The Office of Mayor Matt Mahan is recruiting for a Council Policy & Legislative Director, seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, making recommendations, and developing action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development.

The total salary range for the Council Policy & Legislative Director is $68,619.98 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

Responsibilities for the position may include, but are not limited to the following:

• • Develop and maintain positive working relationships with City Council offices, City departments, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.
  • Coordinate projects citywide with City administration.
  • Lead initiatives within an assigned policy portfolio. Drive policy priorities through government and legislative process. Research best practices on assigned policy portfolio.
  • Gather background information relative to issues pending before the City Council.
  • Draft routine to complex correspondence, memoranda, and reports which articulate the Mayor’s policy initiatives.
  • Prepare speeches and talking points for the Mayor.
  • Coordinate arrangements for meetings, programs, or other civic functions on behalf of the Mayor.
  • Attend meetings and community events with the Mayor, requires occasional availability on evenings and weekends.
  • Gather background information relative to issues pending before the City Council
  • Analyze a wide variety of materials on assigned projects, programs, and topics.
  • Respond to constituent inquiries and issues, resolving complaints, and interpreting operating policies for residents of the community and other interested parties.
  • Attend and represent the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.
  • Perform other duties of a similar nature or level as required.
  • Conduct public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor.
  • Provide support in community engagement efforts with neighborhood, district or citywide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities.
  • Performs other duties as assigned.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. Job Opportunity

The City of Berkeley invites you to apply for the position of Assistant Civil Engineer! In this role, you will have the opportunity to work on capital improvement projects in the Parks, Recreation & Waterfront Department or the Public Works Department. Minimum Qualifications

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the City of Berkeley Junior Public Works Engineer classification.

Other requirements include:

• Possession of a California State Certification of Registration as a Professional Engineer

The Department

The Public Works Department plays a key role in shaping the community and its future as Fremont. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

The Position

The Facilities Design and Construction Project Supervisor I/II will be a member of the Public Works Department and reports to the Facilities and Real Property Manager. Public Works is responsible for the daily maintenance and upkeep of city infrastructure and design and construction of new or improved public facilities. Key responsibilities of the Facilities Design and Construction Project Supervisor I/II include project management, liaison, inspection, and contract administration for the design, construction, and modification of over 150 City buildings and structures.

The Ranger is a sworn peace officer who provides visitor services and resource protection on MRCA owned and/or managed parkland.

This position performs a wide variety of duties including park maintenance, law enforcement, first aid, wildland firefighting, and public safety patrol. The Ranger assists the public in natural resource interpretation and performs other duties as needed.  

This is a professional position that requires a highly motivated, responsible, and organized individual. Candidate must be a self-starter who can handle an array of tasks, has good judgement, and can work independently or as part of a team.

This is a full-time, non-exempt, at-will position.

This position reports to a Supervising Ranger. Assorted tasks may be supervised directly by Division Chief or other Executive Staff. The position may provide technical and/or functional direction to volunteers and other groups.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Provide a wide range of law enforcement and public safety services including, but not limited to wildland firefighting, search and rescue, and first aid.
• Respond to emergency situations on parkland to protect life and property.
• Make physical arrests, issue citations, and write reports.
• Conduct criminal and administrative investigations.
• Perform traffic control.
• Use, wear, and maintain protective equipment which includes various types of firearms, batons, chemical agents, body armor, and handcuffs.
• Perform routine maintenance and repairs on agency vehicles and various equipment.
• Perform a variety of maintenance, restoration, and repair duties.
• Remove graffiti as necessary, empty trash cans, clean restrooms, clean up litter, and remove illegal dumping.

• Coordinate with vendors and other government entities.

• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to hike, run, bend, lift, stoop, kneel, reach, and climb, lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors, constantly work in outdoor weather conditions, and frequently move about work sites.

Incumbents should have physical strength, endurance, and agility; be mentally alert and physically sound; and have hearing and vision sufficient to perform the essential functions of the job.

40 hours per week or in an alternative schedule (9/80 or 4/10 program), must be available to work nights, weekends, holidays and overtime. Must be available to work at various locations.

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. The MRCA is committed to protecting its staff by ensuring appropriate physical distancing and proper infection control while supporting equitable access to services. MINIMUM QUALIFICATIONS

PATHWAY B CANDIDATES WILL BE APPOINTED AS A TEMPORARY RANGER ASSISTANT UNTIL SUCH TIME AS THEY CAN BE ENROLLED IN A POST BASIC ACADEMY.

• Common Windows-based programs including word processing, spreadsheets, and databases. 
• Proficiency in basic mathematics; basic grammar and spelling as required in preparing reports and records.

The starting hourly rate for Ranger Trainee is $21.51 – $26.14 per hour.  At the completion of all training requirements and upon appointment as a Ranger by the Executive Officer, the wage increases to a range of $30.36 - $36.90 per hour.

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. This provision does not apply to applicants who are not currently employed by MRCA and may be exercised only at MRCA’s discretion and as budget allows.

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

License
Possession and maintenance of a valid Class C California Driver's License.

Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- 21 years of age at time of appointment.

- Vision in each eye, correctable to at least 20/30.

POLICE OFFICER

Candidates must have successfully completed a California POST approved Basic Police Academy with a valid California POST Academy Certificate; OR Currently attending a POST approved Basic Police Academy and/or has been accepted to a POST approved Basic Police Academy.

The City of Hayward is accepting application for Police Officer--Academy Graduates and Academy Participants. Police Officers at the City of Hayward perform a wide variety of law enforcement assignments including but not limited to: patrol, traffic control, criminal and juvenile investigation, and radio communication. Those candidates who are currently participating in the Police Academy would be hired as a Police Officer Trainee ($5,837-$6,125). The Police Officer Trainee is hired into a civilian position for the period of time they are assigned to the police academy. Upon successful completion of training at the academy, Trainees will then be sworn in and appointed to the classification of Police Officer. Police Officer Trainee benefits are limited to those of a civilian employee.

DEFINITION
