The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. Roles & Responsibilities:

• Lead the design, planning, and management of the campus-wide cable plant and IT physical infrastructure to support the Airport improvements, airlines, and tenants, addressing both current & future needs.
• Provide a comprehensive understanding of technology offerings, implementation constraints, and costing. Ability to propose technology recommendations and solutions by providing a solid and complete justification for each solution.
• Assess the voice and data needs of the Airport, develop Airport technical standards, determine where the cable infrastructure should be installed, and oversee the installation.
• Serve as Subject Matter Expert and liaison to Airport divisions, airlines, and tenants for requests, requirements, RFP/Qs, and new construction projects as required.
• Manage stakeholder engagement acting as Point of Contact (PoC) for project activities, conducting project reviews, identifying and escalating project issues, briefing on proposed technology, organizing and conducting vendor site visits, and fostering collaborative working relationships.
• Possess a strong understanding of, and working experience with, Project Management practices and tools.
• Ability to understand your audience, negotiate with stakeholders, and clearly understand the requirements and scope.
• Coordinate project schedules, including participation in meetings, documentation, and tracking action items to ensure successful completion.
• Oversee the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract. Participate in the negotiation of contracts & contract changes, review Statements of Work (SOWs)/Work Orders to understand commitment and expectations.

Highly Desirable Qualifications:

 

• Possess a BICSI RCDD (Registered Communications Distribution Designer) certification.
• Be an Outside/Inside Plant specialist. Airport experience preferred.
• Ability to determine the scope, cost, and time for existing and new OSP/ISP projects that are moderate to complex in a matrix environment.
• Outside/Inside plant construction and project management experience and inventory management experience.
• Familiarity with data center industry standards, building codes, and safety standards.
• Demonstrates in-depth knowledge of fiber optic engineering principles with OSP job-related functional areas to include general best practices, procedures, and industry standards.
• 5 years or more experiences working in mission critical environments (e.g., airports, utilities, telecommunications carriers, etc.) requiring coordination across multi-disciplines for delivering a common goal.
• 5+ years mission critical Data Center operations experience.
• 5+ years' Telecom industry experience.
• 5+ years' experience with Outside Plant cabling (OSP) & Inside Plant cabling (ISP), structured cabling systems.
• Experience coordinating with GIS teams to ensure as-builts are reflected in existing mapping tools.
• Experience working with GIS teams to document all fiber paths, terminations, and splices for all cabling projects.

Salary Information:
The actual salary shall be determined by the final candidate's qualifications and experience. The below salary ranges include an approximate five percent (5%) ongoing non-pensionable pay.

Salary range for this classification is: $130,515.84 - $159,017.04 annually

Provide complex and advanced technical assistance in support of managing and implementing Valley Water’s cyber security systems on the Enterprise network and SCADA/ Industrial Control System/ Operational Technology network. Monitor cyber security logs, respond to cyber security incidents, plan design, and implement a variety of complex cyber security systems assists with determining hardware and software systems requirements and specifications; performs a variety of complex technical tasks relative to assigned area of responsibility.
 
Serves as the technical lead on the design and implementation of Valley Water’s most complex and highly integrated Cyber Security systems involving new, unfamiliar, or emerging technologies; to perform the most complex professional level duties in the development, installation, coding, integration, documentation, testing, and maintenance of Cyber Security controls and systems; and to perform a variety of tasks relative to assigned areas of responsibility.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Example: Microsoft security patching, updating appliance firmware, maintaining Cyber Security definitions, monitoring Anti-Spam solution, monitoring Cyber Security appliances, and recommending modifications to existing Cyber Security hardware, software, and overall security stance. Manages and monitors vulnerability scanning tools and makes recommendations to remediate identified Cyber Security vulnerabilities. The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
