THE POSITION:

The Community Development Department is recruiting for one full-time Permit Technician. Appointment will be made at the appropriate level depending upon qualifications. Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I: This is the journey-level class in the Permit Technician series. Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Permit Technician II: This is the journey-level class in the Permit Technician series. Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and polices within the work unit. Depending on expertise and certifications, incumbents may perform minor over-the-counter planning and building plan check reviews. Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

Reviews and intakes planning and building permit applications.
Determines and collects fees for permits and other review and regulatory services.
Routes all application submittals to the appropriate departments/agencies for processing.
Maintains files for all applications after checking for general completeness and accuracy.
Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
Provides public information in support of the building, planning, housing, and code enforcement programs.
Enters invoices, prepares refunds, and reconciles web payments.
Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
Assists in setting up rooms and virtual webinars for department and/or public meetings.
Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
Maintains and manages an inventory of forms, applications, and office supplies.
Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

Basic office and clerical procedures.
Modern office methods, procedures, and computer equipment and various software applications.
Simple accounting procedures.
Basic applied mathematics.
Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
Learn to read and interpret maps, construction drawings and blueprints.

Permit Technician II (in addition to the requirements for Permit Technician I):

Read and interpret maps, construction drawings, and blueprints.
Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the City, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
Organize and maintain files.
Operate a variety of office equipment.
Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
Research and compile information requested.
Prepare written zoning research letters and administrative land use entitlements.
Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

Graduation from high school or equivalent.
Two (2) years of experience in an office or customer service environment with direct contact with the general public.

Permit Technician II:

Graduation from high school or equivalent.
Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to speak effective before groups of customers or employees of organization.
Ability to speak Spanish is desirable but not required.
Ability to work with mathematical concepts.

About the Position:

Yuba County is currently accepting applications for the position of Building Inspector II/III. Currently we are hiring to fill at a Building Inspector III level within the Building Department and establish an eligibility list for the level II position.

The Building Inspector II position is flexibly staffed and is normally filled by advancement from the entry level Building Inspector I. Incumbents which meet the minimum qualifications and demonstrate the ability to perform the responsibilities required at the higher performance level are promoted to the level II position.

Building Inspector III is a stand alone position which performs complex, difficult and/or lead inspections and provides direction and technical expertise to staff.

Qualifications:

Building Inspector II: Under limited supervision, this is the working level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series

Building Inspector III: This position reports directly to the Supervising Building Official. Acts as a lead inspector providing direction and technical expertise to staff and performs related work as assigned. This is the advanced journey level in the building inspection series

Building Inspector II:

Perform inspections, investigation, code interpretations, permit application intake, review and permit issuance, including record keeping and case management. Also learn and apply zoning, land use, fire-safe and water quality related regulations.
Inspect new and existing properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related for foundations, framing, electrical, plumbing and other structural and functional elements.
Confer with and provide information to developers, engineers, architects, property owners and others regarding code requirements and alternative and County policies and procedures whenever possible, resolve complaints and problems, maintain close verbal and written contact regarding progress with the complainants.
Lead inspections for non-residential commercial and industrial projects, new and existing.
Perform above duties with limited supervision.
Provide information to senior staff to prepare case violations for hearing; testify in court as required.

Building Inspector III (In addition to the above):

Provide lead direction, training and work review to professional and technical staff; organize and assign work accordingly, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluation.
Perform complex and difficult in nature assignments; respond to highly sensitive, complete or technical complaints; validate the nature of the complaint and recommend solutions.
Independently perform the full range of the Building Inspector I/II duties.
Implement new or modified policies and procedures and train/develop other staff as required.
Make presentations to groups and coordinate public meetings.

The Position

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Perform construction inspection and field surveys. May act as Resident Engineer on various projects. May assume responsibility for a complete engineering function or major phase of a program, including correspondence and complex engineering reports.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.
