The City of San Rafael Fire Department is seeking a motivated and enthusiastic individual to join our team as a Fire Cadet.  This opportunity is designed for individuals who are pursuing a career in the fire service and want to gain hands-on experience in a professional firefighting environment.  As a Fire Cadet, you will work closely with our experienced Firefighter-Paramedics, Prevention and Mitigation staff to learn about fire department operations, fire prevention administration, emergency response procedures, and community engagement. 

This is a temp/seasonal position, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) that receives no City benefits other than what is mandated by the State of California.  This cadetship is expected to last one year.  The exact duration may vary based on department needs and cadet performance.

Key Responsibilities:

• Emergency Response Support:  Provide support services to crews at prolonged incidents including fires, medical emergencies, rescues, and hazardous materials incidents.  Participate in drills and exercises to enhance your understanding of emergency response protocols.
• Training Participation:  Attend training sessions, workshops, and skill-building exercises to learn about fire suppression techniques, search and rescue operations, medical aid procedures, and other essential fire skills.
• Equipment and Facility Maintenance:  Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus.  Learn proper care and upkeep of gear and tools to ensure readiness for emergency situations.  Assist in the tracking, organizing, and dispensing of inventory.
• Community Outreach:  Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community.  Serve as an ambassador for the fire department and provide information about fire prevention and preparedness.
• Administrative Support:  Assist with administrative tasks such as record-keeping, data entry, and inventory management.  Gain exposure to the behind-the scenes operations of a fire department. 
• Physical Fitness:  Work towards maintaining a level of physical fitness necessary for performing firefighting duties.  Engage in physical training and conditioning activities as directed by the department.
• Professional Development:  Actively seek opportunities for learning and growth within the fire service.  Take part in discussions with experienced firefighters to gain insights into career pathways and development strategies.

Desired Qualifications:

• Recent High School Grad preferred.
• Previous participation in a recognized firefighting explorer program, academy, fire science program, or related program or activity.
• Basic knowledge of firefighting principles and practices.
• Strong commitment to safety and adherence to protocols.
• Excellent communication and interpersonal skills.
• Ability to work effectively in a team environment as well as adhere to the chain of command.
• Physical fitness and ability to perform basic physical tasks, continuously move +/- 25 pounds, and lift up to 50 pounds.
• Flexibility to work irregular hours, including weekends.
• Bilingual language skills.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

PRIMARY RESPONSIBILITIES

• Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures
• Reads and interprets plans and specifications for inspection on commercial and residential buildings and related construction on commercial and residential buildings and related construction involving installation, repair, replacement and alterations for compliance with codes and regulations
• Performs the more skilled building inspections on commercial sites before construction to determine validity of permits and compliance with regulations
• Participates in the development of policies and procedures; recommends programs and projects to Building Inspections personnel

• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations

SENIOR RESPONSIBILITIES

• Trains assigned employees in their areas of work including building inspection methods, procedures, and techniques; serves as a resource for staff to ensure consistency and effectiveness in enforcing building codes and carrying out policy
• Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
• Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
• Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
• Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
• Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
• Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

The Technical Infrastructure Division designs and engineers solutions that address and meet the City's strategies built around Smart City initiatives, such as Digital Inclusion and Digital Equity, Public Wi-Fi expansion for Economic Development, Endpoint Modernization and virtualization, Multi-cloud frameworks, and digital analytics to support data-driven decisions. Therapeutic Recreation/ Old Meadows- Serving youth, teens and young adults with physical and intellectual disabilities

Summary:
Under general supervision, coordinates, conducts and participates in the delivery of recreational program activities and executes day-to-day operations in assigned units according to established programs, schedules and standards; and performs other duties as assigned.

Essential Duties and Responsibilities:

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: 
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED program, and at least 1,500 hours of relevant work experience, with at least 30 units completed in recreation or a related field preferred; or an equivalent combination of education and experience. Candidates must be at least 18 years old.

Language Ability:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability:
Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.

Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

Employees in this classification may receive training and experience in each of the below duties.

CLASS CHARACTERISITICS:

Incumbents in this position are interested in law enforcement (and the Union City Police Department will provide the opportunity to learn various aspects of police work where they can integrate academic philosophies with practical experience. This position will provide incumbents on-the-job training and the ability to develop professional networking relationships for future service in government or law enforcement.

Positions assigned to Records may be responsible for:

• Writing warnings and citations for illegally parked vehicles.
• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.

