THE POSITION

Tri-City Mental Health Authority is currently hiring to fill three (3) full-time vacancies for the position of Peer Support Specialist I/II (PSS) within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Peer Support Specialist I/II on a full-time basis for the MCCP. The MCCP Peer Support Specialist will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Peer Support Specialist will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client's (Full-Service Partnership and Adult and Children’s Outpatient Programs & other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based & telephone emergency mental health evaluations & crisis stabilization in accordance with agency procedure;

• Provide crisis intervention & stabilization services to individuals, groups, and families;

• Identify treatment needs & make appropriate referrals for necessary services;

• Perform triage & linkages to non-client community members in the Tri-City catchment areas.

• Provides peer-to-peer support services in the office and/or in the field including, but not limited to outreach, support, encouragement, guidance, advocacy, & referrals to external resources & services for clients & their families; builds rapport with clients & their families through sharing stories of lived experience and recovery.

POSITION INFORMATION

The Finance and Administrative Services Department is responsible for supporting the City’s operations through accounting, budget management, information & technology services, revenue services, payroll, purchasing and utility billing. This position, in coordination with the Administration and Budget team, will support the entire Department with a special emphasis on Citywide budget development and financial analysis.

DEFINITION

Under general direction of the Department Head, performs a wide range of responsible, professional, administrative, staff assignments which include oversight of interdepartmental and City-wide projects and programs; and performs related work as required. As this is a management development position, the incumbent may be assigned temporarily to other departments to gain broad experience in various municipal functions.

EXAMPLES OF DUTIES

Assist in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; participate in interdepartmental task forces and committees; research, compile and analyze financial and other data; prepare recommendations for budget requests, grants, new programs, modification of services and equipment; plan, organize and coordinate assigned City-wide projects and monitor departmental projects; analyze, interpret and explain City policies and procedures.

TYPICAL TASKS

MINIMUM QUALIFICATIONS

Knowledge of: Comprehensive knowledge of the principles, practices and methods of municipal budgeting, finance, public administration and organizational development; modern management of departments and organizations; pertinent legislation; interpersonal behavioral dynamics.

Ability to: Write and present reports and recommendations; speak before groups; properly interpret, explain and act in accordance with laws, regulations and policies; demonstrate competency in research and analysis, decision making, and management skills; and tactfully relate to the public, departmental managers, employees, other organizations and outside agencies. Work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor's Degree from a four-year college or university, with major course work in Public or Business Administration or related field.

Experience: Two years of full time, paid, responsible work experience in a fiscal or administrative capacity; or an equivalent combination of related training and experience.

License: Possession of a valid Class C California Driver's License.

THE POSITION

The City of Daly City is seeking a highly skilled, business-oriented Senior Management Analyst with strong accounting, budgeting and financial management background to assist in budget development, projection and implementation of Citywide budgets.  This position reports to the Assistant Director of Finance and plays a critical role on the City’s budget, working in partnership with other departments.

The successful candidate will prepare budget reports, complex financial forecast and analyses, update budget forecasting model, monitor revenues and expenditures, make presentations, and provide staff assistance in support of Citywide activities.

The position requires a dedication to customer services, teamwork, excellent communication, interpersonal, presentation and writing skills, ability to effectively prioritize and multi-task while delivering quality results, and a commitment to maintain high level of ethical integrity, timeliness and accuracy.

The ideal candidate will possess a strong accounting and financial background, a solid knowledge of municipal finance, governmental accounting and budgeting practices and procedures.  Public Agency experience is highly desirable.

The City of Foster City is looking for an experienced and dedicated Management Assistant to perform a wide variety of responsible, complex, and confidential administrative duties. This position requires considerable confidentiality with sensitive information, initiative, mature and independent judgment, and strong interpersonal and organizational skills. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of high school. Post high school or specialized administrative support training is desirable.

Experience: Four years of increasingly responsible experience providing project management support; at least two years of administrative support to a manager at an executive, division, or department head level. One year of supervisory experience is desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's Department will make the hiring decision.

THE POSITION

Tri-City is looking for an individual to serve as a Bilingual Clinical Therapist I/II for the Adult Outpatient Program (AOP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. This classification is responsible for the development, maintenance, and operation of the City's Annual Budget; providing financial information and analysis to aid in executive management decision making; performs the highest level of complex budget analysis and has frequent interaction with staff and leaders of other City departments. This classification may also oversee general financial functions such as cash flow management, audit procedures, payroll processing, coordinate assigned activities with other departments and outside agencies, supervise finance professional, technical and clerical staff, and related work as assigned.  A hybrid/partially remote schedule may be approved by the department.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible experience in finance, budgeting, or accounting work.
• The equivalent to a Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, economics, finance, or related field.
• Supervisory experience is preferred.
