The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Executive Office. This is open recruitment for one (1) full-time, represented position.

About you in the position
As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your role will be crucial in advancing environmental justice initiatives and ensuring equitable outcomes for communities disproportionately affected by air pollution. With your comprehensive understanding of air quality improvement programs and regulatory frameworks, you'll spearhead internal AB 617 engagement efforts. This includes communicating complex information about incentive programs and mobile sources, facilitating community meetings, and guiding discussions on emission reduction strategies. Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.

DEFINITION
Under direction, provides lead direction and performs the more complex specialized technical and administrative projects and studies; serves as the District's liaison with other agencies; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the management level in this specialized class. Incumbents provide lead direction and perform the more difficult and complex technical and administrative work in a variety of areas for the District. Incumbents perform project-oriented assignments requiring considerable professional knowledge and significant independent action and judgement. Incumbents may represent the District in strategic situations and speak with the authority of the District. An opportunity awaits a City of Pacifica employee for the position of Equipment Operator, a position where the employee would operate varied construction and maintenance equipment.

ESSENTIAL FUNCTIONS OF THE JOB. This individual operates graders, rollers, crawler tractors, front-end loaders, backhoes, street sweepers and similar equipment in working on a variety of construction and maintenance projects. Maintenance projects include the operation of equipment in the maintenance of streets, sidewalks, curb, gutter, sewers, storm drains, utilities and other public works. Other responsibilities include making minor repairs to equipment, installing sweeper brooms; may supervise several co-workers on occasion.

LICENSE REQUIREMENTS. Employee must be able to drive, possess and maintain a valid Class A California driver's license. As required by the Department of Transportation, this individual is required to undergo random drug and alcohol testing.

Under the direction of the Recreation and Community Engagement Department, the position is responsible for Reception/Cashier duties at City Hall and assisting with City events.

This entry-level classification requires limited time on the job before an incumbent can function at the full journey level. When assigned to the front desk at City Hall, one will perform various clerical tasks, including receptionist duties, basic cashier, customer service, program registration, record keeping, data entry, filing, and support of special events or projects.

When assigned the task of Recreation Assistant, will perform a variety of functions to support the Recreation Department's programs, including working directly with youth participants, assisting with planning activities, and providing customer service. Responsibilities may include clerical duties like program registration, record keeping, data entry, filing, and support of Department special events.

This position is not responsible for the direct supervision of other Department staff but may provide direction and assist other staff/volunteers during a program and/or activity.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. Oversight includes development analysis and presentation of policy alternatives, preparation of annual schedules, implementation, creation of a environment for staff, preparation of timely employee evaluations, drafting and review of staff reports, maintenance of excellent relations with County and other agency staff, local nonprofit organizations, City staff, and the real estate community, and participation in the management of the department. MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in
Public Administration, Business Administration, Economics, Planning or related field. A
Master's Degree is desirable.

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

License: Possession of a valid Class C California Driver's License.

The City of Lincoln is accepting applications for two regular, full-time positions of Maintenance Worker II assigned to the Parks and Facilities Division of the Public Works Department.

THE POSITION

This position works in parks and open space maintenance.   Under general supervision, the incumbent is expected to perform the full array of duties assigned at the journey level of the Maintenance Worker class series.  The work includes maintenance, construction and equipment operation work in the Parks and Facilities division, occasionally assist in the training of lower level Maintenance Workers, and perform other related duties as required.

A successful candidate will have experience performing municipal parks maintenance.  Training in maintenance, agronomy, horticulture, forestry, natural resource management, electrical, plumbing, carpentry, janitorial or related is desirable.  The Department is seeking a candidate who:

• Understands the principles, methods and techniques of park operations and maintenance.
• Has knowledge and experience using the materials, tools and equipment needed in the construction, maintenance and repair of park facilities.
• Practices safety principles.
• Understands methods of planning and scheduling time, labor and materials necessary for the care of park equipment, irrigation systems and landscaped areas.

DISTINGUISHING CHARACTERISTICS

The Maintenance Worker II is the journey-level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

SUPERVISION RECEIVED/EXERCISED

The Maintenance Worker II receives general supervision from the Maintenance Services Manager or Public Services Supervisor. May exercise technical and functional supervision over assigned staff. 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

The following are a representative sample of the KSA’s necessary to perform essential duties of the position:

The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.
