This is a stand-alone exempt classification.   

Examples of Duties:

• Consult with department management to identify, define, and document business needs and objectives, current operational procedures, problems, and input and output requirements; participate in discussions of departmental goals and objectives with executive management.
• Evaluate existing County business process models to identify potential areas for automation and streamlining.
• Seek ways to continuously improve the policies, procedures, and standards to enhance the delivery and security of County services.
• Plan, organize, and conduct research, analytical, and evaluation studies of department operations, functionality, and management systems; collect, tabulate and analyze a wide variety of data to determine trends, cycles, and underlying factors.
• Design and develop solution testing plans, strategies and quality management tools to ensure appropriate results prior to final implementation; review solution defects and make strategy adjustments as needed; plan implementation timeline.
• Prepare complex analytical reports outlining study findings as well as process improvement solutions and analyses; prepare charts, graphs, tables, and other visual tools to summarize results; make graphic and oral presentations to individuals and groups.
• Design complex data tools and system queries; develop intermediate/advanced queries, macros and applications. Examples may include MySQL and SQL queries .NET application development as required, VBA (Visual Basic for Applications) macro and application development within Microsoft Office Suite applications.
• Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
• Utilize advanced spreadsheet functionality, business intelligence, and other data analysis platforms to generate reports and dashboards for both internal management use and external transparency efforts. Examples may include Excel, Power Query, Power Pivot, Power BI.

The City of San José is recruiting for a Business Automation and Development Services Supervising Applications Analyst (SAA) in the Business Automation and Development Services Division of the Information Technology Department. The position requires a highly motivated and self-driven individual to lead a team responsible for the City's Permitting and Compliance System (Granicus GovService Amanda platform), Public Web Portal, Records Management System, Electronic Plan Review System (ProjectDox from Avolve), Business Intelligence System, Queue Management System, and Digital Inspection System. The position will oversee new technology implementations, enhancements, integrations, reports, and application upgrades for all Development Services systems. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and direct others in an ever-changing business and technical environment.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.

This is an exciting opportunity under the Technical Infrastructure Division in the Information Technology Department (ITD). The Technical Infrastructure Division designs and engineers solutions that address and meet the City's strategies built around Smart City initiatives, such as Digital Inclusion and Digital Equity, Public Wi-Fi expansion for Economic Development, Endpoint Modernization and virtualization, Multi-cloud frameworks, and digital analytics to support data-driven decisions. The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. This position serves as a technical leader and technical subject matter expert in specific security area(s) and is called upon to analyze existing and future computing environments and ensure that all solutions comply with County policy, frameworks and industry accepted best practices.

As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The position also requires support in ancillary systems that support IAM/ARM platforms such as SolarWinds, Active Directory, OKTA. Additionally, this position will perform intrusion event investigative and reporting activities as required. Similarly, incumbents in this class must regularly analyze requests for new system implementations and ensure that strategies are applied that support best practice security design and integration with existing security infrastructure. Furthermore, this position will be tasked with performing analysis and data production and reporting in support of any identified indicators of compromise, audit and policy compliance across the enterprise.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of increasingly responsible experience in supporting and implementing information technology infrastructure and/or server administration and specific to the specialty area assigned which includes data center management, IT facilities management, storage and backup, server management and server operating systems, and/or configuration management and event management. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Licenses and Certifications:

About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Geographic Information Systems (GIS) Intern in the Information Systems and Technology (IST) Department. The GIS Intern will perform GIS mapping and analysis tasks in support of land acquisition, open space planning, capital improvement, and resource management activities. Responsibilities include creating maps for District Board reports and presentations; compiling and synthesizing geographic data; developing attribute data for feature classes; performing basic geoprocessing; maintaining and updating GIS databases as new data are collected; preparing, modifying and updating District site maps and brochures; providing graphic support for other departments including the development of maps, charts, displays, presentations, graphics, brochures, and drawings; and collecting field data.  The expected start date for this position is December 2024.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in geography, planning, environmental studies, landscape architecture, or another related field; demonstrated experience with ArcGIS software; and demonstrated expertise/enthusiasm in cartography and map production. This position requires great attention to detail, excellent communication and critical thinking skills, the ability to work well both in a team setting and independently, and the willingness to occasionally work in rugged, remote settings.  Knowledge of web GIS, experience with field data collection, and the desire to learn are a plus. Possession of a valid California driver’s license.

Working Conditions/Schedule: This position will operate within the IST department. It will be based primarily in-office at our Administrative Office in Los Altos, CA, with occasional field data collection. These occasional field days may take place during inclement weather, and may involve working alone and in remote, rugged terrain with numerous biotic and abiotic hazards.
