The San Mateo County Sheriff's Office is seeking well-qualified candidates for the position of Criminal Records Supervisor.

The Position

Under direction of the Criminal Records Manager, the incumbent will supervise the maintenance of criminal records and related activities in the Sheriff's Records Bureau and provide difficult or specialized criminal records office support. There are four supervisors within the Records Bureau that oversee staff on: day shifts, swing shifts, night shifts, and at substations.

There is currently one full-time Criminal Records Supervisor vacancy in the San Mateo County Sheriff’s Office. The individual selected for this position will be assigned to the graveyard/night shift. The approximate working hours for the graveyard shift are 8:00 p.m. to 6:00 a.m.; however, schedules in the Criminal Records Bureau are flexible and can be changed depending upon the needs of the Sheriff’s Office.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

During COVID-19, the division successfully transformed the City into a remote workforce by rapidly deploying laptops, hotspots, VPN, and VoIP soft phones to staff. In addition, the City migrated to Office 365, launched an Intranet using SharePoint and deployed Microsoft Teams to improve communications. Many other successful projects have been completed in recent years, such as: Software-Defined Wide-Area Network (SD-WAN), Public Works Asset Management System, Public Records Act Request Portal, Document Management System migration, Police vehicle dashcam/mobile device terminal refresh, DNS records migration, addition of pacifica.gov e-mail addresses, and many others.

The division has several upcoming and exciting projects, such as:

THE POSITION

This is a full-time, professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

Duties may include but are not limited to the following:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.
• Monitor and maintain security control of City network and server infrastructure; configure and monitor security features and firewall rules; verify and ensure proper user accessibility; identify and address vulnerabilities; research, recommend, and apply security updates as needed.
• Monitor disaster recovery and backup processes and schedules; verify that backups are successful and data can be recovered.

Senior Programs:

The City of San Bruno Community Services Department is seeking a Recreation Coordinator to coordinate the planning, organizing, coordination, and administration of community recreation programs for age 50-plus adults under the supervision of a Recreation Services Manager.

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of programs at the San Bruno Senior Center. We are seeking candidates with substantial experience in recreation programs related to the aging community.

General Programming:

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals.

Requirements

Experience in recreation programs with the public is highly desirable.

The Human Services Agency (HSA) is seeking qualified candidates for the position of Homeless Encampment Strategies Analyst within the Human Services Agency (HSA) division of Center on Homelessness. to provide a variety of analytical and administrative services related to the Encampment Resolution Funding (ERF) grant.

The County’s $14 Million ERF Grant will fund a wide array of coordinated services to unhoused residents currently living in encampments, with a focus on interim and permanent housing solutions using a multidisciplinary and collaborative approach to services.

The Homeless Encampment Strategies Analyst will conduct a variety of duties such as; conduct program and fiscal planning, contract monitoring and program evaluation; negotiate and write contracts, request for proposals, grants and reports; administer grants; analyze data; coordinate projects; assist in the development and implementation of policies and procedures; provide technical assistance to contractors; and act as a liaison to other County departments and partnering agencies.

Homeless Encampment Strategies Analyst responsibilities generally include the following, but are specialized to each position's focus area: acting as the contract monitor for services such as homeless outreach teams, homeless shelters, rapid rehousing programs, conducting grant administration and grant tracking; working closely with community-based homeless and safety net programs on a variety of projects related to homeless services.

Homeless Encampment Strategies Analyst responsibilities also include data analysis, developing and monitoring contracts for homeless and housing services, reviewing invoices and contractor reports, and working closely with contacted service providers, other County departments, and other community partners. Other duties may include, but are not limited to the following:

• Project management such as creating project documents, tracking status and conducting follow ups to ensure milestones are met.
• Collaborative work with contracted service providers regarding coordination of client services.

