THE POSITION

General Purpose:
This Recreation Aide position will be assigned to the Family Programs area assisting Recreation Leaders in providing support for the After-School Recreation program.
 
Supervision Received and Exercised:
Receive general supervision from a Recreation Coordinator and may receive technical and/or functional supervision from a Recreation Leader or Program Specialist.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Assist in leading recreation activities in program areas such as preschool, playground, parks, teens, sports, special events, and senior citizen activities.
• Assist in carrying out recreational activities appropriate to a variety of locations such as playgrounds, parks, community centers, pre-school classrooms, school sites, and sports facilities.  
• Assist in leading activities in areas such as arts and crafts, games, sports, music, drama, and nature study.
• Assist in setting up, taking down, and cleaning up recreational facilities; as assigned, open and close facilities as scheduled for use, and secure the facility upon leaving.
• May provide minor first aid to recreation program participants and/or perform related first aid/emergency techniques.
• Exercise precautions necessary to ensure the safety of recreation program participants and spectators.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Set up furniture or equipment for activities scheduled and see that it is in proper condition and is replaced after use.
• Monitor activities of facility users for appropriate and safe conduct.
• Clean up after facility users and set up for subsequent activities; sweep and mop floors as required, empty trash receptacles throughout the facility, as necessary; keep restrooms and kitchen clean and well stocked with paper towels, tissues, etc.
• Collect fees from public swimming pool patrons and aquatics class registrants, and issue pool passes.
• Complete daily attendance and cash receipt report forms.
• Answer the telephone, provide information to callers and write messages, as needed.
• Assist customers at the front counter. 
• Perform general clerical work such as issuing receipts, photocopying, and filing; complete and submit required forms and reports.
• Clean and sanitize workstation and equipment.
• Assist in conducting preschool class activities in areas such as arts and crafts, games, music, or story time.
• Notify appropriate City staff regarding necessary repair and/or replacement of play areas/related equipment.
• Perform other duties as assigned.

THE POSITION:

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a state-funded preschool program.  The incumbent in this position will independently oversee the program and staff at Pickleweed Preschool located in East San Rafael. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget
• Hire, train, and supervise staff
• Supervise timely completion of annual ECERS
• Supervise completion of DRDP assessments twice annually
• Supervise timely completion of parent surveys
• Supervise timely completion of two parent conferences annually
• Supervise timely ongoing child portfolios
• Supervise and implement systems for creating and maintaining regular written child observations
• Complete annual June 1st report to Department of Education
• Schedule staff and ensure appropriate staffing levels are maintained
• Facilitate parent nights for families four times per year
• Liaison with parents and school districts
• Function as classroom instructor
• Approve Child Care Instructor II curriculum and plans
• Organize regular staff meetings
• Oversees referrals of children for assessment and special services
• Complete annual written evaluations of all staff
• Perform other duties as required.

To be eligible for this position you must have knowledge/skill of:

• Early Childhood Development
• Curriculum models such as CLASS and Pyramid training
• Classroom management techniques
• Appropriate disciplinary techniques.

Education and/or Experience:

• AA Degree or 60 units, with 24 ECE units plus 6 administrative units and 2 adult supervision units and one (1) year working in a preschool program, AND/OR
• Site Supervisor Permit

Special Requirements:

• Must be willing to work the hours required for the assigned Center.
• Possession of California Driver’s License preferred.

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

The position will receive a 2.5% base salary increase in July 2024.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. Extensive expertise in land use, Planning and Zoning, the Subdivision Map Act, CEQA, and Housing is especially desirable. However, applicants without land use expertise are also encouraged to apply.

THE DEPARTMENT

The City Attorney's Office advises the Rocklin City Council, City Boards and Commissions, and City Departments on the legal propriety of proposed municipal actions. The City Attorney's Office also prepares and/or reviews all ordinances, resolutions. contracts and other documents and represents the City in civil litigation and acts as liaison to outside special counsel.

MINIMUM QUALIFICATIONS

Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree;

AND

Five (5) years of increasingly responsible experience as an attorney in the practice of civil or municipal law.

Licenses and Certificates:

• Active membership, in good standing, in the State Bar of California.
