The Community

Approximately half of the land in this small city is protected open space. More than one thousand acres belong to the famed Golden Gate National Recreation Area. These bountiful parklands give Pacifica a spaciousness rarely found in suburban areas, yet it is only three miles from San Francisco’s southern border and less than 20 minutes to downtown. The natural world of beaches, headlands and hills provides a wide range of recreational opportunities. These include surfing, scuba, fishing, paragliding, hiking, birding, mountain biking, boating and horseback riding. There are also opportunities for golf, tennis, bowling, archery and team sports.  Several miles of coastal and ridgetop trails tie Pacifica to neighboring communities.

The Organization

The City of Pacifica is a general law city and operates under the Council/Manager Form of Government. Legislative authority is vested in a five-member City Council elected at large. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

During the Spring of 2023, the City Council undertook a comprehensive strategic planning process, which resulted in the Pacifica Strategic Plan 2023-2030 establishing strategies to achieve the following five overarching goals during the seven-year period:    

                                      Enhance organizational and fiscal stability.
                                      Improve and steward City infrastructure, streets, and facilities.
                                      Prioritize protection and development of affordable housing.
                                      Pursue climate change adaptation and mitigation.
                                      Broaden public communications and collaboration.

City Manager Kevin Woodhouse has a collaborative and visionary style to complement and enable the Council’s vision. The City Manager’s management style encourages collaboration, innovation, accountability, communication, ethics, transparency and excellence.

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY 2024/25 general fund budget of $48.1 million. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

The Department

The Parks, Beaches and Recreation (PB&R) Department is made up of support/administrative services and three main program divisions that provide recreation and human services to the community. These divisions are Child Care, Recreation, and Senior Services. The department also has very robust Senior and Youth volunteer programs. The PB&R Department has an adopted budget of approximately $6.3 million, 33.5 full-time positions and approximately 70 part-time staff.

The Department’s Child Care Services is licensed by the State of California Department of Social Services to provide before and after-school care for children ages 5-13 years-old at four elementary school sites and preschool services for children ages 3–5-years-old at five sites in Pacifica. Child Care is funded through participant fees for service and subsidized Child Care grants for income eligible families from the State Department of Education with additional support from the City of Pacifica General Fund, San Mateo County office of Education enrichment grants, fundraising efforts and Pacificans Care grants. 

The Recreation Division administers year-round and special event programs that include youth programming, toddler through adult recreation classes, aquatics programming, and facility reservations. The Division also offers opportunities for participation in community engagement and outreach, including membership in Pacifica’s Youth Advisory Board.  Recreation programs are funded by user fees and the General Fund.

Senior Services operates a multi-purpose senior center Monday through Friday providing a Congregate Nutrition Lunch Program, Meals on Wheels, Transportation, Information and Referral Services, and approximately 40 weekly classes as well as numerous social groups, clubs, activities, and resources for seniors. Senior Services programs are currently funded by Older American Act grants, San Mateo County grants, City of Pacifica General Fund support, Pacificans Care grants, charitable donations, client donations, and in-kind volunteer hours.

The Position

The Parks, Beaches, and Recreation Director provides the Executive Leadership to the department and reports to the City Manager. Under general direction, the Director performs professional and technical work in administering, promoting, organizing, planning, and directing the development and operations of the City’s Parks, Beaches, and Recreation Department programs. The Director plans, directs, and coordinates the work of the Department; implements policies and establishes procedures related to department functions; develops and administers the department budget; drives staff development and culture; and establishes and maintains liaison to the public. 

Minimum Qualifications

Education and Experience

·Equivalent to graduation from an accredited four-year college or university with major course work in recreation administration, business or public administration, or related field.     

·Five (5) years of professional management experience in parks, recreation, cultural services or a closely related field, which included a high-level budget and finance experience, with at least two (2) years of supervisory or administrative experience in recreation management.  

·Possession of an advanced degree in recreation or public administration is desirable.

·Ability to work a flexible schedule including evenings and weekends as needed.

The City of Live Oak (Public Works Department) is recruiting to fill ONE vacancy as as a Maintenance Worker I, II, III, or Lead position. Classification will depend on qualifications and experience.

Description 

Under varying levels of supervision, performs maintenance and repair of City facilities, roads, streets, water and sewer maintenance activities and performs other duties essential to the maintenance of the City. Current and valid  water distribution certifications and Class A/B commercial drivers license are highly desirable. 

