The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. The incumbent will have management responsibility for this division, which provides for the centralized purchasing, central duplication and mail services for the City. 

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field, and four (4) years experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation.

Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

HHPZ is open year-round catering to families with children. It operates seven amusement park rides, showcases various endangered species, and operates one of the oldest classical puppet theaters in California, as well as offering many other playgrounds and attractions emphasizing play and imagination in a natural conservation setting.

The department of Parks, Creation and Neighborhood Services is currently seeking to fill two Part Time Security Officers positions for Happy Hollow Park and Zoo.

The hourly range for Security Officer part time classification is $28.77-$34.98. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

Under the direction of the HHPZ Parks, Recreation, and Facilities Supervisor, the part time Security Officer performs security work of moderate difficulty in maintaining a safe environment for the use of public buildings/facilities utilized by San José and Bay Area Residents. This is a highly visible City-wide facility and program with a focus on ensuring safety, security, and customer service for the guests, partners, and staff of Happy Hollow Park & Zoo. This would include patrols, incident reporting, emergency services coordination and customer service. This position works Sunday-Thursday, occasional special events, and some holidays.

Duties include, but are not limited to:

     * Walk HHPZ - inside park, outside fence line, parking lots - East Lot, K1, K2 & K4

     * Report, track and follow up on any break ins, graffiti, litter, guest issues or urgent issues to proper channels

     * Compile issues data, damages amounts and complaints

     * Coordinate Guard daily plan and schedules

     * Communicate with Guard Vendors, walk facility with new guards from vendor

     * Assist clearing the park

     * Coordinate and/or conducts Safety trainings

     * Assist with emergency planning and procedure research

     * Patrols property, watching for signs of prowlers, vandalism, damage to property or needed repairs; reports necessary repairs or suspicious circumstances which cannot be taken care of personally.

     * Checks to see that building security is maintained and that building is secured.

     * Handles disturbance problems, enforces safety regulations, provides information on security measures, enforcement activities and emergency procedures.

     * May assist in recovery of materials, loss prevention, investigation of illegal acts committed.

     * May request emergency police, fire, or ambulance services if needed, report & follow up

     * Prepares a variety of reports regarding security services, procedures, and actions.

JOB TYPE

THE POSITION

The City of Dublin is seeking a dedicated individual for the position of PLANS EXAMINER I/II to perform detailed, comprehensive technical reviews of residential and commercial permit applications and building plans.  The incumbent performs a full range of plans examination duties to ensure projects and structures are in compliance with laws, ordinances, codes and regulations before permits are issued.  The position serves as a resource to the City’s Permit Technicians who determine required plans and resolve problems regarding plan submissions and sufficiency. 

The PLANS EXAMINER I position is distinguished from the PLANS EXAMINER II level in that the PLANS EXAMINER II performs more complex technical reviews of commercial plan checks, structural reviews; and performs supervisory authority over assigned staff, including directing and training.

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

PLANS EXAMINER I:

• Perform plan checks for residential alterations, room additions and tenant improvements.  Reviews building construction plans for compliance with building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes. 
• Confer with homeowners, builders, engineers and architects to provide and obtain information and interpret building codes and regulations; recommend necessary changes to obtain compliance with applicable codes and regulations.
• Provides input and assists in the establishment and/or improvement of Division’s procedures and policies;
• Verifies that permit application and plans meet the minimum requirement of all applicable codes, state and local regulations.
• May perform routine building inspection assignments in support of inspection staff.
• Prepare correspondence to architects, engineers, contractors and homeowners relating to the correction of plans and details.  Communicates verbally, in writing, by e-mail and by telephone with the general public, other City employees, contractors in order to explain and administer the various building codes.
• Properly interpret building codes, plans, specifications, and engineering calculations.  Regularly research code questions for interpretation.
• Review and perform mathematical calculations to determine appropriate fees.
• Perform research, analysis and evaluation of site, architectural and related plans.
• Strong commitment to customer service and interactive team participations.
• Provide support to permit processing and public counter activities.

PLANS EXAMINER II (In addition to the above):

• Reviews building construction plans for compliance with structural design requirements and building, mechanical, plumbing, electrical, energy, green building, accessibility and health and safety codes.  Examples of reviews can include: residential additions, complex tenant improvements, HVAC roof top equipment, monument signs, etc.
• Handle the full-range of plan check duties including screening and preliminary review, and is responsible for independent decisions requiring technical judgement and public relations skills. 
• May assume the responsibility for supervision of plan check and permitting functions in the absence of the Plan Check Engineer.
• Participate in the development and implementation of the Division’s policies.
• As assigned, perform on-site inspections as follow-up to plan activities.
• Resolve disputes between the City and designers.
• Attends and represents the Building & Safety Division at Pre-Development and other meetings.
• Evaluate the written qualifications of Special Inspection firms for inclusion into the City’s list of pre-qualified special inspections firms.

The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position.

City offices operate on a 9/80 schedule. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

The Department: 
The Parks & Recreation Department supports a vibrant, active quality of life for all ages, abilities, and interests of the Santa Clara community through excellent parks and recreational facilities, community services, programs, and events. The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park.
 
The Position: 
An incumbent in this classification is responsible for the safe operation of an assigned swimming pool, including supervising pool personnel, overseeing conduct of pool events, ensuring  collection and security of revenue, and attendant record keeping.  Candidates must be able to serve a variety of ages, abilities and needs in participants from diverse backgrounds with tact and professionalism.
 
As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

EDUCATION AND EXPERIENCE
Minimum Requirements
• Education equivalent to completion of the eleventh grade; and

Possible Substitution
• One (1) year of experience in lifeguarding and/or swimming instruction with the City of Santa Clara may be substituted for the required three (3) years of experience.

LICENSES AND/OR CERTIFICATES
Possession of the following certificates is required:
• A valid American Red Cross Water Safety Instructor certificate or Completion of City of Santa Clara Learn to Swim Instruction Program; and
• A valid American Red Cross Lifeguard certificate; and
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.

• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.

• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