POSITION DESCRIPTION:

The Streets Division of the SFMTA which oversees Parking and Curb Management is working on the upgrade and replacement of 28,000+ parking meters citywide involving changes in operating procedures and the additional and/or modification of signage. Parking meters are an integral tool used to mitigate traffic congestion, in support of Muni and our Transit First Policy, by managing parking demand. The project requires the support of a Maintenance Machinist to perform duties within the Operations Unit Parking Meter Shop.

Under general direction, the Maintenance Machinist performs preventive, routine and emergency maintenance and repair of a variety of heavy and light equipment, related systems, and components. This involves supporting Operations Unit trouble shooting and servicing specialty  equipment.

Examples of Important and Essential Duties:

• Sets up and operates a variety of machine tools, stationary as well as portable manual machine tools and Computer Numeric Control (CNC) machine tools such as mills, lathes, drills, saws, etc.
• Rebuilds, refinishes, modifies and/or fabricates replacement parts for pumps, generators, cranes, parking meters, transit vehicles/railway coaches and railway cars, fire alarm boxes, compressors, dredges, pipes lines, barges, ferry terminals and their components.
• Maintains and repairs a variety of instruments and mechanical equipment, including valves, castings, and various metal parts.
• Diagnoses, installs, inspects, and tests machinery, parts and equipment.
• Communicates and works with staff, supervisors, and external contacts to identify and resolve problems.
• Reads and interprets schematic drawings, blueprints, and plans.
• Prepares and maintains records and forms documenting work performed.
• Dismantles and dissembles/assembles light and heavy machines including parking meters and/or equipment.
• Manufactures, fabricates, welds parts based on samples and drawings.
• Performs other related duties as assigned.

Nature of Work:

Involves exposure to adverse physical and working conditions and lifting and/or moving objects weighing in excess of seventy (70) pounds. Requires operating equipment and elevated work platforms with the ability to climb or work at elevted heights. Incumbents will be required to work varying hours and/or shifts, including weekends, evening, and holidays in a 24 hour/7 days-a week operation. May involve traveling in areas not considered desirable and/or safe; may be exposed to hazardous environments. 

Minimum Qualifications:

1. Completion of a recognized four (4) year Machinist's apprenticeship program and two (2) years of fulltime verifiable experience as a journey-level Maintenance Machinist performing duties equivalent to Job Code 7332 Maintenance Machinist (with primary responsibility in maintenance/repair and machine tool operations) OR

   A combination of trade-related training (certificate program or military training program) and fulltime verifiable experience as a journey-level Maintenance Machinist performing duties equivalent to Job Code 7332 Maintenance Machinist (with primary responsibility in maintenance/repair and machine tool operations) totaling six (6) years.

2. Possession and maintenance of a valid Class C California driver license.

Notes on experience:

A. Trade-related training refers to programs such as machine tool technology program.

B. Experience solely as a Computer Numerical Control (CNC) Machinist, Numerical Control (NC) Machinist or Machine Operator (without Manual Maintenance Machinist experience) will not be considered as qualifying.

Substitution:

Completion of a CA Division of Apprenticeship Standards recognized Maintenance Machinist apprenticeship program as evidenced by issuance of a Certificate of Completion of the apprenticeship program under the appropriate authority will substitute for the six (6) years combined work experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Experience applying shop theory and bench work such as turning, milling both manual and CNC, chipping, sawing, filing, drilling, welding (Metal inert gas (MIG), tungsten inert gas (TIG), stick and gas welding), soldering, gear cutting, threading, grinding and heavy treatment, and plasma cutting.
• Experience in the maintenance and repair of a variety of equipment including hydraulically, electrically and pneumatically operated machinery; basic composition, characteristics and uses of shop metals and materials and safety practices.
• Experience in reading/modifying schematic drawings, blueprints and doing layout work; understanding and interpreting the designs and measurements indicated on blueprint, equipment, or parts specifications reading and performing the required procedures in operating, instruction, and service manuals.
• Experience in using tools and equipment for working on concrete pavement and subbasements.
• Experience with and ability to use computer-aided design(CAD).
• Experience working in diverse teams at diverse communities.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.
