The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The department offers a hybrid working environment which is friendly, supportive, collegial and, where staff of many disciplines come together to problem solve, compassionately assist those in need, learn together and share successes.

The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

  Position & Duties 

• Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. Consistent with the Santa Clara County Public Health Order issued on December 28, 2021, "up-to-date" means that employees are required to be vaccinated with the entire recommended initial series of a COVID-19 vaccine (two doses of the Pfizer, Moderna or Novavax COVID-19 vaccine or a single dose of the Johnson & Johnson COVID-19 vaccine).

The salary range for this classification is $21.77-$26.50 hourly, or $45,274.32 - $55,124.16 annually.  Actual salary shall be determined by the final candidates’ qualifications and experience. This position is covered under the Living Wage Policy and hourly rates will be adjusted to a minimum of $25.15 hourly for benefitted positions or $26.45 hourly for unbenefited positions.  The Living Wage rate consists of a base amount and an approximate five percent (5%) ongoing non-pensionable pay.

Parks Recreation and Neighborhood Services department (PRNS) is recruiting to fill multiple full time, and potentially some part-time Community Activity Worker positions in the Community Services Division to support the BeautifySJ and Project Hope programs.

Empower and support residents, schools, and local organizations to make the City more livable, safe, and clean.

   About BeautifySJ and Duties:

BeautifySJ is the home of the City of San Jose’s blight reduction and encampment management programs and services. BeautifySJ works to address and prevent blight including graffiti removal, coordinating neighborhood litter clean-up events and dumpster days and removing illegal dumping. Encampment management services include weekly trash services and abatement activities to ensure that locations and conditions of encampments are cooperative and complying.  

Community Activity Worker job duties for BeautifySJ are focused on providing direct support to address litter/trash related blight in neighborhoods, waterways, and/or encampments.  Duties include setting up, planning and attending resource fairs and neighborhood-based outreach events (e.g. “dumpster days”), developing working relationships with schools, volunteers, internal and external stakeholders and non-profit partners. Job duties also include assisting Community Coordinators with behavior change and encampment engagement strategies including but not limited to   conducting site assessments, removing trash and debris from identified active encampments, submitting outreach requests and working directly with the unhoused community.  You are encouraged to apply for work in this program if you want to work with communities to empower residents to take pride in our City.

 About Project Hope and Duties:

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose.  Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Community Activity Workers in Project Hope build strong relationships with residents, partners and community. Assist  neighborhood associations/board members with planning for meetings and events. Inform residents of City services, assist neighborhood associations in building strong relationships with City of San José departments and other local government agencies.  Provide in-service trainings and workshops for community leaders to ensure self-sustainability of the neighborhood association.  Applicants should enjoy spending time in the communities directly engaging with residents (e.g. canvassing, door-to-door outreach & surveying), planning and attending community events, bringing people together for positive results, teaching residents how to engage with City and other public/private partners to address neighborhood/community issues.

 Job duties for Community Activity Workers in any of our programs include, but are not limited to:

•         Working some weekend and/or evening schedules per the program schedule
•         Develops and presents written materials and makes public presentations to inform people about programs and encourage participation.
•         Participates in planning and coordinating in-service training and development of program aids and materials.
•         Performs public contact and liaison work in explaining and interpreting program.
•         Prepares and monitors budget and timesheets.
•         Prepares monthly reports, and various other correspondence.
•         Coordinates with governmental agencies, local businesses, and City Departments.
•         Conducts and facilitates workshops for the neighborhood.
•         Surveys targeted neighborhoods needs via methods including telephone surveys or door-to-door canvassing.
•         Provides information to residents on accessing City services or other service providers.
•         Assists in planning & implementing special activities or programs, such as community service or empowerment projects, community meetings, community/graffiti clean-ups, tree-planting, tutoring, or sports activities. 
•         Renders first aid in case of injury; watches for the safety of participants and spectators.
•         Designs and produces flyers and announcements.
•         May be required to provide bilingual translation, both orally and in writing.

The Town of Moraga is seeking a dynamic Administrative Assistant to provide support to the Town Manager.  Under general supervision, the Administrative Assistant performs a wide variety of routine to complex office, administrative and technical support tasks requiring the ability to apply specialized functions or services in order to support an assigned department; assists the public personally or directing by providing information to requests according to established procedures; sorts, logs and maintains records and other documents; follows policies, procedures and work methods associated with assigned duties; and performs related duties as required in a manner that is responsive, cost effective, and innovative. 

DISTINGUISHING CHARACTERISTICS:

The Administrative Assistant is the journey level in the Administrative Assistant series, in which employees are assigned the full scope of duties in an assigned department with only occasional instruction or assistance as unusual or unique situations arise. Incumbents perform a full range of administrative support duties, including organizing and coordinating workload; preparing reports; coordinating and assisting with the development of technical documents; and explaining Town ordinances, all requiring considerable department/program knowledge. This classification is distinguished from the next higher classification of Senior Administrative Assistant in that the latter performs the most difficult and responsible types of duties assigned to classes within the series.

ESSENTIAL FUNCTIONS

• Performs a wide variety of routine to complex office and administrative tasks and duties in support of a department director and department activities, including organizing and coordinating work; sets priorities and meets deadlines.
• Maintains liaison between the Town Manager and department staff, other Town staff, officials and staff of other agencies to obtain and relay information and coordinate activities.
• Assists the public by phone and receives visitors at the counter; listens to and receives complaints; demonstrates an understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the general public; represents the Town to all callers and visitors in a professional and customer friendly manner.
• Coordinates and sets up public hearings, meetings and workshops on a regular basis. This requires agenda preparation, meeting set-up (whether in person or in an online portal), preparation and distribution of meeting minutes and agenda packets, coordination with staff, and technical proficiency in running Zoom meetings and webinars to provide public access to meetings.  This position requires attendance at meetings to provide support to staff in conducting the meeting.
• Maintains a variety of databases for tracking operational, financial and statistical information; generates reports.
• Interprets and applies Town policies, procedures, and administrative directives, and communicates laws and regulations in response to inquiries or complaints; refers inquiries as appropriate.
• Participates in special projects as assigned; collects and compiles a variety of department information; prepares report of findings.
• Develops, revises and maintains operating and administrative procedures; develops forms and reports for departmental use.
• Assists in the tracking of a department budget and project budgets; prepares budget reports; monitors and classifies expenditures; tracks and reconciles bills; produces budget reports; researches and resolves discrepancies.
• Researches data and compiles information to be used in special projects and comprehensive reports.
• Sorts and distributes time sensitive or confidential mail for follow-up as necessary; independently responds to letters, electronic communication and general correspondence.
• Develops, maintains and archives a variety of files and records for information related to a department; maintains manuals and updates resource materials.
• Responds to requests for documentation related to assigned area of responsibility; explains and interprets assignment area policies and procedures to internal or external customers.
• Establishes and maintains a wide variety of filing and reporting systems as necessary; develops record keeping procedures; provides relevant information for reports and correspondence.
• Edits and updates Town website.
• Issues, receives, and processes various routine applications, forms; applies departmental policies and procedures in determining completeness of applications.
• Coordinates the attendance of public outreach events; represents the Town at such events related to Town services and priorities.
• Uses computers to enter, prepare and proofread drafts, labels, forms, envelopes and a variety of documents; prepares and distributes a variety of documents; prepares and distributes public hearing notices; maintains accurate files and records.
• Orders supplies; prepares invoices for payment; monitors expenditures; sorts and distributes mail.
• Builds and maintains positive working relationships with co-workers, other Town employees and the public using the principles of good customer service.
