City Manager’s Office – 3 positionsThe City Manager’s Office is recruiting for three Management Analysts that will be assigned respectively to the general City Manager’s Office, Mayor and Council Office, and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

City Manager’s Office
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency
preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic
development, community outreach and engagement, property management, sustainability, community grants, legislative advocacy, and special projects.  
 
The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff, working on projects and assignments related to City programs, and managing the department’s budget and financials.
 
Responsibilities may include:

• Assist in the preparation and administration of the City Manager’s Office departmental budget and financials.
• Administer and/or support key programs and initiatives that may include the City’s Legislative Advocacy, Minimum Wage, Community Grant, Smoke-Free Santa Clara, and Safety Programs, the City’s service request platform (MySantaClara), organizational development, homelessness response, sustainability, real estate, economic development, employee engagement, and development of an internship program.
• Assist with the coordination of the annual Priority Setting Session.
• Provide staff support for committees and serve as a liaison to external organizations and community groups.
• Respond to Public Records Act requests and other inquiries from the public. 
• Provide contract management for various types of agreements. 
• Review, analyze, and prepare a variety of work products including agenda reports to the City Council, policies, agreements, correspondence, Request for Proposals, and other documents. 

 
Mayor & Council Office
The Mayor and Council Office is a division under the City Manager’s Office. The division manages the scheduling for Mayor and City Councilmembers, oversees the fiscal management of the Mayor and Council Office budget, supports official travel needs, and responds to constituent concerns.
 
The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.
 
City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
 
The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This may include responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.

Silicon Valley Power (Electric Department) – 1 position The Electric Department is seeking a Management Analyst to support its Operations Divisions. This position will support the purchasing and contract management activities of the Operations focused Management Team (Purchase Order process management, RFP development and management, budget preparation, contracts management and processing, policy and procedure development and maintenance).  
 
Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations, purchasing and contracts management, and will have a demonstrated aptitude for grasping, conveying, and applying information related to electric or similar technical and dynamic systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.
 
Responsibilities may include:

• Develops and manages internal procedures, documents, training materials, and controls related to purchasing guidance and management
• Provides assistance, guidance, and support, in all purchasing and contracts management activities
• Maintains awareness of changes to purchasing codes and guidance by reviewing purchasing updates, maintaining relationships with employees in the finance and purchasing Divisions, meetings, and calls, and reports back potential impacts to the organization
• Ensures documents, training materials and platforms, and internal SharePoint sites are maintained and organized
• Provides oversight, analysis and guidance to employees as needed
• Manages personnel as assigned
• Provides additional support with large projects as-needed
• Works with SVP divisions to address purchasing compliance with rules and guidance, 
• Develops Purchasing and Contracts document structure and build SharePoint (or similar database) sites 
• Maintains awareness of risks of non-compliance with rules and guidance and ensures they are addressed
• Manages purchasing compliance and documentation of Purchase Requests, Purchasing Code, Competitive Process, Prevailing Wage requirements,

Water & Sewer Utilities Department – 1 position The Water and Sewer Utilities Department is a utility enterprise that provides planning, design, construction, maintenance, and operation of the City's water distribution system, sewer collection system, and recycled water system.

Education

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

 

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

Human Resources Technician II

The Human Resources Technician II is the full working level position in the Human Resources office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including, as applicable, lead responsibilities over Human Resource Technician I, organization and coordination of workload, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Human Resource Technician I by the greater complexity of assignments and higher degree of independent action.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs the duties assigned to classes in the Human Resources Technician series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.

• Maintains office equipment and facilities; operates and performs routine preventative maintenance on office machines including data/word processors, copiers etc.

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The Human Resources Analyst II is the full professional level class in which the incumbent is expected to independently perform the full scope of human resources analysis and research on new and current program activities as assigned. This classification is distinguished from the next higher classification of Human Resources Manager in that, the latter is responsible for the more advanced duties and acts as the division manager of an assigned function.

Senior Human Resources Analyst

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.

• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The Manager, Rail Vehicle Engineering reports to the Deputy Director Rail Systems Engineering. The manager is responsible for ensuring the design and maintenance integrity of rail cars and maintenance vehicles, vehicle systems, subsystems, and support equipment for the PCJPB Caltrain.

