POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

CUSTODIAN

Open until September 16, 2024 or until a 100 applicants received, whichever occurs first. 

SUMMARY DESCRIPTION

Under general supervision, performs a variety of custodial duties to maintain the cleanliness and orderliness of assigned rooms, buildings, and related City facilities.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Sweep, scrub, wax floors; vacuum and clean rugs and carpets; clean restrooms; empty and clean waste receptacles.

2.       Wash and dust windows, walls, and blinds.

3.       Perform minor maintenance and repairs on equipment or buildings such as replacing light bulbs, fixing doors, or minor painting.

4.       Unlock and lock entrances to buildings; check buildings for security.

5.       Inspect buildings for safety, fire, and sanitary hazards.

6.       Operate a variety of electrical cleaning equipment; maintain and order custodial equipment and supplies.

7.       Perform various tasks in moving or rearranging furniture, desks and other equipment; set up room for meetings.

8.       Answer general questions from the public and City staff.

9.       May assist in training less experienced staff.

10.    Perform related duties as required.

Requirements:

1. Custodial work experience is desirable.

2. Education equivalent to the completion of the 12th grade.

3. Possession of a valid, California Driver License

4. Ability to work a flexible schedule that will require weekends.

Accountant II

Hourly Range: $47.36 - $63.47

Bi-weekly: $ 3,789.05 - $5,077.69

The Santa Clara County Housing Authority (SCCHA) is looking for a skilled Accountant II to perform a range of complex and varied technical and professional accounting tasks. Key duties include auditing, analyzing, and verifying financial records and reports, preparing financial and statistical reports, assisting with budget preparation, and reconciling general ledger accounts. This role also involves preparing year-end audit reports and schedules, managing full-cycle Accounts Payable (A/P) functions, and coordinating Housing Assistance Payment (HAP) disbursements. Under the direction of the Recreation and Community Engagement Department, the position is responsible for Reception/Cashier duties at City Hall and assisting with City events.

This entry-level classification requires limited time on the job before an incumbent can function at the full journey level. When assigned to the front desk at City Hall, one will perform various clerical tasks, including receptionist duties, basic cashier, customer service, program registration, record keeping, data entry, filing, and support of special events or projects.

When assigned the task of Recreation Assistant, will perform a variety of functions to support the Recreation Department's programs, including working directly with youth participants, assisting with planning activities, and providing customer service. Responsibilities may include clerical duties like program registration, record keeping, data entry, filing, and support of Department special events.

This position is not responsible for the direct supervision of other Department staff but may provide direction and assist other staff/volunteers during a program and/or activity.

Accountant I

The Accountant I role is an entry-level position focused on technical and professional accounting tasks. This includes hands-on experience in areas such as general ledger account analysis, reviewing financial statements and reports for accuracy and compliance with government accounting regulations, and supporting full-cycle payroll and accounts payable processing. Proficiency with ERP accounting systems is essential, while hands-on experience with payroll systems (e.g., ADP) and knowledge of payroll/benefits regulations is desirable. The incumbent will gain exposure to various functions within the Finance department, including general ledger reconciliation, payroll processing and reporting, accounts payable, and financial statement reviews. Ensuring compliance with governmental accounting standards, payroll rules, and agency policies is a key responsibility.

DESCRIPTION:

The Department:

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.

The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). 

The Position:

The Buyer is a hands-on, front-line, customer service driven position. The position will perform necessary purchasing procedures for the acquisition of goods and services, which include (a) reviewing and prioritizing requisitions and proposed specifications; (b) preparing, developing, and issuing solicitations of moderate complexity; (c) processing requisitions and purchase orders; and (d) applying City purchasing policies and procedures. The ideal candidate will have knowledge of (a) current principles, practices, and methods of purchasing, (b) cost reduction techniques; and (c) pricing and cost analysis.

Acceptable Substitution:

Experience may be substituted for education on the basis of one year full-time paid responsible purchasing experience for each year (30 semester units) of education.

License/Certifications:

Possession of an appropriate, valid California driver's license is required.

Other Requirements: 

Incumbents in this position are required to file a Conflict of Interest statement upon assuming office, annually and upon leaving office, in accordance with City Manager Directive 100.  Must be able to perform all of the essential functions of the job assignment.
