The San Mateo County Registration & Elections Division is seeking seasonal Election Worker – Office Assistants to assist in the upcoming March 5, 2024 Presidential Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired into one of the following areas:
 
Clerical Support/Vote by Mail

• Data entry
• Processing Vote by Mail ballots 
• Retrieving ballots from the post office
• Counting ballots
• Operating ballot processing equipment

 
Ballot Retrieval

• Retrieving voted ballots from Ballot Drop Boxes throughout San Mateo County
• Delivering voted ballots to San Mateo County Registration & Elections Division
• Driving County vans throughout the day (and evenings, as needed)
• May also help with delivering supplies to Vote Centers

Supplies

• Inventorying and packing/unpacking Vote Center supplies
• Fulfilling inventory/supply lists for multiple Vote Centers
• Recording and updating inventory numbers regularly
• Operating pallet jacks and other devices to safely relocate supplies
• Accepting shipments and packages to the warehouse 
• Delivering supplies to Vote Centers
• Valid California driver license required

Clerical Support/Voter Registration

• Data entry
• Updating voter registration records based on information from statewide voter registration database and other governmental agencies 
• Preparing, verifying, and processing provisional ballots including a review of challenged ballots
• Preparing, verifying, and processing petitions, including nominations, initiatives, and recall petitions and performing second-level petition verifications

 
Customer Service/Phone Bank

• Assisting voters in finding election material and understanding their voting opportunities over the phone

 
Outreach Services

• Demonstrating voting equipment
• Registering voters
• Presenting information about the upcoming election

Vote Center Help & Support

• Answer and route calls from Vote Center Representatives, Field Techs and Ballot Retrieval Operations
• Assist Vote Center Representatives in resolving procedural, equipment and/or supplies issues at the Vote Centers 
• Create, assign and/or resolve incident tickets
• Call center experience preferred, but not required 

 
Voting Equipment

• Function-testing voting equipment
• Assisting in delivery and pickup of voting equipment at Vote Centers
• Driving personal vehicles to and from Vote Centers to troubleshoot equipment (required)

 
Fluency in Spanish, Mandarin and/or Cantonese, Tagalog/Filipino, Korean, Burmese, Hindi, or Japanese is preferred in Customer Service/Phone Bank and Outreach Services but not required.
 
The hourly wage for this position starts at $21.72.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal Clerical Support and Customer Service candidates will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. Outreach Services candidates will have strong public speaking abilities and are bilingual in at least one of the above listed languages. Voting Equipment candidates will be able to lift and carry materials weighing more than 50 pounds and must use personal vehicles to service Vote Centers. Ballot Retrieval candidates will have a valid CA Driver License and be able to carry materials weighing up to 50 pounds.
 
Critical skills for all Election Worker Office Assistant positions include the ability to prioritize work, coordinate several activities, organize, and maintain accurate files and records, and understand and carry out oral and written directions.
 
Typical office hours are 8:00 am to 4:30 pm, Monday through Friday. However, these positions may require working overtime, including long hours, weekends, evenings, and holidays.   (Any authorized time worked more than 40 hours in the workweek shall be considered overtime and shall be compensable at the rate of one and one-half (1-1/2) times the overtime worked.

Generally, extra-help employees who work on a holiday shall be compensated for such time worked at the rate of one and one-half (1 1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group).
 
The selected individuals must be available for the entire employment period until the completion of their assignment.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).

Both positions require a master's degree from a recognized school of Social Work, Counseling, Psychiatric Nursing, or other Marriage and Family Therapy eligible discipline, or a doctorate degree in Psychology.

Field placement of at least one (1) year in a medical, psychiatric, or community mental health setting

Medical Services Assistants II who are assigned to the clinics and perform advanced patient care duties as defined in the classification specification shall receive a differential of 6.2% in addition to all other compensation.

Position Summary

 

Under general direction of  the Director of Budget and Electronic Revenue, the Electronic Revenue Collection Programs Manager is responsible for overseeing the daily functionality and collecting revenue accurately especially for the AET program and Clipper program.  This position is responsible for leading the daily operations of the District’s toll and electronic fares programs to oversee activities such as contractual requirements, lead new/enhanced system improvements, and resolve current operational issues.  In addition, this position is responsible for actively monitoring the daily transaction processing for transit, tolls, traffic and passenger volumes, revenue, and system budget and cost. The Manager will coordinate and work with other District staff responsible for system maintenance, technical functionality and customer issues to aid in uncovering and addressing system issues before they escalate. This position will identify and suggest program/policy improvements to the AET program and Clipper program.

