The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

Highly Desirable Qualifications:

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, general accounting, public employee retirement (CalPERS) reporting, and workers’ compensation pay integration. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned. A senior-level accountant may also provide oversight and management of one or more District programs or processes.
