general clerical work that involved regular contact with general public. Human Resources experience desirable.

License:  Possession of a valid Class C California Driver's License

This is a temporary (Overstrength) position that is anticipated to be funded through December 31, 202 4 , subject to further extension as appropriate . This position is responsible for performing work focused on security services at City Hall and providing a safe and orderly environment for staff and the public. Key responsibilities of this position include but are not limited to:

• Providing service to customers, monitoring closed circuit video and access control systems in Security Operation Center (SOC).
• Escorting contractors to perform maintenance on security equipment.
• Monitoring and/or inspecting vehicles at the garage entrance.
• Issuing access badges to employees, interns or contractors for City Hall and other off-site locations.
• Provide security coverage for various city meetings, public or private events, commissions and hearings in addition to coordinating with Police and Fire during emergency operations, medical calls or other related calls of service pertaining to the City Hall campus.
• While on duty, incumbents of this position will be required to wear the approved uniform for this classification , which includes a jacket and safety shoes, or work boots approved by the department. This classification receives an annual uniform allowance every year through the MEF bargaining unit Memorandum of Agreement.

Current shifts for this position are Monday through Friday, day and swing and shifts with added graveyard shifts on the weekends and/or holidays. Under the direction of the Controller, provides accounting and fiscal support, including budget tracking, income and expenditure reports, revenue billing and collection, payroll, reviews and reconciles a variety of complex financial transactions for the Peninsula Library System and its multiple contracted agencies.

Distinguished from the Accounting Assistant I by the amount of accounting experience required. The City of San José Animal Care and Services is a full-service animal care division of the Public Works Department comprised of four units: Field Operations (Animal Control), Medical Services, dog, cat, and small animals Shelter Operations, and Administration. • The PIR will prioritize the curation of the division's social media platforms ensuring a consistent look, style, tone, and schedule of posts that highlights the current needs of the division and recognizes significant holidays and pet days throughout the calendar year

The Department of Public Works is currently seeking to fill one full-time Program Manager vacancy in the City Facilities Architectural Services Division (CFAS) to provide the following typical duties and responsibilities which may include but are not limited to:

• Facilitate site identification, design, and construction/improvement of sites for Emergency Interim Housing, safe parking, Supportive Outdoor Sleeping (SOS) sites, or other uses to shelter currently unsheltered residents.
• Responsible for managing and coordinating the City's emergency housing program. The Program Manager will also be responsible for selecting and analyzing the potential housing sites, recreational vehicle (RV) parking sites and storage sites.
• Coordinate between the City Manager's Office, Public Works and Housing Departments regarding funding and project execution, developing and overseeing the project's progress, and coordinating ordinance development and memorandums.

DEFINITION

Applications Analyst I: Under supervision, translate user requirements of various software applications into functional programs and/or modifications to existing programs; analyze system and program errors and provide and implement solutions; improve systems through development of procedures and adapt systems to handle additional requirements; define and manipulate management reports within and across databases; perform other duties as assigned.

Applications Analyst II: Under limited supervision, performs complex technical work
Positions in the Applications Analyst II classification are flexibly staffed and normally filled from advancement from the Applications Analyst I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Applications Analyst duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s software applications.
 

EXAMPLES OF DUTIES

Work with department representatives to define and revise system requirements. Manage selection and implementation projects related to new systems purchases. Manage and administer software applications to address functionality, security, and performance requirements. Manage support and maintenance issues and tasks with system vendors, coordinating and communicating with users. Compose and revise various database reports, communicating with users to ensure accuracy and integrity of information. Troubleshoot and resolve application and reporting problems. Plan, schedule and coordinate maintenance, system upgrade, and backup/restore tasks. Knowledge of: Microsoft Windows server-side operating system and application software, including SQL server, database scripting tools and reporting applications, including Crystal Reports and SSRS; basic understanding of IIS; client-server relationships, including basic TCP/IP skills, web- based connectivity, and current language/application design standards, including .Net; Microsoft client software including current operating systems and Office application suites; project management methods and techniques; general IT principles and practices.

Water Plant Operator 

San Jose, California

Senior Water Plant Operator 

San Jose, California

Annual Salary: $117,748.80- $150,737.60 DOE/DOQ

 
We are seeking a Water Plant Operator or Senior Water Plant Operator to join Valley Water’s South Treatment Operations Unit.  This position will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. The Water Plant Operator will use the Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations. They will be responsible for analyzing data to ensure compliance with all State and Federal drinking water standards and performing administrative procedures. The Water Plant Operator will train and sign-off training checklists for lower-level operations staff. They will perform scheduled and emergency plant shut downs and start-ups. Additionally, they will complete safety trainings and follow safety protocols.
 
We are seeking to fill a position, for which the incumbent would be hired as either a Water Plant Operator or Senior Water Plant Operator. There are multiple ways a candidate may develop the skills and experience required to be successful in this role. Depending on the background and experience of the selected candidate, the exact classification will be determined at point of hire.
 
Key Responsibilities include, but are not limited to:

• As the state-designated shift operator, oversee all plant activities on an assigned shift; maintain situational awareness of, or assist in, maintenance, engineering, and construction work, special projects, contractors, non-plant Valley Water employees, and all plant visitors; represent the treatment plant with personnel located offsite such as retailers, regulators, other Valley Water plants and support units, and other water agencies; direct the activities of the operator on shift; and formulate production and quality related decisions.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations; investigate and respond to alarms; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve on-line instrument readings for water, chemicals, and equipment.
• Perform various administrative tasks such as data entry into spreadsheets and database programs, initiate and follow up on work orders for preventative and corrective maintenance; create and revise standard operating procedures; order chemicals; maintain, compile, and review plant operations data; complete entries into the plant's logbook.
• Serve in the role of Relief Operator on as needed/rotational basis.
• Train lower-level operator staff; sign off on training checklists.

Ideal Experience:
Water Plant Operator Experience: Three (3) years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.
Senior Water Plant Operator Experience: Five (5) years of experience as a licensed operator at a water treatment plant. Two (2) of the five (5) years must have been working as a state-designated shift operator while holding a valid T3 operator certificate at a facility rated at a T4 level or higher.
 
Ideal Skills and Abilities:

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo

Ideal Knowledge:

• Understanding of key regulations, reporting procedures and requirements of drinking water
• Knowledge of safe work practices around water treatment plant chemicals and equipment
• Knowledge of practices and responsibilities of leading the work of assigned staff
• Understanding and familiarity with new or pending regulations such as algal toxicity

Ideal Training and Education:
Water Plant Operator/ Senior Water Plant Operator
Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.
