AC Transit is actively searching for an exceptional, professional senior recruiter who can source, recruit, and interview good quality candidates for high level, complex and high-volume recruitments. This position will serve as a lead recruiter to support a full cycle recruitment process by developing recruitment strategies, assisting in salary recommendations, and staffing according to EEO guidelines and District policies and procedures. The successful candidate will possess a consultative, customer focused approach with an emphasis on professionalism and a history of providing the best possible support to hiring managers to guide them in hiring high caliber candidates. Strong recruitment experience, compensation experience and/or generalist background are highly desirable.

REPRESENTATIVE FUNCTIONS:
MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.
Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.
Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.
Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.

The Position
The Human Resources Analyst I/II will perform a wide range of responsibilities in the Human Resources Department. The current vacancy will primarily focus on recruitment and examination responsibilities. This recruitment may also be utilized to fill an additional vacancy to support the benefits function within the Human Resources Department.
Examples of job responsibilities may include, but not limited to the following:
• Compile and analyze HR metrics and data from a variety of sources and HR systems (NEOGOV and PeopleSoft 9.2) to make recommendations.
• Prepares reports with data results, including presenting and explaining findings/recommendations related to human resources policies and processes.
• Assists in the interpretation and application of human resources rules, policies, legislation and MOUs.
• Recruitment & Examination:
− Plan, develop and administer the full cycle recruitment/selection process and activities.
− Provide analytical support with position classification/compensation to support client departments’ hiring/staffing needs.
− Identify and implement industry best practices for hard-to-fill positions.
− Utilize social media and other recruitment marketing sources to attract and increase candidate pools.
− Implement efficiencies that will result in reducing the time to hire.
• Benefits Administration:
− Provide analytical support with the administration of benefits programs, including the City’s retiree medical reimbursement program, deferred compensation governance, leave administration, Affordable Care Act (ACA) and the City’s annual open enrollment process.

The Position
The Human Resources Benefits & Payroll Manager is one of three division level manager positions reporting to the Human Resources Director. The position is a working manager and has overall responsibility for planning, managing and evaluating the benefits and payroll activities, programs and staff (Human Resources Analysts and Technicians) within the division. Major responsibilities include, but are not limited to:
- Manage and coordinate a diverse portfolio of medical, dental, vision and other employee benefits plans and programs, including short term and long term disability, flexible spending accounts, basic and supplemental life, deferred compensation and many other benefits plan options.
- Monitor the developments and legislation related to human resources benefits and payroll-related matters, including evaluating the impact upon City operations, and recommends and implements policy and procedural improvements.
- Manage and assist the team with troubleshooting and initiating the appropriate resolution on a variety of benefits and payroll issues.
- Lead and engage the benefits and payroll team to update and modernize administrative policies and processes.
- Manage and coordinate the annual benefits open enrollment process.
- Partner and coordinate with benefits providers and the City’s benefits broker to obtain the best rates and coverages for a variety of products.
- Conduct benefits costing and analysis in support of the labor negotiation process.
- Oversee administrative benefits/payroll activities, which includes benefits billing and reconciliation, audits, CalPERS disability retirements, the City’s retiree medical reimbursement program and responding to public records act requests.
- Manage and facilitate the City’s Deferred Compensation Governance work plan items in partnership with the Deferred Compensation Governance Committee.
