The City of San Pablo is actively recruiting for a Senior Building Inspector who under general direction, leads, oversees, and participates in the inspection of complex building systems at various stages of construction, alterations, and repair; to coordinate and schedule inspections; and to participate in the review of building plans and specifications. 

This is an advanced journey-level class in the Building Inspector series. Incumbent of this class perform the most complex building inspections work requiring the use of considerable independent judgement and initiative. A Senior Building Inspector is expected to assume responsibility for inspections scheduling, coordinating inspections activities with other departments, and to provide training to lower level Building Inspectors.

This position(s) may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour), Combination Building Inspector II ($39.7935 - $53.3271 per hour), or Senior Combination Building Inspector ($43.9679 - $58.9212 per hour), depending on candidate experience and qualifications.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

PRIMARY RESPONSIBILITIES

• Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures
• Reads and interprets plans and specifications for inspection on commercial and residential buildings and related construction on commercial and residential buildings and related construction involving installation, repair, replacement and alterations for compliance with codes and regulations
• Performs the more skilled building inspections on commercial sites before construction to determine validity of permits and compliance with regulations
• Participates in the development of policies and procedures; recommends programs and projects to Building Inspections personnel
• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values
• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations

SENIOR RESPONSIBILITIES

• Trains assigned employees in their areas of work including building inspection methods, procedures, and techniques; serves as a resource for staff to ensure consistency and effectiveness in enforcing building codes and carrying out policy
• Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
• Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
• Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
• Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
• Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
• Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization: 
  • Electrical Inspector certification
  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

Salary Information This is an exempt management position and the salary range for Assistant Independent Police Auditor = $164,377.98 - $256,233.64

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidate's qualifications and experience.

The Department:

The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners , over the counter permit processing, permit issuance, addressing, assistance desk/ public information , ADU Ally, and Small Business Ally .
• Plan Review : Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review .
• Inspection : Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws .
• Support Services : Development Services call center, document imaging, records requests, and general support for the building division .

Major Responsibilities
