• Support the administration of power purchase agreements (herein, referred as "contracts"), including monitoring and ensuring compliance with contractual obligations.
• Review, understand and interpret contracts; Support development of processes to ensure that the contracts are managed and settled timely, accurately, efficiently and in compliance with the contracted terms.
• Prepare, review and verify the accuracy of settlement statements and invoices for contracts.
• Support the administration of contract prepayment transaction activities related to invoices settlement.
• Interpret, analyze, communicate and resolve issues that arise during contract administration and support the dispute resolution process.
• Identify and flag any problems related to administration of existing contracts and suggest improvement for future contracts. Support implementation of process improvements in contract management.

The City of Dixon is looking to fill a position for a Streets & Streetscapes Maintenance Supervisor in the Public Works Department ideally with an individual that has strong supervisory skills. This individual will plan, organize, monitor and supervise the work of maintenance personnel as assigned to the Public Works Department; and will perform a variety of technical tasks relative to Street and Streetscapes Maintenance. 

This class is a full, first-line supervisory level in the maintenance series. Incumbents have responsibility for resolving employee complaints, ensuring that departmental rules and regulations are followed, and preparing employee performance evaluations. Receives general direction from the Public Works Director or his/her designee. Exercises direct supervision over maintenance personnel assigned to the Public Works Department.

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned. 

Examples of Duties: 

• Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
• Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.
• Develop and maintain a training program for employees; ensure that they maintain required certification.
• Formally evaluate job performance of assigned employees.
• Work to complete Department and Division goals and objectives.
• Prepare and manage the Division budget; propose, develop and manage capital projects and manage contracts for the Division.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity. 

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience.  Continuing education in related subjects including supervision and project management is desirable.  

Certificates/Licenses:

• Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
• Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within one-year of appointment.
• Possession a valid Class C California Driver's License.

WORKING CONDITIONS

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of public works facilities, and engineering projects that are geared towards transforming and modernizing the City of Gilroy.  This is in addition to representing the City in community meetings and hearings, meetings with project stakeholders, and on regional committees as applicable.

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
