The Department

The Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting. Budget activities include coordinating and producing the annual budget document, monitoring revenue and expenditure performance, preparing mid-year and year-end budget presentations to the City Council, evaluating the effects of budget changes on service levels, assisting departments with business planning, and supporting citywide economic development projects. THE POSITION:

ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities include, but are not limited to, the following:    

• Review of capital projects and operating accounts to capitalize/expense assets; disposal and timely recording of assets. 
• Review of invoices and contract to ensure the accuracy of capital assets accounting records in accordance with the Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standard Board (GASB); Federal and State grant rules; and regulations including OMB super circular 2CFR Part 200.
• Manage fixed asset activity including performing system depreciation expense and capitalization of assets in the capital asset system.
• Analyze accounting data in the capital asset system, subsidiary, and general ledger to review and highlight variances, trends, exceptions and discrepancies, taking action as appropriate.
• Prepare month-end capital asset reconciliations between capital asset system and General Ledger. 
• Identify and document accounting treatment (capital or expense) for capital asset projects. •   Ensure historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
• Establish and maintain strong, collaborative relationships with project managers and other departments to ensure the accuracy of capital assets accounting treatment. 
• Assist in developing/updating the Capital Asset Management policies and procedures in coordination with other departments within the agency.

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning.

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures. 
• Review the Annual Comprehensive Financial Reports for all business units and update the report with the various notes as they relate to each of the business units. 
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities. 
• Perform other job-related duties as needed or assigned by the section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location.  This position can primarily be performed remote. On-site attendance as required based on in-person meetings or work assignments.

The Project Analyst will assist with the grants and contracts billing process and perform a range of other accounting and financial analysis duties.

The position requires a highly motivated and organized individual who is able to handle multiple tasks, make good judgment decisions, and work independently or as part of a team.

This position reports to the Accounting Supervisor, and some tasks may be supervised by the Deputy Financial Officer. The position does not have any direct supervisory responsibilities and will generally work as part of a team of 8-10 coworkers.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Review grants and contracts charges for compliance with the related agreements.
• Prepare invoices to grantors in strict accordance with grant guidelines including the period of performance, the scope of work, and other eligibility restrictions.
• Communicate and follow up with the appropriate staff regarding the necessary invoice adjustments or approvals.
• Maintain grant and contract files, including grant agreements, budgets, board actions, contacts, billings, correspondence, and project progress reports.
• Record various types of financial transactions accurately and timely in the general ledger. Resolve accounting issues and perform account analysis.
• Prepare internal reports for management, including a monthly report on grant and contract billing activities.
• Develop and submit fiscal reports that may be required by contract or statute.
• Prepare a variety of journal entries including land acquisition recording, reclassifications, and other adjustments for approval and posting.
• Maintain deferred revenue accounts and prepare revenue recognition journal entries on a regular basis.
• Assist with month-end closing procedures such as cost allocations, prepaid expense amortization, and other recurring transactions.
• May be required to assist in the preparation of the agency’s annual budget, budget-to actuals tracking, and budget revisions.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform other related duties as assigned.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

REQUIRED SKILLS

• Working knowledge of Generally Accepted Accounting Principles (GAAP).
• Verbal and writing skills must be advanced enough to explain financial matters effectively.
• Advanced knowledge and work experience with MS Excel spreadsheets and some experience with ERP systems.
• Ability to review and analyze financial information, make recommendations, and take effective actions.
• Ability to prioritize and complete tasks and projects in a timely manner, even when working on multiple projects simultaneously.
• Ability to establish and maintain positive, cooperative relationships with those contacted in the course of work.
• The ideal individual for this position must be self-motivated, self-directed, and proactive, with the ability to take initiative and work independently.

MINIMUM QUALIFICATIONS

• B.A. or B.S. degree in accounting or a related field. 
• Two (2) years of relevant experience performing similar accounting duties.
• Desired experience includes familiarity with governmental accounting and Government Accounting Standards Board (GASB) statements.

• Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.
• Basic First Aid and CPR certification (or ability to complete within 6 months).

• Excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English will be required.
• Excellent organizational skills.
• Establish and maintain cooperative relations with those contacted in the course of work including the general public.

• Bilingual skills in English and another locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is desired.
