The Position

The Community Development Project Coordinator (CDPC) acts as a project leader in the City's community development program activities. This position is responsible for coordinating various phases of projects and implementing activities of economic development and housing. Duties include handling requests for grant funding, contract compliance matters, operations support, data analysis, and development and administration of policies, procedures, and budgets.

The Departments

Health, Housing & Community Services

• In Affordable Housing Programs, the CDPC provides project leadership and implements a variety of programs related to affordable housing development, rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests. 

• In Labor Standards and Employment Programs, the CDPC works to ensure the City is in compliance with relevant local and federal ordinances/regulations. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD). 

Public Works

• In Real Property Services, the CDPC provides lead direction to staff, advises City Management on program implications of operational or financial activity, and makes recommendations regarding areas such as project restructuring, funding alternatives, and cost analysis. Incumbents have considerable latitude to exercise independent judgment, particularly when representing the City Manager or department in meetings with other agencies, boards and commissions and community groups.

• In Electric Mobility, the CDPC leads the City's efforts to fulfill the Berkeley Electric Mobility Roadmap. This plan aims to create a fossil-free transportation system that integrates with and supports the City’s ongoing efforts to increase walking, biking, and public transportation use in the City, and ensures equitable and affordable access to the benefits of clean transportation. Incumbents will organize the Electric Mobility Implementation Working Group, manage the development of City-owned electric vehicle charging infrastructure, track and develop programs utilizing emerging mobility options, and catalyze actions such as pilot projects and new best practices.

City Manager 

• In the ​​​Office of Economic Development, the CDPC provides assistance to new and growing businesses in Berkeley and the business district organizations that represent them. They will perform a range of economic data analysis, prepare reports and presentations for the City Manager, City Council, and various boards and commissions, manage Berkeley's Revolving Loan Fund, and manage contracts with one or more Berkeley Business Improvement Districts (BIDs). Incumbents will also act as liaison with various district-based business organizations to help them promote and develop their districts, build local capacity and promote positive neighborhood economic development outcomes. They will advise businesses seeking to grow in or relocate to Berkeley and link them with property owners, brokers and other sources of business assistance. 

Required Qualifications

Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field.

AND

Four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

OTHER REQUIREMENTS: A valid California driver's license is desirable. Must be able to attend evening meetings.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you will function as a project leader for Capital Projects with an emphasis on engineering design.

Located in the Public Works Department and the Parks, Recreation & Waterfront Department, capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. Within the Civil Engineer series, Associate level engineers prepare the more difficult and complex specifications, drawings, legal descriptions and cost estimates.

Minimum Qualifications

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer classification.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include possession of a valid California Registration as a professional Civil Engineer and possession of a valid California driver's license with a satisfactory driving record.

DEFINITION

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction; principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works

improvements; legal issues, including liability laws, relating to municipal construction and civil engineering.

Responsibilities:

Leaders in IT all play a key role in working across organization boundaries to deliver superior IT services while shaping to emerging demands. Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. • Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION
To inspect a variety of public works projects funded by federal, state, and municipal funds and inspection of both public and private improvements in new subdivisions to ensure compliance with plans and specifications, schedule, and safety regulations during their construction. Projects include those involving federal and municipal funds and both public and private improvements in new subdivisions.

DISTINGUISHING CHARACTERISTICS
This is a skilled journey-level class that requires independence of action, judgement and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

 

Essential Duties

Duties may include but are not limited to the following:

Makes field inspections of a variety of public works projects including streets, roads, airport runways and taxiways, grade separations, curbs and gutters, sanitary sewers, storm drains, water lines, public buildings and structures, airport facilities, reservoirs, and new facilities for Water Pollution Control Facility (WPCF).

Evaluates the quality of construction and of materials used in construction, to insure compliance with plans and specifications.

Requests and interprets results of soils, materials, and operational tests, including compaction test reports.

Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, material submittals, and certificates of compliance.

Writes letters to contractors, and initiates change orders concerning the contract.

Collects and reviews contractor payroll records to ensure compliance with state and federal wage rate laws.

Conducts employee interviews relative to federal requirements.

Write daily construction reports.

Estimates the cost of materials and labor necessary to complete new or unanticipated work.

Prepares progress payments to contractors and prepares reports relative to completed work.

Interprets and explains plans and specifications to the general public.

Responds to questions and complaints from the general public related to construction activities.

Enforces storm water pollution prevention program (SWPPP), Private and Public developments and makes reports for the Alameda Countywide Clean Water Program.

 Knowledge of:

• Materials and methods used in the construction of a variety of public works projects including public streets, curbs and gutters, sanitary sewers, storm drains and domestic water lines.
• Public buildings, airport paving, sidewalks and accessible curb ramps, mass grading, concrete structures, streetlights and traffic signals, landscaping, and C.3 Storm Water Controls.

It is desirable to be familiar with CALTRANS specifications, procedures and standards.
 
Education: Equivalent to completion of the twelfth (12th) grade.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. This role and responsibilities will address help desk tickets submitted from the City Council Offices and City Manager’s Office to resolve speed, capacity, and security issues of software applications, application performance upgrades, equipment and/or complications from urgent hybrid meetings. Salary Information:

• Enterprise Information Technology Engineer I: $105,040.00 – $127,795.20 annually 
• Enterprise Information Technology Engineer II: $111,280.00 – $135,595.20 annually 

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Enterprise Information Technology Engineer (EITE) I/II shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
