The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Equivalent to the completion of a Bachelor’s degree from an accredited college or university and four years of professional analytical experience, including developing and administering programs. Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant Manager, Information Services or others as assigned. Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

This is the advanced journey-level in the Business Systems Analyst series. Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Evaluate, review, and validate the accuracy of market positions and risk metrics such as mark-to-market, value at risk, gross margin at risk.
• Perform quantitative and analytical data modeling to quantify risks, evaluate risk reduction strategies, aid strategic/ operational decision making and provide insights.
• Update, manage and validate accuracy of Power BI business intelligence dashboards related to energy risk management such as risk limits, forward prices, collateral.
• Execute monthly and ad-hoc data reporting and quantitative modeling tasks.
• Validate and forecast collateral calls from counterparties and the CAISO and verify accuracy of collateral records.
• Collaborate with different divisions and IT department to support the build and implementation of data repository.
• Provide analytical support for power purchase and sale agreements and power supply audits.
• Compile reports, summaries, and presentations to communicate findings to management.
• Understand SJCE Risk Management Policy and Regulations and manage reviews and amendments.
• Support the development of middle office procedures.
• Monitor and evaluate energy market risks and market events. Develop and share knowledge of energy industry trends, new developments, and emerging risks.

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures. This unit provides strategic support to facilitate the development and execution of various contracts, and also manages the contracts administration and settlements function.

Salary Information:

Power Resources Specialist I is $99,503.04 - $121,255.68.

Power Resources Specialist II is $108,282.72-$131,913.60.

This range includes an approximate five (5%) ongoing on-pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.

The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. The Position: 
An incumbent in this classification is responsible for the safe operation of an assigned swimming pool, including supervising pool personnel, overseeing conduct of pool events, ensuring  collection and security of revenue, and attendant record keeping.  Candidates must be able to serve a variety of ages, abilities and needs in participants from diverse backgrounds with tact and professionalism.
 
As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

EDUCATION AND EXPERIENCE
Minimum Requirements
• Education equivalent to completion of the eleventh grade; and
• Three (3) years of experience in swimming pool management, swimming instruction, lifeguarding, or related activity; and
• Must be at least 17 years of age at time of application

Possible Substitution
• One (1) year of experience in lifeguarding and/or swimming instruction with the City of Santa Clara may be substituted for the required three (3) years of experience.

LICENSES AND/OR CERTIFICATES
Possession of the following certificates is required:
• A valid American Red Cross Water Safety Instructor certificate or Completion of City of Santa Clara Learn to Swim Instruction Program; and
• A valid American Red Cross Lifeguard certificate; and

SUMMARY

Schedule: 30 hours per week. Schedule will vary, will include weekends.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.

5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

SALARY AND HOURS:
