Description

The City of Newark is now recruiting for a Human Resources Technician. The Human Resources Technician is often responsible for first impressions of the City to potential job candidates, employees, and the general public. They are responsible for providing accurate and timely information and are expected to wow our employees and other customers with exemplary personal service. Technicians support all of the Human Resources functions, including recruitment and selection, employee engagement, employee development, workers' compensation, benefits, performance management, talent acquisition, employee relations, and classification and compensation. While working as a generalist in all areas, they can also specialize in a few areas that match their skills, passion, and professional growth interests.

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Experience:

  • Three (3) years of progressively responsible human resources technical or administrative work.

Training:

  • Possession of a high school diploma or equivalent. College-level course work is desirable. 

License and Certificate:

Possession of a valid driver license and a satisfactory driving record throughout employment.

The ideal candidate for the Human Resources Technician position will be a well-rounded human resources professional with comprehensive experience in key areas such as recruitment, benefits administration, risk management, workers’ compensation, organizational development, employee engagement, training, and other critical HR functions.

Benefits

COMPENSATION & BENEFITS

The City offers an outstanding benefits package that includes:  (Eff. January 1, 2025)

  • Health Insurance: The City contributes the following amounts to employee health and welfare benefits:
    • Employee only: $932
    • Employee + 1 dependent: $1,862
    • Employee + 2 or more dependents: $2,460

If an employee declines medical insurance with the City, employee may receive up to $450 cashout per month. Any cashout will be paid to the employee in taxable compensation. Proof of medical insurance is required.

  • Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security. The City participates in Medicare.
  • General Leave: 184 to 264 hours of general leave accrual each year, depending on length of service. Up to 80 hours of general leave may be converted to pay per fiscal year. 
  • Confidential Leave: Up to 20 hours per fiscal year.
  • Holidays: 13 paid holidays per year.
  • Deferred Compensation: Voluntary participation.
  • Life Insurance: City-paid $50,000 policy.
  • Educational Reimbursement:  Up to $10,000 lifetime benefit for a college degree program
  • Long-term and Short-term Disability: Voluntary participation.
  • Health and Welfare Reimbursement: $100/month (out-of-pocket health-related expenses)
  • Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
  • Health & Fitness: On-site state-of-the-art gym available for use by Department employees. Employees and eligible family members living in the same household may use the Silliman Activity & Family Aquatic Center free of charge. Additionally, employees and their eligible family members receive resident rates for class registration and facility rentals.

An application and resume must be submitted through CalOpps by October 2, 2024 at 5:00 p.m. The most qualified candidates will be invited to an in-person written exam scheduled for October 7, 2024. Selected candidates will be invited to an in-person Oral Board on October 15, 2024. Finalist will be invited to a department interview tentatively scheduled for October 21, 2024 The selected final candidate will be required to complete a background check, including fingerprinting, a basic physical exam, and a credit check report.
