Qualifications

Education:

A Master of Library Science or recognized equivalent degree, from an American Library Association accredited college or university is required.

Experience:

Any combination of experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Library Branch Manager I - Three years of experience as a librarian.

Library Branch Manager II- Four years of experience as a librarian, including one year of supervisory experience.

Position Description:

Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. This role will contribute to the strategic design process to identify more integration opportunities and is accountable for staff performance in managing the workload and quality control of the portfolio of projects.

How to qualify

Minimum Qualifications:

1. Possession of a bachelor's degree from an accredited college or university; AND
2. Six (6) years of professional-level experience overseeing enterprise-level technology projects. Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

Notes:

What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. • Fills, patches, and resurfaces holes, cracks, ditches, and service laterals; installs and replaces street and traffic signs;
• Performs skilled operation of the bobcat, street sweeper, dump truck, equipment trailer, and other heavy and light equipment;
• Removes and inspects manhole covers and manholes; mixes, pours, and finishes concrete to raise manholes to street surfaces; replaces manhole covers as needed;
• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;
• Operates a chemical sprayer in assigned areas to abate weeds;
• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Equivalent to a high school diploma; and

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.

Special Requirements: Essential duties require the following physical skills and work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb and lift 100 lbs.; exposure to heat, noise, outdoors, vibration, confining work spaces, chemicals, explosive materials, mechanical and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.

 

The City of Newark is excited to announce a fantastic opportunity for a dedicated and experienced professional to become the City's FIRST Housing Policies and Programs Manager! This pivotal position will lead the city’s efforts in developing and implementing affordable housing programs, working closely with Planning Division staff on housing development projects, and spearheading long-term housing initiatives. The Housing Policies and Programs Manager will play a crucial role in ensuring that Newark remains a vibrant and inclusive community for all residents.

This position is in the Planning & Housing Division of the Community Development Department and reports to the Deputy Community Development Director.  

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Possession of a Bachelor's degree from an accredited college or university in city, urban or environmental planning, architecture urban planning or a related field.

Experience:

• Five (5) years of increasingly responsible experience in housing development and rehabilitation, planning, or related field including two (2) years of administrative, lead, or supervisory responsibilities related to planning, organizing, and coordinating housing programs.

License:

• Possession of a California driver license and a satisfactory driving record.
