The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

OTHER REQUIREMENTS

THE POSITION

The Maintenance Worker I performs semi-skilled and skilled labor in the construction, maintenance, repair, and related service activities related to streets, sidewalk, park, grounds, irrigation, and/or turf and may be assigned to either the Streets & Fleet or Parks Maintenance Divisions. The current opening is in the Park Maintenance Division.

Typical duties in the Parks Division may include but are not limited to: Maintains turf, trees, shrubs, groundcover, top dressings, irrigation systems, playground equipment, park furnishings, restrooms, and sport field equipment; Operates and understands basic maintenance procedures for various power turf equipment, including but not limited to mowers of various sizes, edgers, blowers, chainsaws, and related equipment as required; Performs a wide variety of skilled tasks involving the use of power equipment and hand tools in the areas of park and grounds maintenance, irrigation system installation, programming, and maintenance, and tree/shrub trimming maintenance; Performs installation, maintenance and repair of various parks and grounds improvements and planting and trimming of trees/shrubs; Performs fertilizer and herbicide application related to turf and ornamental plant care; and performs other related duties as assigned.

The normal work schedule will be a 9/80 work schedule (9-hour days Monday-Thursday, 8-hour Friday with every other Friday off) from 6:00 am-3:30 pm. Under general supervision, the Maintenance Worker II - Streets is assigned to the Streets Division of the Public Works Department and is responsible for performing a variety of skilled and semi-skilled tasks and operating power-driven road maintenance or construction equipment and trucks.

Examples of duties include:

• Operates and conducts essential maintenance using power-driven street and construction machinery, encompassing auxiliary equipment like gravel spreaders. Tasks include surface preparation for paving, cement mixing, pavement demolition, and operation of concrete cutting equipment.

• Loads, transports and unloads stone, gravel, dirt, asphalt, timber and other materials.

• Clean storm drains.

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Essential Duties

• Receives and transmits emergency telephone and radio traffic. 
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.
• May act as Records/Dispatcher Supervisor in their absence.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

The City of San Jose invites applicants for the position of Assistant to the City Manager in the Office of Employee Relations (OER), a division of the City Manager's Office. The Office of Employee Relations' primary functions are: labor negotiations; administration of labor contracts; investigation of employee performance, misconduct, and discrimination and harassment issues; employee-related policy development and interpretation; disability accommodation; and training. OER also manages the City of San Jose's Whistleblower Hotline where City employees, customers, and the public can raise concerns about City services. • Participating in various aspects of labor negotiations, including attending and/or leading labor negotiation sessions, drafting proposals/correspondence, and overseeing cost analysis of proposals of varying complexity;
• Participating in labor-management committee meetings;
• Responding to PERB complaints; and
• Responding to information requests from the City's bargaining units during and outside of the labor negotiation process.

Employee Relations:

• Consulting with and advising OER staff on employee performance and conduct matters;
• Developing, revising, and interpreting employee-related policies;
• Giving oral presentations to small and large groups of employees and supervisors on employee relations issues;
• Conducting investigations involving potential employee misconduct, writing investigative reports, and assisting departments with the disciplinary process as needed; and
• Administration of the City's reasonable accommodation program.

Retirement-Related Projects:

• Managing retirement board governance issues;
• Serving as the liaison to the Federated Retirement Plan and the Police and Fire Department Retirement Plan;
• Serving as a resource for the Office of Retirement Services as needed; and

THE DEPARTMENT:

The Community & Economic Development Department is comprised of five divisions which include Planning, Building, Code Enforcement, Housing, and Economic Development.  The department's mission is to make San Rafael a great place to live and do business by fostering collaboration between businesses, the community and the City.  The Planning, Building, Housing and Code Enforcement divisions support the City's land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs.  The Economic Development division works to create and maintain a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop "San Rafael Go" Program.  The Community & Economic Development Department has a total Fiscal Year 2023/2024 budget of $7.4 Million and 23 full-time employees.

THE POSITION:

Under the direction of the department Director, the Assistant Community & Economic Development Director (Assistant Director) will assist the Director in managing, directing, supervising, and coordinating the activities and operations of the department.  Depending on background and experience, the Assistant Director will provide oversight to one or more of the department divisions.  In addition, the Assistant Director will develop and enhance department policies and procedures, support in the development and management of the department budget, engage with the community on various development and/or City projects, support the business and development community, be a thought partner on creation and implementation of City policies and programs, serve in the absence of the Director, prepare reports and conduct presentations to Council, Boards, Commissions, and community groups, work cross-departmentally throughout the City.

THE IDEAL CANDIDATE:

The Director seeks a municipal government professional with experience and knowledge in the areas of economic development, housing policy, real estate development, and project management with exceptional leadership skills to guide and manage employees and navigate complex projects and programs.  The successful candidate brings an understanding of fiscal and budget administration, contract management, effective communication and presentation skills, and experience with working with businesses, developers, and community partners.

The next Assistant Community and Economic Development Director is a self-starter, with a proactive, relationship-based and inspirational managerial approach and an active communication style.  As a demonstrated leader, the successful candidate demonstrates a proven track record of leading culture change and encouraging, coaching, and mentoring staff to consider innovative approaches in day-to-day operations and will work effectively with the Executive Team, City Manager, and City Council.

The minimum qualifications include a Bachelor's degree with major work in Urban or Regional Planning, Economics, Public Administration, or related field, and five (5) years of progressively responsible community and economic development experience, including two (2) years of supervisory experience.  A Master's degree is desirable.    

COMPENSATION AND BENEFITS:

The annual salary is $159,336 to $193,668.  Placement within this range is dependent upon qualifications.  The Assistant Community & Economic Development Director is a regular position of the Mid-Management employee group, eligible to receive all related benefits to the group, including:

Retirement:  Participation in MCERA (Marin County Employee Retirement Association) plan, which offers reciprocity between agencies in CalPERS.

Medical Insurance:  EE Only - $735.86; Employee + 1 l- $1,471.71; Employee + Family - $1,913.24; Waive coverage - $735.86.

Dental:  Fully paid for employee and dependents.

Vision:  Fully paid for employee and dependents.

Administrative Leave:  10 days per calendar year (applied every January pro-rated based on date of hire).

To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has the knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:

This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:

This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS

Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS

Tree Trimmer I

Education:  High School diploma or equivalent.

Experience:  Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate:  Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II

Education:  High School diploma or equivalent.

Experience:  Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate:  Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

The City of Foster City is looking for a Public Works Maintenance Worker I who is able to demonstrate competency and increasing independence, knowledge and ability in performing routine and special assignments in a variety of maintenance program areas in the Public Works department. This position is expected to rotate through all the maintenance divisions of streets, lagoons, water, and wastewater. This is a full-time entry-level position. 

The ideal candidate will be an active listener with the ability to understand and follow verbal or written instruction. They will be able to safely operate equipment and tools and recognize the use of safe work practices. This individual will establish and maintain cooperative working relationships with others and learn and retain information concerning equipment, functions, and projects. This position requires standby and emergency response coverage before or after regular work hours, weekends, and holidays.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Completion of a job or technical training program in maintenance, or construction, completion of high school or the equivalent.

Experience: One year of full-time experience in general maintenance or construction.

Licenses, Certificates, Registration
Licenses:  Possession of a valid California Class "C" and Class "B" Driver's License. Must obtain valid California Class “B” Driver’s License within six months of appointment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 50%), Written Exercise (weighted 25%), and Practical Exercise (weighted 25%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.
