The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

The annual salary range for this position is $213,185.04 - $275,895.96.  This position will be filled at or near the minimum of the salary range.
 

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

About the Position:  The Facilities Maintenance Specialist performs all aspects of facilities maintenance for the Administrative Office Facilities, including building operation, vehicle fleet maintenance, landscaped grounds and parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This position is also responsible for non-routine repairs and improvements at Midpen Field properties as well as performing preventative maintenance tasks, repairs, and minor improvement projects. The Facilities Maintenance Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of maintenance and repair tasks. The successful performance of this work will require a working knowledge of a broad range of facility maintenance trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments. Work Environment:  This position is part of the Land and Facilities Services Department at the Midpen offices in Los Altos, California and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed primarily in an office environment and at times at Midpen Field facilities and residential properties located primarily in the field. May be required to work evenings, weekends, and holidays, be called back after hours and on weekends or respond to and performs work in emergency situations as required.  When conducting field assignments, work may include traversing rough, difficult terrain in inclement or hot weather with exposure to poison oak.  Duties will include building and facility work that will require climbing ladders and entering confined spaces.  Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment. trades is highly desirable.

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners , over the counter permit processing, permit issuance, addressing, assistance desk/ public information , ADU Ally, and Small Business Ally .
• Plan Review : Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review .
• Inspection : Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws .
• Support Services : Development Services call center, document imaging, records requests, and general support for the building division .

Major Responsibilities

• The Division Manager is responsible for the day-to-day operations of Building Inspection Services as well as the oversight of the section's service delivery, staffing, and budget.

This position is responsible for performing work focused on security services at City Hall and providing a safe and orderly environment for staff and the public. Key responsibilities of this position include but are not limited to:

• While on duty, incumbents of this position will be required to wear the approved uniform for this classification , which includes a jacket and safety shoes, or work boots approved by the department. This classification receives an annual uniform allowance every year through the MEF bargaining unit Memorandum of Agreement.

Current shifts for this position are Monday through Friday, day and swing and shifts with added graveyard shifts on the weekends and/or holidays. This position may also at times require overtime with early-ins or hold overs to provide coverage for meetings, events or special projects during the week or on the weekend that could fall on a City of San Jos é recognized holiday.

The City of San Jose invites applicants for the position of Assistant to the City Manager in the Office of Employee Relations (OER), a division of the City Manager's Office. The Office of Employee Relations' primary functions are: labor negotiations; administration of labor contracts; investigation of employee performance, misconduct, and discrimination and harassment issues; employee-related policy development and interpretation; disability accommodation; and training. OER also manages the City of San Jose's Whistleblower Hotline where City employees, customers, and the public can raise concerns about City services. The City of San Jose has more than 7,000 employees, and the primary goals of OER are to encourage effective employee relations, support a positive, respectful and productive work environment, and to enhance the City's ability to deliver efficient, quality customer service.The salary shall be determined by the final candidate's qualifications and experience. The salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay. In addition to the salary, the incumbent shall also receive a $90 per month non-pensionable technology stipend.

The incumbent in this position will be part of a high performing office of 11 employees and will report to the Director and Assistant Director of OER. OER's duties and responsibilities impact every department within the City and many assignments have visibility among senior and executive staff within the Administration.

Under general direction, the incumbent performs administrative functions of considerable difficulty in executing programs and projects for OER, including policy development and data driven decision-making requiring strong project management experience, planning skills, the ability to manage day-to-day tasks on multiple projects at one time, and the ability to effectively communicate with a broad set of internal and external stakeholders.

The incumbent in this position may supervise professional and/or support staff as assigned. Evening and weekend work is required as needed.

Functional areas of OER include:

Labor Relations:

• Researching, interpreting, and analyzing labor contracts and processing and responding to grievances according to the terms of each labor contract;
• Overseeing classification analysis assigned to staff as part of the labor negotiation process;
• Participating in various aspects of labor negotiations, including attending and/or leading labor negotiation sessions, drafting proposals/correspondence, and overseeing cost analysis of proposals of varying complexity;
• Participating in labor-management committee meetings;
• Responding to PERB complaints; and
• Responding to information requests from the City's bargaining units during and outside of the labor negotiation process.

Employee Relations:

• Consulting with and advising OER staff on employee performance and conduct matters;
• Developing, revising, and interpreting employee-related policies;
• Giving oral presentations to small and large groups of employees and supervisors on employee relations issues;
• Conducting investigations involving potential employee misconduct, writing investigative reports, and assisting departments with the disciplinary process as needed; and
• Administration of the City's reasonable accommodation program.

Retirement-Related Projects:

• Managing retirement board governance issues;
• Serving as the liaison to the Federated Retirement Plan and the Police and Fire Department Retirement Plan;
• Serving as a resource for the Office of Retirement Services as needed; and
• Addressing any issues that may require the City to meet and confer with the City's bargaining units.
