DEFINITION

Perform a wide range of administrative and office support activities for the Recreation, Arts and Community Services Department, its Director and/or managers and supervisors to facilitate the efficient operation of the organization.  The incumbent should be organized, detail oriented, accurate and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy; schedule appointments and meetings, procure supplies, assist with data entry and provide support related to the review, production, and distribution of staff reports.  

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned management personnel. May exercise technical supervision over other clerical positions.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Perform general clerical duties related to assigned functional area, including formatting, copying, collating, compiling, binding and distributing simple and complex reports
• Type, format and edit letters, memoranda, staff reports, marketing materials, and public notifications and other documents.
• Compile and maintain complex, extensive paper, and electronic records and files; act as a resource for other employees on the material in files and records maintained or processed
• Assist with simple analysis as needed such as entering data and creating simple charts in Excel spreadsheets or entering data in the enterprise-wide financial software
• Order and maintain office supply inventories and ensure office equipment in working order
• Determine and manage priorities for multiple tasks to meet assigned deadlines
• Open, sort and distribute incoming correspondence or mail
• Schedule and coordinate meetings as required
• Work cooperatively with other departments, outside agencies, and the public
• Assist in the compilation and mailing of public notifications
• Provide administrative support in the review and editing of marketing materials
• Maintain professional appearance of departmental common areas and lock department area in the evening as directed
• Understand the organization and operations of assigned department and Town as necessary to carry out responsibilities
• Understand and apply operating rules and procedures of department and Town
• Performs duties within OSHA standards
• Other duties as assigned

QUALIFICATIONS

Knowledge of:           

• Intermediate knowledge of Adobe Acrobat and MS Office including Outlook, Word, Excel, PowerPoint, and Access
• Working knowledge of enterprise-wide financial software preferred
• Bookkeeping principles and procedures; business mathematics
• Strong command of English language; spelling, grammar, and punctuation
• Type accurately at 45 words per minute

Ability to:      

• Communicate clearly and effectively in both oral and written form
• Understand and follow a variety of oral and written instructions with minimal supervision
• Apply operating rules and procedures of assigned department
• Establish and maintain effective work relationships with colleagues
• Maintain financial records and general filing systems
• Understand and perform routine accounting procedures
• Be proficient with and able to assimilate upgrades to a variety of computer software programs; operate standard office equipment and machines.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Four years (4) of experience performing duties comparable to those of an Office Assistant, including one year of standard bookkeeping duties.

OR

Two years (2) of experience performing standard clerical duties, including usage of Microsoft Office Suite.

Education:     

The equivalent of the successful completion of twelfth grade; college degree preferred.

DEFINITION

Develop, organize, and implement delivery of recreation and social services to the citizens of Danville in accordance with program objectives set forth by the Recreation, Arts and Community Services Department. Perform professional duties in Community Centers, Village Theatre and Art Gallery, and/or Teen Centers, as assigned.

Receives direction from a Program Supervisor.  Exercises supervision over Program Assistants and other program personnel, as assigned.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Plan, implement and evaluate programs, events and services.
• Assist in recruiting, training, supervising and evaluating part-time personnel and volunteers.
• Conduct and attend a variety of training seminars, staff meetings, and community meetings.
• Recruit and orient contractual instructors and develop and monitor contractual service agreements.
• Prepare memos, correspondence, reports and public information in a variety of forms.
• Represent the Recreation, Arts and Community Services Department and Town to citizens, advisory bodies and community organizations and serve in a liaison role, as assigned.
• Conduct outreach activities and interpret Town policies to the public.
• Maintain accurate records and compile program information and other data.
• Assist in monitoring facilities and equipment.
• Prepare and monitor program operating and revenue budgets; monitor expenditures and payroll in accordance with established procedures.
• Assume additional responsibilities in the absence of the Program Supervisor, as needed. 

Specific to Youth/Teen Services:

Program Coordinator will be responsible for implementing a variety of recreational, social and educational programs and services for youth, ages preschool through high school.  Work closely with the Town's Police Services Department, School District, community and human services agencies.  Motivate and facilitate various youth groups.

Specific to Sports & Fitness and Facility Management

Responsible for the development and implementation of sports programming, including aquatics, and organizing a variety of recreational sports leagues for youth and adults.  Work closely with the school district.  Supervises seasonal Aquatics program to include staff training and in-services. Requires a basic understanding of sports terminology, concepts, and rules. Responsible for sports & fitness fee classes offered in the Danville Activity Guide.  Support facility management through facility rentals.

Knowledge of:

• Principles and practices of recreation programming.
• Human development as it relates to planning recreation and leisure programs and activities for the public.
• Leadership, group dynamics, and facilitation concepts and techniques.
• Safety practices as related to the assigned program/activity area.

Ability to:

• Develop, implement and evaluate innovative programs effectively.
• Supervise and motivate participants, part-time personnel and volunteers.
• Communicate effectively with Town officials, the public, and the media.
• Demonstrate effective oral and written communication skills.
• Monitor program budget.
• Work flexible hours, including nights and/or weekends, as needed.

Two (2) years full-time or four (4) years part-time related professional experience in public recreation or any equivalent combination of education or experience. Background in municipal parks and recreation is preferred.  Supervision of part-time and/or volunteer personnel is desirable.

Education:

A Bachelor's degree in recreation administration, public administration, or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR certification is required but may be obtained during probationary period.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field and four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.

About the Position 

The City of Fremont's Finance Department is seeking a full-time Accounting Specialist I/II that will support the Revenue function. The incumbent will provide a variety of customer service, financial and accounting duties in the preparation, maintenance and processing of accounting records and financial transactions. This position is responsible for performing duties to support the central cashiering function for citywide services.

Examples of Job Duties

• Provide excellent customer service to residents and businesses in the City of Fremont.

The Department

The Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting. Budget activities include coordinating and producing the annual budget document, monitoring revenue and expenditure performance, preparing mid-year and year-end budget presentations to the City Council, evaluating the effects of budget changes on service levels, assisting departments with business planning, and supporting citywide economic development projects.
