We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism. The Code Compliance Officer I/II will be responsible for conducting inspections related to the enforcement of building codes and investigations pertaining to violations of the municipal code provisions in zoning ordinances, sanitary regulations, business license regulations, and nuisance abatement ordinances.  The Code Compliance Officer I/II must possess excellent interpersonal and communication skills, be self-directed, exercise discretion, and excellent judgment.

PRIMARY RESPONSIBILITIES

• Conduct technical field inspections and investigations to determine compliance of residential, commercial, and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits
• Receive and investigate public concerns; conduct on-site inspections and determine existence and type of code violations
• Prepare cases for court proceedings and legal review, mediation, warrants, etc. in coordination with the City Attorney's Office
• Testify or represent the City as a subject matter expert in court actions, depositions, and proceedings as necessary
• Issue corrective notices, administrative citations, and orders to comply with code violations; interpret and explain municipal codes and ordinances to members of the public, contractors, business owners, and other interested groups
• Input case notes into the Tyler Technologies platform

DEFINITION

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs. 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Staff Liaison and administrator to Street Smarts Program and Traffix program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., TVTC, CCTA, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related CIP projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

EXPERIENCE AND EDUCATION

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

The City of Berkeley invites you to apply for the position of Field Representative! When assigned to the Zero Waste Division of the Public Works department, you will perform AR collections with delinquent accounts, monitor receivables, maintain records of contacts, resolve customer issues and complaints concerning billing, submit regular reports on the status of unpaid accounts and any repayment progress for Recycling and Solid Waste Services for Residential, Commercial, and Transfer Station customers in the City of Berkeley and provide guidance to our customers to be sure they have the payment plan and appropriate level of services.

MINIMUM QUALIFICATIONS

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Earth Sciences Program is comprised of 4 fulltime program staff, including this position, and a shared intern. This is a supervisory position for the Earth Sciences Program, comprised of water resources, soil conservation, archaeological resources, Native American relations, and climate program. Program staff and/or consultants generally provide subject matter expertise; this position is not expected to have expertise in all areas. This position will supervise, coordinate, advise, and assist program staff and consultants in implementing the Earth Sciences Program to support Midpen natural and cultural resource management, planning efforts, stewardship and maintenance work, and capital projects.

Typical program work includes identification monitoring and protection of aquatic habitats; inventory, monitoring, and curation of archaeological resources, including coordination and engagement with indigenous peoples;  overseeing contractors and consultants, environmental impact analysis, and coordination and administration of permits from resource agencies. Administrative tasks include budget preparation, project management, setting priorities, providing guidance to multi-disciplinary teams, partnering with outside entities, managing and mentoring staff.

Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist will often work in the field and hike steep terrain and wildland areas with poison oak and wildlife.

Field Work: Fieldwork is integral to this position and dependent on the season and current projects.  Fieldwork will require driving District vehicles in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, natural resource management, ecology, biology, or a related field, and five (5) years of supervisory or management level experience in natural resource management preferably in parks, open space, or related field, including at least one (1) year of supervisory and administrative responsibility. A Master’s Degree is desirable. Professional work experience with parks and open space is highly desired.

The Department of Public Works is seeking to fill one (1) full-time Associate Architect /Landscape Architect ( Designer ) position within the City Facilities Architectural Services (CFAS) Division . The CFAS Division manages the delivery of Capital Improvement Program ( CIP) projects relating to public infrastructure and facilities, including but not limited to parks, trails, community centers, libraries, fire stations, police facilities, emergency housing, and various other City-owned facilities for the residents of San José.

This position is primarily responsible for the delivery of capital improvement projects, including review of complex professional plans and specifications to ensure compliance with uniform codes, maintenance practices, and other ordinances and regulations as they relate to the City of San Jos é . Key Responsibilities:

• Conduct meetings and presentations to committees, approval agencies, clients and the general public .