Essential Functions & Duties

ESSENTIAL FUNCTIONS:

• Responsible for design and maintenance integrity. Evaluates the performance of transit rail car and maintenance vehicle systems, subsystems, and components; oversees investigation into malfunctions and failures. Required to make recommendations for remedial action.
• Direct and participate in the development and revision of vehicle maintenance and testing programs and procedures.
• Lead in the design authority for development and procurement of equipment and services related to rail cars and maintenance vehicles.
• Ensure that the requirements for new rail cars, maintenance vehicles, and their related systems, subsystems, and support equipment are included in Caltrain’s specifications.
• Supervise staff.  Hire, mentor, and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. • Evaluate technical proposals, cost estimates, specifications, and designs for compliance with Caltrain’s operational needs.
• Review contractor submittals, evaluate test procedures, maintenance manuals, and inspection schedules for new equipment and recommend improvements to enhance reliability objectives.
• Develop effective standards for vehicle, equipment, and system testing; perform testing in coordination with maintenance and/or engineering personnel.
• Prepare technical reports relating to design, compatibility, maintenance, and testing requirements of rail car/track equipment systems and subsystems.

• Assist with the configuration management of the signal and grade crossing systems, their subsystems, and assets, along with any updates/changes to the configuration management.
• Provide general oversight of and engineering support of Caltrain signal system and crossing systems, to support compliance of Engineering standards for construction and/or modification of signal and crossing systems.
• Support of Caltrain’s technical specifications and standards of the systems and assets, also ensure specifications and standards are current. 
• Interface with Caltrain’s Operation and Maintenance to provide technical support in operating and maintaining Signal and Crossing systems, including Positive Train Control.
• Coordinate and interface management and integration of the signal and grade crossing systems with other internal and external systems, subsystems, including Positive Train Control. 
• Represent as necessary signals and grade crossings for all Caltrain projects, with stakeholders, and other parties.
• Support to ensure the signal and grade crossing systems are compliant with Federal Railroad Administration (FRA), California Public Utilities Commission (CPUC) requirements, and Caltrain standards.

• Develop and work with Capital Construction on continuous improvement programs.
• Assist with all signal and grade crossing design, installation, testing, and cutover requirements to ensure compliance with FRA, CPUC regulations, and Caltrain Standards. 
• Support technical oversight of railroad signal and grade crossing system operations. 
• Support as necessary revisions to updated signal and grade crossing engineering standards, policies, and procedures.  
• Provide support on matters related to signals and grade crossings with internal (operations), external stakeholders, and agencies such as the CPUC, the FRA, cities, and other parties, as required.
• Support signal and crossing systems engineering, design support, and design review; Construction support, coordination, and liaison.
• Assist with identifying and resolve signal and grade crossing engineering and technical issues.
• Support Caltrain operations and other engineering teams for matters related to signal and grade crossing, support of signal cutovers, including nights and weekends.
• Provide continuous review of operating manuals and procedures developed by various system providers or vendors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Minimum Qualifications: Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
 

• Bachelor’s degree in electrical engineering, Computer Science, or related field preferred. In lieu of a degree eight years of experience of railroad signals and grade crossing
• Two years of supervisory experience

Preferred Qualifications:

• Five (5) years’ experience of railroad signal and grade crossing design, maintenance, and/or engineering.
• Experience with programming Solid State Vital Processor/Controllers for Rail Signal and Grade Crossings is preferred.
• Effective communication skills orally and written.
• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera), requirements management systems, and software configuration tools, preferred.
• Experience with rail systems, electrification, electrical interfaces, software, and network protocols, and system integration with commercial off the shelf (COTS) hardware and software is preferred.
• Experience managing contractors and consultants are preferred.
• Certificate of completion from a certified Signalman Training program

DEFINITION

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs. 

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Staff Liaison and administrator to Street Smarts Program and Traffix program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., TVTC, CCTA, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related CIP projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

 

 

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

 

Ability to:

• Interpret and explain transportation programs; identify and respond to issues and concerns of the general public, Town Council, and other boards and commissions.
• Provide exceptional customer service and maintain effective relationships with co-workers, management, elected officials, and the general public.
• Read and understand technical drawings and specifications and conduct an analysis of transportation and planning related documents.
• Conduct research, evaluate alternatives, and make recommendations.
• Prepare and present clear and logical reports and studies.
• Prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet deadlines.
• Use tact, initiative, prudence, and independent judgment with general policy, procedural, and legal guidelines.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field.
