The County Attorney’s Office of the County of San Mateo is seeking well-qualified candidates for the position of Deputy County Attorney II, III, or IV - Labor Standards Enforcement.

THE COUNTY ATTORNEY'S OFFICE
The County Attorney’s Office (also referred to as the County Counsel’s Office) is the general counsel for the County of San Mateo and all of its departments, as well as for many school districts and special districts. As a large company might utilize its in-house counsel, our clients rely on our office for the full range of legal services, covering a broad spectrum of practice areas. The office's more than 30 attorneys handle nearly all of the County's civil litigation, including employment, contract, commercial, personal injury, probate matters, civil rights, child welfare, taxation, environmental law and impact litigation.
 
THE POSITION
The position will be a Deputy County Attorney II, III or IV, depending on the selected candidates’ experience and qualifications. The starting salary ranges from $154,856.00 to $272,459.20 depending upon the level of each position, but the job description and duties remain the same.
 
Recently the County Board of Supervisors passed a Resolution directing the County Executive to take the necessary steps to establish an Office of Labor Standards Enforcement (OLSE). The OLSE envisions all workers being paid a fair wage and treated respectfully in San Mateo County. The OLSE will provide outreach and education to workers and employers within the County about labor standards, including wage-per-hour requirements. The OLSE will also coordinate investigation and enforcement efforts regarding labor standard violations within the County. The OLSE will be a collaborative partnership between the Office of Racial and Social Justice, the County Attorney’s Office, and the District Attorney’s Office, integrating the strengths across offices to implement the functions of the new OLSE for the County of San Mateo.
 
This position will advise the OLSE on all legal aspects of their work. This position will also review, triage, and investigate allegations of labor standard violations, calculate lost wages and penalties, communicate with employers regarding violations, negotiate restitution for impacted employees as needed, and file prosecutions of such violations, when appropriate. This position will serve as both in-house counsel to the OLSE as well as trial counsel for labor standard enforcement efforts. Because this is a new position supporting a new County function, it requires someone who is a self-starter with knowledge and experience of labor standards and wage and hour laws.  

 

Qualifications

 

• At least a minimum of two (2) years of experience as a practicing attorney is required;
• Experience with labor standards enforcement and or wage and hour litigation;
• Membership in good standing with the California Bar;

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

The Opportunity: The Town of Los Gatos is recruiting for a Planner at the Associate or Senior level to perform a variety of professional planning work, research and analysis related to the Town’s Planning and Zoning Ordinances and assignments associated with land use, infrastructure, economic development, and the environment. Thorough knowledge of the principles and practices of planning, as well as the physical, social, and economic concepts underlying planning functions, and the ability to present and explain these concepts to the public, is required. Planners are required to attend evening meetings and make public presentations to the Planning Commission, Town Council, and other stakeholders. 

 

• Associate Planner is the experienced journey level of the Planner series. Incumbents are assigned increasingly complex tasks, including planning projects of moderate complexity and scope. Work is performed in accordance with policies established by the Department Director, but considerable scope exists in which professional judgment may be exercised and technical decisions made. Incumbents are responsible for planning work that is technically difficult and requires the ability to independently interpret policies and to exercise sensitivity to public concerns.  
   
• Senior Planner is the advanced and supervisory classification of the Planner series. Incumbents are responsible for difficult planning work. Work is performed in accordance with policies established by the Department Director, but a great degree of latitude is given to exercise professional judgment and to make technical decisions. The Senior Planner supervises technical staff and manages large and complex planning projects involving difficult and sensitive policy issues. Senior Planners supervise and coordinate the work of assistant planners, planning technicians, and/or interns. 

Schedule: The normal workweek for this position is Monday through Friday, with evening meetings. This position is not eligible for a remote or hybrid work schedule. 

 

VTA’s Real Estate & Transit-Oriented Communities (RETOD/C) team is seeking a dynamic and motivated individual to join our team as Associate Transit-Oriented Development Project Manager (Associate Real Estate Agent – TOD). The Associate TOD Project Manager will play a crucial role in creating vibrant, equitable, transit-oriented communities throughout Santa Clara County.

Definition
Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.

Distinguishing Characteristics
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.  
 
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

VTA Real Estate is responsible for acquisition of property interests and management of VTA property rights and related agreements. VTA Operations' Facilities Maintenance is responsible for physical maintenance and ongoing repairs and improvements to properties that VTA owns and uses, including the River Oaks Headquarters, Bus and Light Rail Yards, Transit Centers (including Milpitas and Berryessa), and transit right-of-way. Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Definition
Under general supervision, performs complex and varied advanced-journey level duties in the maintenance and repair of signaling and rail safety systems, Supervisory Control and Data Acquisition (SCADA) hardware, software and network devices, ticket vending equipment controllers and network devices, and other electrical equipment; and performs related work as assigned.
 

About Way, Power & Signal Maintenance
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor. Guadalupe

The City of Auburn is hiring to fill two part-time Bus Driver II positions!

Auburn Transit is looking for qualified individuals with a valid CDL to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be based on the designated bus route shifts and may vary to accommodate community transit needs.

 

WHAT YOU WILL DO

The Bus Driver II operates a variety of transit and General Public Paratransit (GPPV) vehicles to transport passengers in a safe, courteous and reliable manner. This position will primarily transport passengers on commercial motor vehicles, but may provide transit services through Auburn OnDemand, the City's ride-share service.

Auburn Transit provides fixed and on-demand transportation services to the community. In addition to designated bus routes, Auburn Transit works with other local transit agencies to ensure adequate services are provided for school needs and special events. DISTINGUISHING CHARACTERISTICS

The Bus Driver II is a journey-level classification responsible for full range of duties and operation of all transit vehicles in the fleet. It is necessary incumbents have a full knowledge of transit laws, operating procedures and policies. The role performs under general supervision from the Transportation Supervisor or designee and does not involve supervision over other staff.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.
• Ensures passenger safety by observing passenger behavior, verifying safety belts are secured and rendering aid to passengers in an emergency.
• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
• Promptly notifies management and completes reports regarding accidents and incidents involving vehicles and passengers.
• Conducts mandatory daily pre-trip vehicle inspections adhering to state and city regulations before each route, including reporting inspection results, daily trip logs, and required vehicle repairs and maintenance.
• Performs minor maintenance, repair and cleaning of transit vehicles and fleet storage facility.
• Adheres to all public transit federal, state and local laws, rules and regulations.

What You Will Do

The Chief of Police is responsible for the planning, administration and operation of the APD under general administrative direction. Upon hire, the incumbent can expect to work closely with the City Manager, City Council, Placer County and community leaders to further learn, understand and address community public safety issues.

APD utilizes the Community-Oriented Policing philosophy and the Problem-Oriented Policing strategy to better serve the community. This includes serving with the Community Advisory Council and Community Action Team to connect with those who live, work and play in Auburn. THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards.
