The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

This position is located in the Glenn County Health and Human Services Agency, Behavioral Health Division, Substance Use Disorders Services Unit and provides community outreach advocacy services, presents informational sessions, performs prevention, and outreach for at-risk populations; prepares, researches, and presents health system materials; and performs related duties as assigned. The position is scheduled for forty (40) hours per week.

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.

A Dance Instructor (Program Specialist) will plan, prepare and instruct recreation activities. Activities may include art, cooking, dance, pre-school program and other program areas. Programs are designed for children ages 4-17 (primarily 5-12) years of age.

Dance programs may include ballet, tap, jazz, hip-hop, ballroom, folkloric, salsa, and rhythmic international styles.

• Must be a minimum of eighteen (18) years of age
• Different program areas will have different skills and knowledge requirements for the position; check with Recreation Supervisor. (For example: 6 ECE unites required for pre-school instructor)
• One school year teaching experience
• At least one year's experience working with children in an academic setting
• Must be willing and able to work days, nights, weekends, and holidays as required

The City of East Palo Alto is seeking qualified candidates for a Building Inspector I/II. Under direct or general supervision, the Building Inspector I/II performs routine to complex inspections at various stages of construction, alterations, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances. Inspections include basic zoning, grading, fire, and safety regulations to ensure conformance with approved plans, specifications, standards, permits, licensing, and safety standards.

The Building Inspector I/II provides a variety of information to property owners, developers, architects, engineers, and contractors; and performs related duties, as assigned. The Building Inspector II differs from the level I in that is the advanced level classification in the Building Inspector series. The Building Inspector II provides a high level of discretion and independent judgment in performing the full range of routine to complex inspections. Work is normally reviewed upon completion and for overall results. Incumbents also provide lead direction and functional supervision to assigned clerical, technical, and professional staff. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by candidates in the pool of qualified applicants.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