• Provide technical advice and assistance to other City departments, engineers, architects, and contractors for conformance with City policies and guidelines.

• Prepare and monitor project costs , ensuring projects meet budget constraints and stays withi n the allocated budget .

• Develop and monitor project schedules ; updat ing to ensur e the project stays on schedule.

• Review consultant and in- house work for aesthetics including layout, massing, hierarchy, vocabulary, rhythm, placement, color, and choice of materials.

• Prepare and write consultant agreements ; negotiate consultant design fees and verif y that the fees are appropriate with the scoped services.

• Review plans and specifications prepared by consultants to ensure conformity to project program requirements, building codes and ordinances.

• Manage the bid and award of capital improvement projects .

• Manage construction contracts, conduct pre-bid meetings, evaluate bidders, and conduct pre-construction meetings.

• Manage the work of consultants and contractors through the development of project requirements including; project strategies, budget, schedule, and compliance with City policies, procedures, design and construction standards, regulations and codes.

• Negotiate/ modif y contracts, resolve claims and disputes.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The ideal candidate will have solid information management experience, strong interpersonal and communication skills, strong management skills, strong collaboration skills, a commitment to customer service, and the ability to simultaneously manage multiple projects and issues. A team leader, team player, and positive attitude are essential to this position.

Duties may include but are not limited to:

• Understanding of Planning, Building, and Code Enforcement (PBCE) business processes inside a large municipality.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Supervising Applications Analyst (SAA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $146,874.00 - $178,825.92

The Supervising Applications Analyst (SAA) classification is represented by the City Association of Management Personnel (CAMP) . Education: A Bachelor's Degree from an accredited college or university in a relevant field.

Experience: five (5) years of increasingly responsible professional/ level experience. in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

Acceptable Substitution

• Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis.
• Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

The Authority is currently recruiting for a part-time position of Environmental Compliance Inspector to support the West Valley cities/Town stormwater inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with federal and local water quality regulations.

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Supervisor.   This position will supervise and perform work in park maintenance, such as mowing, irrigation, pruning, planting, cleaning, improvement and repair of City parks, recreational areas, park buildings, street islands, swimming pools and related facilities.  Work includes setting priorities, assigning and reviewing the work of crew members.   

UPCOMING PROJECTS:

• Construction begins this fall on a new synthetic turf field at Al Boro Community Center.  The Parks Department will be responsible for the care and maintenance of the field after installation.  This is the only synthetic turf field in our park system.  Developing a proper maintenance schedule will be crucial to ensure the longevity of the highly used field.
• The Parks Department is working on a better maintenance solution to the tree wells and tree grates along the downtown corridor.  Many of the trees are outgrowing the tree grates, causing damage to the trees and potential trip hazards for the pedestrians.  The Park Department is exploring options, including installation of porous rubber pavement surfaces. 
• Asset Management software is coming to the maintenance divisions in Public Works to help better manage the maintenance schedules of all of the city-owned assets.  Assisting with the software into the daily routines will be an expectation of Supervisor. 

IDEAL CANDIDATE:

• Is familiar with San Rafael and the different areas it encompasses.
• Has knowledge and experience in all aspects of park and street maintenance.
• Has knowledge and/or experience in assessing tree issues.  ISA certification is a plus.
• Has knowledge and/or experience in California Department of Pesticide Regulations.  QAL or PCA certification is a plus.
• Knowledge and experience with suite of Microsoft Office products.
• Good customer service with the ability to work with the public in difficult situations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Identifies and records major project work needed and discuss needs and priorities with supervisor so annual project and program schedules can be developed.
• Plans, lays out, estimates and arranges materials, crew, and equipment required for jobs.

EDUCATION/EXPERIENCE: 

• High school diploma or equivalent, supplemented by education or training in landscape maintenance, horticulture, and use of fertilizers and pesticides.
• Five (5) years of responsible experience in landscape maintenance, including one year in a lead or supervisory capacity.
