The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.
• Assist in the development and management of GIS project plans, including defining requirements, setting tasks and resource assignments, and ensuring standards, deadlines, and quality standards are met.
• Ensure City staff using GIS receive necessary training and technical support.
• Hire and manage GIS teams, including GIS I/II specialists, cartographers, data managers, analysts, and vendors, to meet GIS project objectives and timelines. Build team capacity to provide GIS project support, training, map production, and analysis services in addition to data management.
• Perform analytical analysis with large datasets.
• Prepare and perform data modeling and create entity-relationship diagrams.
• Develop, document, use, and troubleshoot workflows.
• Troubleshoot software issues related to all GIS service delivery functions.
• Perform other duties as assigned.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. 

TYPICAL DUTIES

• Manage, prepare, process and maintain records for bi-weekly payroll; prepare quarterly and annual tax reports and returns; confirm compliance with applicable Federal, State, and local law, rules, and regulations.
• Prepare and maintain a variety of ledgers, reports, and schedules; process accounts receivables/payables, prepare bank deposits, credit card and bank account reconciliations, and purchase orders and other accounting processes and activities as needed.
• Assist internal and external customers, provide information that may require judgment and discretion as well as interpretation of policies and procedures, request assistance for unusual situations or requests.
• Examine and explore technical transactions to resolve questions and confirm data; guarantee fiscal accountability and fund integrity for transaction and supporting documentation.
• Interpret, explain, and apply general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of special districts; provide guidance to other staff in District administrative processes and procedures.

• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.

• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