Afterschool program site leads work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position:  Responsible for maintaining the coordination, implementation, and administration of designated after school program. The specific duties of the After School Program Site Lead include program and curriculum development and implementation, budget management, staff management, participation and coordination of staff development, and general oversight of the designated after school program. The position will provide a safe, nurturing, and well-supervised after school program; act as a liaison between the program and parents, stakeholders, school administration, and school district staff to provide for a collaborative, positive, beneficial program. The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. About The Position

The Coastside Coordinator will be responsible for evaluating the County's existing coastside emergency preparedness and response programs for effectiveness, identifying service gaps, and recommending and implementing enhancements. This role includes developing emergency response standards, protocols, and processes specific to the coastside; managing vendor services and contracts; coordinating system access and training for authorized users; and integrating the County's coastside emergency response program with other government agencies' emergency functions.

Additionally, the Coastside Coordinator will identify areas at risk for coastside hazards, provide community education, and determine how to integrate coastside emergency response systems with other technologies. The selected candidate will handle diverse tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This vital position will also involve engaging the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County before all levels of governing bodies to create a comprehensive coastside emergency preparedness and response program for San Mateo County.

The ideal candidate will possess:

• The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and community resources to disseminate program information.
• The ability to understand the current use of technology in emergency response and implement these technologies at DEM.
• Excellent written communication skills, including experience in proposal, report, and grant writing.
• Proficiency in computer skills and operating standard computer applications, including but not limited to Word processing, spreadsheet software, PowerPoint, and email communication.
• The ability to work effectively in a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
• A valid California Driver's License (depending upon the assignment).
• Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.
• A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.

Additionally, the ideal candidate will possess the following knowledge, skills, and abilities:

• Knowledge of Coastside infrastructure and related risks.
• Knowledge of Coastside emergency preparedness and response programs and systems.
• Understanding of Principles of staff training and development.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.

We are seeking a creative, dynamic, and passionate Deputy Human Resources Director to join our Human Resources team.  This position requires high-level strategic direction while also engaging in day-to-day operations to ensure successful implementation and management of initiatives and programs.  The Deputy HR Director will oversee talent development, occupational health & safety (OH&S), and risk management to formulate and implement innovative strategies that enhance City-wide employee training and development, safety, and risk mitigation. The successful candidate will be responsible for fostering a culture of continuous learning, high performance, professional development, employee well-being, and safety.

Primary Responsibilities

As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues.  This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.

This multi-faceted role includes the primary oversight of the following:

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.

About The Position

The Alert and Warning Coordinator will be responsible for assessing the County's existing community alert and warning programs and systems in multiple languages for effectiveness, identifying service gaps, and recommending and implementing enhancements. This includes developing emergency notification and communication standards, protocols, and processes; managing vendor services and contracts; coordinating system access and training for authorized users; and initiating plans to integrate the County's program and system with the emergency functions of other government agencies, including Integrated Public Alert and Warning System and reversed 9-1-1.

Additionally, the Alert and Warning Coordinator will assist the County in identifying areas at risk for hazards and threats to the communication system, provide community education, and determine how to integrate community alert and warning systems with other technologies. The selected candidate will handle a variety of tasks to ensure the County's preparedness for any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This crucial role will also require engaging with the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County at all levels of government to develop a comprehensive emergency alert and warning program for the County of San Mateo.

The ideal candidate will possess:

• Strong knowledge of IPAWS protocols.
• Familiarity with local state and federal regulations.
• The ability to understand the current use of technology in emergency response and implement these technologies at DEM.
• Excellent written communication skills, including experience in proposal, report, and grant writing.
• The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and create a holistic Alert and Warning program for the County.
• Proficiency in computer skills and operating standard computer applications, including but not limited to word processing, spreadsheet software, PowerPoint, and email communication.
• The ability to work with a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
• The ability to work with information systems and can code in Python, Java, or C++.
• A valid California Driver's License (depending upon the assignment).
• Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.
• Completion of IS-247.C: Integrated Public Alert and Warning System (IPAWS) for Alert Originators and IS-248: Integrated Public Alert and Warning System (IPAWS) for the American Public.
• A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.
• An understanding of Laws, rules, and regulation governing public communication and warnings.
• Knowledge of Information technology, including but not limited to radio communication systems, software, and hardware related to emergency management and communication.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.
