Human Resources Technician I

The Human Resources Technician I is the entry level class in the Human Resources office support series responsible for performing assignments within an established procedural framework where there are minimal consequences of error. Human Resources Technician II

The Human Resources Technician II is the full working level position in the Human Resources office support series in which incumbents are expected to independently perform the full scope of assigned duties. ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs the duties assigned to classes in the Human Resources Technician series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.

• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; candidate and applicant information, inputs, retrieves and references various computer data management systems such as financial and/or budget systems, HR payroll systems, SIRE System; attends meetings and records and transcribes minutes.

• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.

• Maintains office equipment and facilities; operates and performs routine preventative maintenance on office machines including data/word processors, copiers etc.

• Receives incoming telephone calls; secures and records information and follows up with any needed tasks.

• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The Redwood City Fire Department is seeking individuals for the position of Cadet Firefighter. The Cadet Firefighter Program is designed to allow students an opportunity to gain firsthand knowledge of fire department operations. Fire Department Cadets spend a minimum of 48 hours and a maximum of 96 hours per month at the firehouse, participating in calls for service, station duties, and training. Cadets will also be expected to attend department-sponsored community functions outside of their 96-hour monthly commitment. Though the goal is to immerse the cadet into all aspects of fire department life, they are not allowed to participate in situations deemed Immediately Dangerous to Life and Health (IDLH).

This Fire Cadet position is a non-benefited volunteer position.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

Minimum Qualifications for consideration are:

Education:

Equivalent to the completion of the twelfth grade supplemented by specialized training in mechanical repair or a related field.  

Experience:

Mechanic II: Two years of experience performing minor and major equipment repair duties including experience in the maintenance of both diesel and gas powered equipment.

License/Certificate:

Planners II conduct research studies and prepare reports on land use and development, agriculture and resource preservation, community design, environmental analysis and mitigation measures, transportation, zoning ordinance revisions and other essential land use topics; provide staff support to land use advisory committees, process planning permits, review development plans for compliance with general plan policies and zoning regulations, assist clients with land use/zoning questions at the public information counter, act as liaison with other agencies, departments, developers and the public, and make presentations to the Zoning Hearing Officer, Planning Commission, public agencies and community organizations.

Planner III ($101,795.20 - $127,192.00 Annually) is the is the advanced journey level. Under direction, Planners III carry out the major and more complex land use projects in all sections of the Division. In addition to the duties listed for the Planner II, Planners III provide direction to other professional staff on projects and operate with independence within the parameters of legislative and divisional policy.

Appointments to these positions may be made at the level corresponding to the experience and qualifications of the successful candidates.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Gather, compile, and analyze data and conduct research.
• Prepare recommendations and reports on land use, population, environmental impacts, transportation, ordinance amendments, and other planning subjects.
• Make field surveys and investigate related planning and zoning projects and inquiries.
• Prepare and deliver presentations to the Planning Commission, Board of Supervisors, and other public hearing bodies.
• Prepare or assist in revising maps, charts, graphs, and other visual aids including departmental brochures and publications on land use and policies.
• Act as liaison and consultant with the public, other agencies, department and/or sections of the Planning and Building Department.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Planner II: Two years of professional planning experience.

Planner III: Three years of professional planning experience.

• The organization of local government and concepts of public administration.
• Principles, practices, and trends in urban and regional planning, including physical, social, and economic factors.
• Codes, ordinances, and laws related to planning, zoning, environmental resource protection, and subdivisions.
• Basic computer operations.
• Basic lead and supervisory principals and practices.
• Research and statistical methods and sources of data.
• Mathematical principals, tools and practices used in determining density and structural floor area.
• Symbols, language, and techniques used in planning, drafting, mapping and the basic principles involved in interpreting aerial photography.

• Work cooperatively and effectively with the public, co-workers and individually and as a member of a professional and technical team and individually.
• Recognize the key importance of customers, their unique situation and the department's and division's relationship with the customer in problem resolution and information giving situations.
• Produce comprehensive, clear, and concise reports, memos, letters, staff reports and major studies which are accurately researched, focused on essential information, reflect an appropriate level of analysis, and demonstrate objectivity.
• Make concise and understandable presentations, manage related discussions, facilitate decision-making, formulate alternatives, and summarize and respond to comments effectively.
• Make valid conclusions and appropriate alternative recommendations.

Application/Examination

Open and Promotional. Anyone may apply. Current San Mateo County and San Mateo County Superior Court employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/term position prior to the final filing date will receive five (5) points added to their final passing score on this examination.
 
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview which may include a pre-interview exercise (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