Classifications 

Maintenance Worker I: This is the entry-level class in the maintenance series. Under immediate supervision the applicant will perform semi-skilled labor and maintenance and repair. Salary $40,333.75 - $52,125.54 per year ($19.393 - $25.063 per hour) DOQ

Maintenance Worker II: This is the journey level class in the maintenance series. Under general supervision the applicant will perform semi-skilled and skilled labor and maintenance repair. Salary $44,680.45 - $57,743.03 per year ($21.484 - $27.758 per hour) DOQ

Maintenance Worker III: This is the senior level class in the maintenance series. Under limited supervision the applicant will organize, assign, review, and participate in the work of assigned personnel engaged in maintenance equipment operation work pertaining to building, maintenance and repair. Salary $48,664.92 - $62,892.37 per year ($23.399 - $30.234 per hour) DOQ 

Maintenance Worker Lead: This is the lead level class in the maintenance series. Under direction of supervisory and management staff performs a variety of duties related to scheduling, planning, assigning, and prioritizing construction and maintenance related projects. Exercises technical and functional supervision over staff engaged in maintenance and repair activities. Salary $53,531.42 - $69,181.61 per year ($25.740 - $33.261 per hour) DOQ

THE POSITION:

The City of Hayward is currently looking to fill one (1) Utility Worker-Water vacancy in the Water Division of the Public Works & Utilities Department. The Utility Worker performs a variety of semi-skilled tasks requiring a limited knowledge of water and sewer facility installation and maintenance activities. The duties assigned include physical labor and are frequently routine but are more difficult or skilled than work performed by Laborers. The operation of various types of light and moderately heavy automotive or other power-driven equipment as a regular assignment is characteristic of this class.

The ideal candidate is a person looking for a career in the water industry, that has experience in underground construction (trench safety, confined space training, piping and plumbing, proficiency with common power and hand tools); traffic safety; and/or experience in a parallel industry (shipyard, refinery, earthwork) AND possess a D1 distribution water certificate.

5. Participates in the inspection, cleaning and flushing of water lines. 

6. Fills out valve locator cards and makes field maps showing locations. 

7. Uses pipe locator for tracing pipe routes. 

8. Paints pipe location marks on streets for excavation purposes.

9. May perform leak detection as directed. 

10. Operates trucks and uses various hand or pneumatic tools and maintenance equipment including loader.

11. Operates light power equipment such as compressors, jackhammers, tampers and concrete saws. 

12. Picks up, unloads and delivers materials and supplies. Performs related duties as assigned.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS 

You have: 

 Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year of experience in the construction and maintenance of water facilities, involving the use of dump trucks, loaders, jackhammers, or related equipment.  

Education: Equivalent to completion of the twelfth (12th) grade. 

License: Licenses and Certificates: Possess upon appointment a valid Class B California Driver's License with a Tanker Endorsement. Depending upon assignment, a valid Class A Driver's License may be required. Must possess at time of appointment, a California State Water Resources Control Board D-1 Water Distribution Certificate.  

OTHER REQUIREMENTS 

DEPARTMENT OF TRANSPORTATION (DOT) REQUIREMENTS

Upon receipt of any license other than a Class C California Driver’s License, incumbents may be called upon, at any time, to perform safety sensitive functions, and therefore, may be subject to the Federal Highway Administration DOT regulations and the City’s policy concerning drug and alcohol testing as a condition of employment with the City.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The ideal candidate will be a senior level professional engineer with experience, interest and skills in designing and implementing a wide variety of wastewater treatment, sewer collections, and water distribution projects in a collaborative and team-focused setting. The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, stormwater management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

Essential Duties

Duties may include but are not limited to the following:

1. Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
2. Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
3. Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
4. Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
5. Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

6. Revises and updates standard specifications and details related to water and wastewater utilities.
 
7. Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
8. Consults with and advises other City employees on utilities engineering matters.
 
9. Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
15. Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
16. Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
17. Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
18. Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
19. Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings. Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:

In the Public Works Department, the Management Analyst will work with the maintenance, engineering and transportation sections, on assignments required to analyze, evaluate and make recommendations on complex matters. The Management Analyst will provide exceptional customer service, be a team player, an effective communicator, and juggle multiple projects. The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Ideal applicants are highly organized, creative, energetic, self-starters with excellent oral and written communication skills, who enjoy working in an outdoor open space setting within a collaborative group dynamic. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Education and Experience:  We realize your time is valuable, so please apply only if you have at least the required minimum qualifications outlined here: any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in civil or structural engineering, construction project management, landscape architecture, architecture or a related field, and:

• Capital Project Manager I: One (1) year of responsible experience and/or internships in a related field, preferably working on in projects equivalent to those found at Midpen,
• Capital Project Manager II:  Three (3) years of increasingly responsible experience in project management preferably in parks, open space, or related field. 
  • highly desired, but not required:
    • Master’s degree in Engineering, Architecture, or Geology discipline
    • Professional license (PE, PG, PLA)
    • Project Management Professional (PMP) certification

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

ABOUT THE POSITION

The Senior Civil Engineer classification is an exempt, mid-management level position.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. The City of Sunnyvale is seeking a forward-thinking Superintendent of Public Works Operations for the Department of Public Works.  This position manages a staff of approximately 60 and oversees the City’s Street Operations, Facilities, and Fleet divisions.  The Superintendent works directly for the Director of Public Works, is part of the department’s management team, and maintains collaborative relationships with other departments and divisions in the City.

The Superintendent of Public Works Operations must exhibit the following traits: demonstrated positive leadership, strong management, and administrative expertise. Technical, problem-solving, and clear communication skills are a must.  The ideal candidate will have strong organizational skills including a participatory, visible, and hands-on management style. 

A focus of this position will be to lead the Operations Division by engaging staff and managing workload through mentorship, training, and innovative approaches to service delivery.
