Applications are being accepted for the position of Civil Engineering Intern (part-time hourly/temporary) with the Town of Hillsborough - Public Works Department.

Academic Experience

Interns with relevant coursework in the following fields are encouraged to consider assignments in the Public Works Department:

• Civil Engineering
  • Water resources
  • Construction Management
  • Environmental Engineering
  • Traffic Engineering
  • Land Development

Preferred candidates will have strong skills in Microsoft office,  GIS mapping, GPS marking, and Autocad are desired, but not required.

Interns may assist with the following:

• Survey utilities, property lines and sensitive species areas in Town owned open spaces or rights-of-way using GPS.
• Assist with developing database and mapping using ArcGIS.
• Assist with implementation of the Town’s computerized maintenance management system.
• Assisting with development of Capital Improvement Programs for sewer, water, and street departments.
• Assist with Public Outreach and content development. 

Desirable Skills
Surveying, familiarity with Trimble GPS units or other similar equipment, GIS, writing skills, able to work independently, good research skills, able to work outdoors and in heavily vegetated areas on steep terrain, , work safely.

Academic Credit
Students seeking academic credit for their internship must check with their respective school for requirements.  If credit is desired the Town will make a reasonable effort to assist in meeting your school requirements.
 
Compensation
Interns will be paid for their services between $25 to $30 based on skills and background.  Flexible weekly hours will range from part time to full time hours, depending upon assignment.

Restrictions
Internships are limited to no more than 960 hours in a fiscal year and are non-benefitted positions.

DEFINITION

Under direction, to supervise and perform a wide variety of responsible professional engineering work in connection with the preparation of designs, plans, and specifications for a variety of public works projects, and to do related work as required.

EXAMPLES OF DUTIES

Prepare, review, and check preliminary and final engineering designs, plans, specifications and cost estimates relating to the construction of streets, storm drains, water systems, sanitary sewer systems, structures, traffic control systems, and other public works projects; perform detailed checking of subdivision construction plans; perform survey and construction inspection work as required; prepare drawings and other documents relating to right of way acquisition; prepare technical reports on such matters as traffic flow, street deficiencies, storm drainage requirements, structural failures, water system requirements, sanitary sewer system requirements and related projects; may act in capacity of Resident Engineer of construction projects; supervise subordinate engineering personnel; establish and maintain satisfactory employee and public relations.

MINIMUM QUALIFICATIONS

Knowledge of: Modern civil engineering principles, methods and practices, including stress analysis, hydraulics, hydrology, pavement design, traffic engineering, computer-aided drafting and mapping, surveying, technical report writing; the elements of effective supervision.

Ability to: Apply fundamental engineering principles to solving practical problems encountered in the design and construction of streets, storm drains, water systems, sanitary sewer systems, traffic control systems, structures and other public work projects; prepare plans, specifications, and cost estimates for contract documents; prepare engineering computations and technical reports; understand and carry out technical instructions and prepare staff analysis on assigned projects; make independent decisions on technical problems; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil Engineering, or equivalent.

Experience: Two years of experience in civil engineering work at the level of a City of Daly City Engineer I.

License: Registration as a Professional Engineer in Civil Engineering in the State of California is required. Possession of a valid Class C California Driver’s License.

What You’ll Do:

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals. The position is considered for the following field of interest:

• The Capital Improvement Plan (CIP) Division’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. Roles include project manager and construction manager, with duties that include leading coordination meetings, interfacing with construction contractors, outside engineering firms, construction inspectors, and other public agencies.

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