 

The position is responsible for working with customers, AET technical specialists and contractors, Clipper technical specialists and contractors, accounting staff, regional customer service center (CSC) staff, Clipper Service Bureau (CSB) staff, toll system vendor staff, regional Clipper partner agencies, third party vendors that supply the system hardware and software, bridge customers, contracted customer service center staff, Metropolitan Transportation Commission (MTC) staff, Bay Area Toll Authority (BATA) staff, California and out of state Department of Motor Vehicles (DMV) and collections agencies to ensure that license plate toll transactions and revenues are being processed effectively and efficiently.In addition, this position will participate in the regional/national toll committees such as California Toll Operators Committee (CTOC), 6C coalition, and IBTTA.

• Track system issues and facilitate resolution

• Responsible for performance standard monitoring and management reporting
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Create reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions and toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Develops and monitors budget of the programs

• Monitors cost of system integration and initiates solutions to reduce costs
• Reviews Automatic Electronic Tolling (License Plate/Fastrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Supports the operations of contracted third party cash payment networks and District Clipper networks including Clipper bus and ferry operations staff
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and Experience Requirements:

• Bachelor’s degree in Accounting, Finance, Economics, Public or Business Administration or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Five years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis

 

Preferred Qualifications:

• Public sector experience, working with teams, and group facilitation skills experience
• Technical program management experience
• Demonstrated experience in working with computerized financial accounting systems
• Background in working with back end technical contractors, Operational systems, collections, DMV processing
• Demonstrated knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis

Position Summary

Under general direction of the Director of Budget and Electronic Revenue and reporting to the Electronic Revenue Programs Manager, the Electronic Revenue Collection Analyst is responsible for supporting the daily functionality and collecting revenue accurately, especially for the AET program and Clipper program. The District utilizes a regional electronic-based fare system (Clipper) for the Ferry and Bus Systems and administers an All-Electronic Toll (AET) collection system for Bridge tolls. This position is responsible for representing the District and working with a variety of internal and external agency staff and must be able to work with technical specialists, accounting staff, customer service center (CSC) staff, toll system staff, regional Clipper partner agencies, and third parties to ensure that toll and fare payment transaction processing is functioning properly and accurately. Monitors and improves the daily transaction processing for transit, tolls, traffic and passenger volumes, and toll collection rate activities and revenue. Participates in special projects for toll, parking, and electronic revenue programs and resolves operational and functional issues of the Clipper program for the District and proactively resolves customer related issues including system maintenance, customer service functions including direct customer contact, technical functionality and customer issues to aid in uncovering and addressing system issues. Responsible for data trend analysis, budget monitoring, program analysis, reconciliation of financial and programmatic contract issues, and creating/revising the toll collection (traffic and revenue) program reports for management for the electronic revenue program.

 

Essential Responsibilities

•  Extends exceptional customer service to the public, possesses an analytical aptitude, and is detailed oriented while presenting the broader perspective to management
• Track system issues and facilitate resolution
• Support contract and program compliance
• Coordinate and support contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back-office functions
• Support operations with program managing changes, upgrades, or implementation of new technical e-fare functionality
• Performs variance and trend analyses on daily traffic/passenger and revenue volumes
• Audits transaction flow from the lane to revenue collection at the CSC system to ensure end-to-end system performance
• Completely understands CSC reporting on transaction processing and works with the CSC to improve reporting
• Responsible for performance standard monitoring and management reporting
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Creates reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions
• Monitors and maintains efficient toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Reviews AET (License Plate/FasTrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Supports the operations of contracted third party cash payment networks and District Clipper networks
• Supports the planning, research, implementation, and operation of new and sometimes unprecedented revenue collection programs and systems
• Supports Clipper bus and ferry operations staff through improving, resolving, and monitoring the system
• Performs additional related duties as assigned
• Regular and reliable attendance and performance is required

 

Minimum Qualifications

Education/Experience Requirements: 
• Bachelor’s degree in Finance, Economics, Public or Business Administration or Accounting related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Three (3) to five (5) years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis or related experience 

Desirable experience: 
• Ability to work in a fast paced, operational setting, working with teams, and group facilitation skills.
• Background in working with back end technical contractors, operational systems, collections, DMV processing.
• Working knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis.
• Ability to work with multiple partners to achieve project goals and address issues.
